Divisional RMNCH+A Coordinator - International Development Agency

1. POSITION VACANT: Divisional RMNCH+A Coordinator (DC), International Development Agency, Purnea and Gaya (Duty Station- Gaya), Bihar
2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.
Project Background:

A total of 115 districts have been identified by Government of India for intensified efforts to improve various indicators in health, nutrition, WASH and education. Out of 115 national aspirational districts, a total of 13 districts have been identified in Bihar out of which 2 districts- Gaya and Purnea have been allotted to IDA for technical assistance.
The overarching goal of the Aspirational district strategy is to ensure that India accelerates progress to achieve the U5MR goal of 20 per 1,000 live births by 2035, as per “A Promise Renewed” Target of SDG 2030
The Aspirational District Health Action plan, comprising interventions and a robust communication campaign is to be implemented in all States, with specific focus on high priority districts, selected based on the health and social indicators for children and their mothers.
To accelerate achievement of critical indicators in the very low performing districts, IDA as a partner is expected to provide technical assistance through District Consultants placed with the Aspirational districts. Under the overall guidance of the DHS, this specific support will aim at building capacity of the district health managers/supervisors to:
(1) Support district level processes for health systems strengthening, including bottleneck/ gap and resources analysis and, based on findings, support the development of District RMNCH+A action plan, including the SBCC component;
(2) Identify capacity gaps and facilitate on-the-job capacity-building of RMNCH+A and related service providers at district, block and facility levels;
(3) Co-ordinate district-level compilation, periodic review and analysis of data received from block level, including validation as appropriate;
(4) Undertake supportive supervision and concurrent monitoring initiatives, including field monitoring of low performing blocks, on a regular basis;
(5) In consultation with the State RMNCH+A Co-Ordinator, facilitate linkages with other related line departments at the district level (ICDS, SABLA, PHED among others) including Medical Colleges and other professional bodies, CSOs, etc.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the direct supervision of Regional Deputy Director (RCH) Department, the Divisional RMNCH+A Coordinator (DC), shall be responsible to provide technical as well as supportive supervision support to RPMU and District Health Society and co-ordinate with other related line departments for the intensification and harmonization of efforts under the RMNCH+A strategy with special focus in the IDA supported two High Priority Districts of Bihar.
Key Deliverables:
(1) Support District Health Society for development of Aspirational district health action plan;
(2) Facilitate in the development of detailed plan of interventions along with monitoring and Evaluation log frame for tracking the progress;
(3) Provide supportive supervision in the district and constructive feedback in Block level and district level meetings;
(4) Support DHS in compilation and analysis of data from various sources and present in monthly District task force meetings under chairmanship of District Magistrate;
(5) Support divisional and district level processes for health systems strengthening, including bottleneck/gap and resource analysis and, based on findings, support the development of District RMCNH+A action plan, including SBCC component;
(6) Identify capacity gaps and facilitate on-the-job capacity-building of related service providers at district, block and facility levels;
(7) Facilitate capacity building of DCM, BCM, ASHA Facilitator in Home based young child care care (HBYC);
(8) Co-ordinate district-level compilation, periodic review and analysis of data received from block level, including validation as appropriate;
(9) Undertake supportive supervision and concurrent monitoring initiatives, including field monitoring of low performing blocks, on a regular basis.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification and Experience:
(1) Applicants must be Medical graduate (MBBS/BDS/AYUSH) / Post-graduate in Social Science/Health Management (Post Graduate training in Public Health is preferable) with minimum five years of post-qualification work experience in RMNCH interventions;
(2) Minimum two years of field experience in MCH program/ project management at state / regional/district level, with adequate knowledge of Reproductive, maternal, neonatal, child health and IMNCI/FBNC/HBNC is essential. Knowledge on adolescent health will be an added advantage.
Skills and Competencies:
(1) Familiarity with theory and practical applications and essentials of child survival experience in planning and management of Health sector/RCH programs;
(2) Good negotiation and influencing skills supported by excellent communication skills;
(3) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(4) Excellent oral and written communication and presentation skills in English and Hindi;
(5) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyze reports, plan and monitor projects.
5. NATURE OF ENGAGEMENT:
The DC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Professional fees of the selected candidate shall be Rs. 64,200 per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the DC).
7. LOCATION: Gaya with need base travel to field.
8. DURATION: The consultancy assignment will be effective from the date of joining till December 31, 2018.
