1. POSITION VACANT: National Technology Coordinator, UNIDO, New Delhi (Post Level: SB5 - Local Professional)
2BACKGROUND: 

The United Nations Industrial Development Organization (UNIDO) is a specialized agency of the United Nations. Its mandate is to promote and accelerate inclusive sustainable industrial development in developing countries and economies in transition, and work towards improving living conditions in the world's poorest countries, by drawing on its combined global resources and expertise.

UNIDO Regional Office in India: Field offices are responsible for representing UNIDO in their host countries and promoting the Organization as an effective partner for development. The Field Office maintains close contact with all local stakeholders at the country and regional levels, as appropriate, for this purpose, including government institutions and international entities.
UNIDO’s Industrial Energy Efficiency Programme: Improving energy efficiency in industry is one of the most cost-effective measures to help supply-constrained developing and emerging countries meet their increasing energy demand and loosen the link between economic growth and environmental degradation, such as climate change.
The overarching goal of the UNIDO Industrial Energy Efficiency (IEE) Programme is to effect sustained energy management and efficiency practices in industry of developing countries and emerging economies, in order to reduce the environmental pressure of economic growth while increasing productivity, helping to generate economic growth, create jobs and alleviate poverty.
Project No. GF/IND/11/001: GEF-UNIDO-BEE Project “Promoting energy efficiency and renewable energy in selected Micro, Small and Medium Enterprises (MSME) clusters in India.”
Project Context: UNIDO is the executing agency of the Global Environment Facility (GEF) for this project and the Bureau of Energy Efficiency (BEE) under the Ministry of Power, Government of India, is the executing partner.
Bureau of Energy Efficiency: BEE’s mission is to develop policy and strategies with a thrust on self- regulation and market principles, within the overall framework of the Energy Conservation Act (EC Act), 2001, with the primary objective of reducing energy intensity of the Indian economy. This will be achieved with the active participation of all stakeholders, resulting in accelerated and sustained adoption of energy efficiency in all sectors.

3. JOB DESCRIPTION/ RESPONSIBILITIES:

With the overall guidance and supervision of the UNIDO Representative and Director, Regional Office in India/ Project Manager and in close coordination with the for this purpose,and BEE, the National Technology Coordinator (NTC) is expected to undertake the following duties:
Key Job Responsibilities:
(1) Mapping technologies employed across the target industry sectors viz. brass, foundry, dairy, hand-tools and ceramics;
(2) Steering assessment on energy consumption patterns and energy saving potential for these technologies. Preparing cluster level energy usage database to form the basis of a benchmarking system; 
(3) Interacting and liaising with national/ international technology providers and evaluating Techno-Commercial cum Sustainability aspects of available technology options;
(4) Spearheading identification of technology benchmarks and assessment on technology gaps;
(5) Facilitating adjustment of existing technologies for the introduction of Energy Efficient (EE) and Renewable Energy (RE) technologies and Best Operating Practices;
(6) Steering preparation of Detailed Project Reports (DPRs) for SMEs by Local Service Providers operating in the respective clusters; 
(7) Coordinating with technical agencies, institutions and Local Service Providers. Interacting and consulting with technical institutions specific to target clusters, for their active involvement and knowledge support;
(8) Organising technology demonstration and dissemination initiatives across target sectors. Co-ordinating study tours/exchange visits. Designing and executing technical training programs;
(9) Leading the establishment and functioning of Energy Management Cells (EMC) in each cluster;
(10) Designing and conducting surveys and report findings. Documenting benefits in the demonstration units and replication units;
(11) Developing and preparing various templates, information brochures/ booklets for dissemination and replications of demonstrations;
(12) Contributing to the policy and regulatory framework, based on project learnings;
(13) Coordinating and managing Group leaders and Cluster leaders at the cluster level, for discharging their key responsibilities; 
(14) Extending timely support to the Project Manager for various project activities.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
 
Applicants must be Post Graduates, or equivalent, in Engineering - Energy Management (preferably)/ Mechanical/ Electrical/ Chemical, or equivalent, from a recognized institution.
Experience:
(1) Minimum 10 years of experience in engineering in the field of energy efficiency technologies, equipment, processes and energy management; 
(2) S/he must be a certified Energy Auditor;
(3) Past experience of working with MSMEs would be an advantage.
Skills and Competencies:
(1) Good interpersonal skills;

(4) Excellent verbal and written communication and drafting skills, both in English and Hindi;

 5. COMPENSATION OFFERED:

The gross annual remuneration budgeted for the position is up to Rs. 18 lacs, based on the qualification of candidate. Please note that offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.

8. TYPE OF APPOINTMENT:  Temporary Appointment (Project based). Initial appointment is one year with possibility of extension. The project duration is 3 years.
