1. POSITION VACANT: Senior Manager, Centre for Catalyzing Change, Patna, Bihar
2. ORGANIZATION BACKGROUND:
Centre for Catalyzing Change (formerly CEDPA India), is a non-profit organization, focused on improving the lives of women and girls in India by equipping, mobilizing, educating and empowering women and girls, to achieve gender equality.

Centre for Catalyzing Change (C3) helps create and increase educational and livelihood opportunities for adolescent girls, by ensuring access to lifesaving reproductive health information and services and strengthening their ability to become leaders in their communities and the nation. Working in partnership with communities, C3’s proven approach is to develop and give women, young girls and boys the tools they need to improve their lives, as well as that of their families and communities.
Under three thematic pillars of Youth, Reproductive Rights and Gender & Governance, C3 is implementing advocacy and intervention programmes at grassroot, state and national level, in partnership with government and with local organizations and networks.
C3 is initializing an evidence to policy initiative that involves generation of robust data and evidence on diverse aspects of women’s empowerment, combined with policy advocacy and technical support to concerned departments of government in the state of Bihar.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Based at the C3 India Office at Patna, the Senior Manager shall be the overall lead for research initiatives, with responsibility for planning, managing and executing a wide range of learning and evidence generation activities, to support data-driven decision making and learning.
Key Roles and Responsibilities:
(1) Develop, manage and lead the evaluation of programme portfolios and/or individual programmes, with responsibility for the design and quality assurance of evaluations, including the management of external agencies associated for the conduct of the same, if any;
(2) Build a network of evaluators to support the conduct of evaluations as per (1) above;
(3) Develop strategies to grow the evidence to policy hub within C3;
(4) Initiate, plan and convene the dissemination of evidence on C3 interventions, gathered from research and data insights;
(5) Work with government and other partners to identify opportunities within policies and programs to embed research, evaluation and learning;
(6) Support and mentor C3’s Consultants deputed to Women Development Corporation with technical gender inputs and data/ evidence inputs as per work plan;
(7) Develop publications/ advocacy briefs and tools from research and data, prepare and write briefs, policy documents, and provide research and strategic support to relevant government departments and advocacy;
(8) Coordinate the analysis and interpretation of data from evaluations, surveys, and other sources to provide navigational feedback on key learnings and insights to government;
(9) Draw out, visualize, and communicate key finding and learnings from existing data and ongoing evaluations and monitoring processes;
(10) Leverage learning from the IW, Bihar intervention, build linkage and present before larger IWW network and other evaluator networks.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
(1) Post-graduate degree related to Development Economics, Gender and Development or Evaluation;
(2) Candidates with Advanced Degree (PhD) would be preferred.
Experience:
(1) Candidates must have 15-17 years of experience in development research and/or evaluation in India with a special focus on gender and development;
(2) Experience of managing a small team of Technical Experts will be an advantage.
Skills and Competencies:
(1) In depth understanding of gender issues and its linkages with poverty and exclusion;
(2) Strong analytical, research and evaluation design and methodological skills spanning a broad mix of quantitative and qualitative approaches;
(3) Robust understanding of sampling designs and methods, and experience in modelling is desired;
(4) A strong foundation in applied research and policy analysis is preferred and ability to synthesize and look across data to draw out key findings;
(5) Fluency in both oral and written communication in English and Hindi;
(6) Proven track record of communicating complex sensitive technical issues to a broad and diverse audience;
(7) Demonstrated ability to collaborate and communicate effectively in a matrixed team environment.  
5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is attractive. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
