1. POSITION VACANT: Programme Leader, Tata Relief Committee, Dehradun
2BACKGROUND: The Tata Group, through the Tata Relief Committee (TRC), has been lauded for its role in providing immediate relief and succour to over 10,000 families across five districts impacted by the flash floods of 2013 in collaboration with the Government of Uttarakhand and local community based organizations.
Continuing its engagement in the state, the TRC has focused on developing rehabilitation initiatives in the districts of Rudraprayag, Uttarkashi and Pithoragarh. The initiatives address multiple thematic areas such as livelihoods, enterprise development, health and education, so as to comprehensively address the needs of target communities in 62 villages over a three year period.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the General Manager - Community Services (Tata Sustainability Group), the Programme Leader shall be responsible for detailed design and development of initiatives, monitoring of implementation/ spending, maintenance of relationships with key stakeholders in the state and reporting to the senior leadership team.
This is an exciting opportunity for a development professional with prior experience in DRR, rehabilitation and development work to orchestrate and lead a large programme that is positively impacting the lives of many beneficiaries.
Key Job Responsibilities:
(1) Leading coordination and monitoring for all TRC rehabilitation programmes in Uttarakhand; 
(2) Designing and developing detailed rehabilitation projects for key focus geographies in the state; 
(3) Identifying suitable partner organizations for implementing the rehabilitation initiatives;
(4) Developing detailed rationales and justifications for the approval of all planned initiatives by TRC’sSteering Committee;
(5) Establishing monitoring frameworks for tracking programme outcomes and fund utilization;
(6) Developing appropriate documentation and reporting protocols to enable periodic information about programme progress; 
(7) Managing the programme team and cluster officers in Uttarakhand to facilitate programme implementation;
(8) Developing and maintaining relationships with state and district administrations, local CBOs and other relevant agencies;
(9) Collaborating with Tata Companies/ Trusts, to leverage potential group synergies with the initiatives planned in Uttarakhand;
(10) Any other responsibilities as per the needs of the programme and instructions from Reporting Authority
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:
Applicants must be Post Graduates in Rural Development/ Social Science/ Economics/ Management/ Rural Development/ Education, or equivalent from recognized institutions.
Experience:
(1) Minimum 15 years of work experience in the development field;
(2) Minimum 3 years of experience in grassroot programme implementation, including direct contact with beneficiary communities
(3) Familiarity with the state of Uttarakhand shall be an advantage.
Skills and Competencies:
(1) Interpersonal Skills: Highly motivated with a positive attitude; High personal and professional integrity; Ability to work under pressure; Attentive to details; Process oriented; Strong analytical skills;
(2) An effective communicator, possessing strong influencing, networking, planning and organizing skills; 
(3) Strong project management and documentation skills;
(4) Strong understanding of financial management;
(5) Excellent verbal and written communication skills, both in English and Hindi; 
(6) Conversant with standard MS Office applications;
(7) Ability to provide constructive feedback, as well as openness to receive feedback, with the objective of collective improvement;
(8) Ability and willingness to undertake extensive travel to field locations in Uttarakhand;
(9) Ability to work in a team.
 5. COMPENSATION OFFERED:

The gross annual remuneration budgeted for the position is Rs. 12 to 18 lacs. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
6. LOCATION: 

Dehradun (Uttarakhand), with frequent travel to implementation sites in the focus districts. Interested candidates must be willing and able to undertake travel to remote field locations on a regular basis and for extended periods of time.
