2. ORGANIZATION BACKGROUND:
Reach to Teach is a UK-based educational charity that exists to transform the lives of children in remote and marginalised communities in India, by improving the quality of primary education. Reach to Teach improves children's prospects by boosting their attendance and supporting government teachers in improving the quality of teaching and learning using internationally proven best practice methods.

Founded in 2003, Reach to Teach has grown significantly, from a short-term project that brought lessons to Indian children from a converted bus, to an established organisation improving the learning outcomes of several thousands of children.
In addition to running an intensive Education & Community programme in more than 200 government schools in Gujarat, Reach to Teach is significantly expanding its India footprint in the areas of Government Teacher Transformation, Head Teacher Leadership Development and bringing communities and schools closer by increasing community awareness of the importance of education and regular attendance.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Deputy Director- Monitoring & Evaluation (DDME) shall be a part of the organization’s Strategic Planning & Performance (SP&P) team, supporting the CEO and the Education, Community and the Programme Implementation teams in India, in co-creating and building new solutions in association with government and partners. The SP&P team also supports planning and design, testing and learning and implementation of programmes, apart from monitoring and evaluating their implementation and impact.
Reporting to the Director SP&P (based in the UK), the DDME shall play a pivotal role in building and embedding M&E capability within the organization.
S/he shall ensure development and operationalization of a robust M&E system for all Reach to Teach programmes, ensure high-quality monitoring and evaluation of programme delivery, provide recommendations for adaptive management based on insights, risks identified and emerging trends and support high quality and impactful reporting.
Key Responsibilities:
A. M&E Strategy and Approach
In consultation with the Director SP&P, the DDME shall be responsible for the following:
(1) Instituting an organizational Strategic Results Framework (SRF) and RBM strategy at Reach to Teach, in alignment with the organization’s strategic plans and performance goals;
(2) Setting-up institutional level M&E plan and systems;
(3) Developing and ensuring alignment of programme/ project/ intervention level M&E plans with the institutional SRF;
(4) Addressing the results/ logic chain from project activities to the organizational goals;
(5) Defining and developing consolidated and programme-specific reporting and how it will contribute to strategic communications and organisational learning.
B. M&E Design and Planning
Responsible for (in consultation with the Heads of Programme Implementation, Education and Community and Director SP&P):
(1) Developing programme/ intervention-wise M&E strategy and plan;
(2) Designing, developing and implementing M&E frameworks and SOPs, guidance and tools;
(3) Developing programme and intervention-level metrics and measurement approaches and tools;
(4) Developing data collection tools (including databases) and processes across the organisation;
(5) Participating in programme/ intervention design discussions, including theory of change development and log-frame design;
(6) Supporting programme staff in planning for and executing M&E activities, including data collection methodology and tools, data management, analysis and use;
(7) Identifying external evaluation needs and working with third parties, to design insightful impact assessments.
C. M&E Implementation
(1) Contributing to organisational learning by supporting specific analysis, lessons learned and reports;
(2) Conducting reviews of key M&E approaches, processes and tools to enhance organizational effectiveness and identify opportunities for improvement;
(3) Conducting periodic monitoring field visits and leading M&E Manager(s) in their monitoring visits;
(4) Ensuring that data collected is timely, accurate and complete and in this context, supporting implementation teams in embedding data collection and reporting processes;
(5) Ensuring that all M&E activities are implemented on time and as per plan;
(6) Supporting the implementation, dissemination and use of evaluations, assessments and monitoring of data in programme development, adjustment or review;
(7) Analysing strengths, weaknesses and gaps in implementation, providing practical suggestions for improvement;
(8) Analysing data and producing written materials for communications (stories, case studies, Op-Ed, and other materials);
(9) Providing timely and relevant data and reports, as required by Reach to Teach in India/ UK;
(10) Supporting ongoing and periodic reporting by Reach to Teach, by providing written documentation on monitoring, evaluation and learning activities, programme performance and indicator results, as appropriate.
D. Working with External Agencies
(1) Working with the Senior Management Team (SMT), Heads of Implementation, the Technology team and knowledge partners, to define metrics and how to measure them;
(2) Supporting the evaluation of proposals from external M&E organisations;
(3) Liaising with and overseeing the delivery of any contracts with external M&E organisations, under the direction of the Director SP&P.
E. People Management and Working with Others
(1) Capacity building and training of programme and M&E staff on data, analysis and M&E technical and conceptual areas;
(2) Supervising and mentoring M&E staff in executing and monitoring M&E plans;
(3) Coordinating with all M&E capacity-building activities, as required, with Reach to Teach staff and implementing partners;
(4) Identifying and addressing any M&E team HR issues;
(5) Supporting an environment of openness, collaboration and transparency;
(6) Ensuring that behaviour with internal and external stakeholders is consistent with Reach to Teach values.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicant must have a Masters in Monitoring and Evaluation, Statistics, Social Science, or other, relevant field.
Experience:
(1) Applicants must have a minimum of 10 years of professional working experience of which eight years should be in M&E activities for international development projects, including but not limited to collecting and analysing data, developing project indicators and supporting performance monitoring and reporting;
(2) Applicants should have experience in conducting field monitoring and research and producing reports and analysis, such as case studies and stories from the field for communication purposes;
(3) Applicants with a strong orientation to the Education Sector shall be preferred.
Skills and Competencies:
(1) Strong ability to communicate and develop effective working relationships with both internal and external stakeholders;
(2) Excellent written and verbal communication skills in English;
(3) Self-motivated; Happy to work unsupervised, using own initiative;
(4) Well organized; Multitasker;
(5) Demonstrated cross-cultural, teamwork skills and the ability to foresee issues and initiate appropriate action.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the position ranges from Rs. 30 to 40 lacs per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
6. LOCATION: Ahmedabad, Gujarat, with regular travel to project locations across India.
