1. POSITION VACANT: National Capacity Building Manager, Large Supply Chain Capacity Building (Public Health) Initiative, SAMS, New Delhi
2BACKGROUND: Strategic Alliance Management Services P Ltd. (SAMS) is a boutique management consultancy that has focused exclusively for the past 18 years, on providing recruitment, payrolling and supply chain management services, exclusively to the public health and development sectors in India.

SAMS’ clients include bilateral, multilaterals, I/NGOs and both Central and State Government organizations. SAMS has managed drug logistics and health supplies for the Revised National Tuberculosis Control Programme (RNTCP) at CTD, MoHFW for the past 15 years. SAMS has provided similar support to NVBDCP and briefly to NACP.
SAMS is submitting a proposal for a large supply chain capacity building project, equipping state health officers to pilot innovative changes to cold chain logistics for vaccines in the states of Rajasthan, Madhya Pradesh and Uttar Pradesh. This is an exciting, ‘breakthrough’ initiative that is expected to transform the quality of vaccines available to the Universal Immunization Programme (UIP) at the state and district levels. The project is funded through December 2016.
3. KEY DUTIES & RESPONSIBILITIES:
SAMS wishes to urgently identify a senior National Capacity Building Manager who will be responsible for the leadership and successful execution of the training component of this assignment, entailing the time bound training of more than 8,000 state and district health officials. This is an exciting opportunity for a senior training professional with exposure to public health and supply chain management, to participate in a large initiative seeking to introduce radical on the ground changes to the cold chain management of vaccines in the country.
Key responsibilities of the post holder shall include:
(1) Timely and quality delivery of more than 300 trainings at the state and district levels;
(2) Mobilization, master training and close oversight of teams of trainers hired for the project in Rajasthan, Madhya Pradesh and Uttar Pradesh;
(3) Development of detailed schedules for the conduct of the above trainings in consultation with different stakeholders, training partners, faculty and recipients; 
(4) Quality assurance of training delivery through direct oversight, formal post-training survey of recipients and other appropriate mechanisms;
(5) Supervision and guidance of trainers at state offices;
(6) Coordination with state counterpart agencies, as necessary.
The job requires frequent field visits and travel of at least 12 days every month.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
 
Applicants must be post graduates in Public Health/ Health Management/ Community/ Social Development/ Development Economics/ Management and other Social Sciences from a reputed University.
Experience:
(1) Minimum five years of professional work experience in the development sector;
(2) Clear expertise in building capacity and development of training modules, curriculum and materials;
(3) Demonstrated experience in managing large scale and complex capacity building projects;
(4) Prior experience of working in government, especially at the national/ state level in managing training programmes;
(5) Experience of working in the field of Routine Immunization or other public health programmes
Skills and Competencies:
(1) Interpersonal Skills: Highly motivated with a positive attitude; High personal and professional integrity; Ability to work under; Attentive to details; Process oriented; Strong analytical skills;
(2) An excellent communicator, the applicant must possess strong influencing, networking, planning and organizing skills; 
(3) Excellent verbal and written communication skills in English and Hindi; 
(4) Ability to provide constructive feedback and openness to receive feedback, with the purpose of collective improvement;
(5) Ability to work in a team.
5. COMPENSATION OFFERED: 

Gross remuneration budgeted for this position is Rs. 12-15 lacs per annum with some scope for improvement in the case of an exceptional candidate. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
