1. POSITION VACANT: Manager - Finance and Administration, Railway Children (Based initially at Mumbai, thereafter at New Delhi)
2BACKGROUND: Railway Children (RC) is an international non-profit organisation, working since 1995 in United Kingdom, India and East Africa, to create ‘a world where no child ever has to live on the streets’.
In India, RC works through partnerships with NGOs and directly with government on addressing the issues of children at and around, major railway stations. These are children who leave their family where they suffer poverty, violence, abuse and neglect and also include children staying with families at the station. They find themselves living alone because there is nowhere else to go and nobody to turn to. While working in India RC provides support through:
(1) Early intervention at and around the railway station
(2) Protecting and ensuring community/ family care of vulnerable children
(3) Activating government child protection mechanisms.
RC presently works in eight states (Bihar, UP, MP, Delhi, Maharashtra, West Bengal, Tamil Nadu and Andhra Pradesh), implementing programmes across 49 locations including 15 major railway stations.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Country Director, the Finance and Administration Officer shall be responsible for managing the finance and administrative functions of the Railway Children Liaison Office in India and also Railway Children India – a Section 8 Company.
Key Job Responsibilities:
A) Financial Management:
1) Ensuring compliance with all legal and fiscal obligations of a Liaison Office (LO) and the Section 8 Company in India in coordination with the Chartered Accountant (CA);
2) Managing finances, including maintaining bank and cash accounts, payments, ledgers and vouchers and all other records and book of accounts, on a day to day basis;
3) Maintaining the books of Accounts and finalizing accounts statements, ensuring that systems meet prescribed standards as assessed by periodic internal and statutory audits;
4) Operation of Tally accounting package, ensuring up to date documentation and review;
5) Ensuring compliance and timely filing of applicable statutory returns for TDS, Professional Tax and other taxes payable to government, as applicable;
6) Coordinating with the CA for filing of Quarterly ETDS returns by providing the TDS and Challan details on a quarterly basis and the timely issuance of Form 16 to Staff and Form 16A to Associates/ Consultants for the year;
7) Timely coordination with staff for obtaining properly supported investment declarations at the year end, ensuring proper record keeping of the same;
8) Ensuring timely disbursement of staff salaries and timely processing and settlement of all bills relating to all office expenses;
9) Facilitating contracts and timely processing and release of payments to different service providers, partners, associates and consultants;
10) Ensuring submission of accurate monthly reports to the UK Office (viz. monthly reports to be submitted by 7th of every month);
11) Managing Cash Management functions, including banking relationships;
12) Ensuring RC and its partners are in compliance with all Agreements, policies and relevant regulations and returns and reports have been filed on a timely basis, as applicable;
13) Ensuring effective monitoring of finances;
14) Timely preparation of cash flow forecasts for the month and subsequent month and submission of monthly India LO fund request, ensuring sufficient balance in the LO Bank A/c;
15) Coordinating with the Head Office on all finance and accounting related matters;
16) Liaising with banks for all related purposes.
B) Administrative Functions:
1) Guiding and supervising the Admin Assistant to execute key admin tasks including, office maintenance, staff attendance, communications, filing systems, etc.;
2) Ensuring the maintenance of the office including, IT support, functioning of office equipment and handling purchases and stocks of the organization;
3) Ensure administrative support to staff working from residential offices outside of Mumbai;
4) Making domestic travel arrangements, including flights and hotels;
5) Making arrangements for conferences, meetings, events, etc.
C) Support to Partnership Management:
1) Maintaining records of partner compliance such as audit reports, Foreign Contribution (FC) returns, accounts statements, etc.;
2) Coordinating with team members and making timely quarterly projections for informing partners about quarterly disbursement of funds;
3) Analyzing financial programmes, both state-wise and budget-head wise, identifying and highlighting clear trends after discussions with the team;
4) Ensuring communication of fund transfer to partners;
5) Compiling partner’s budgets, financial reports (quarterly and annually) and Donor reports.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES: 
Qualification:
Applicants must possess a Masters Degree in Finance/ Accounts/ Commerce or the equivalent.

Experience:
1) Minimum five years of professional experience with the development sector;
2) Knowledge of legal procedures and obligations (RBI; ROC; Tax issues; etc.);
3) Previous experience in a Liaison Office/Section 8 Company preferred.
Skills & Abilities:
1) Excellent communication and analytical skills;
2) Proficiency in applications of MS Office and Tally;
3) Strong networking and people skills;
4) Good language proficiency in English and any other regional language;
5) Alignment with core organisational values of bravery, integrity, innovation and effectiveness;
6) Willingness to undertake travel, as required;
7) Flexibility and ability to work in a team;
8) Dynamism and a strong sense of proactivity ‘to do what it takes’ to ensure efficient financial management.
5. COMPENSATION OFFERED:
Gross compensation for the position shall be attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
6. LOCATION: Mumbai/ New Delhi/NCR. (Note: The incumbent shall be required to work six to eight months initially at Mumbai and then relocate to New Delhi/ NCR).
