Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India. It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centers of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief: 

As a follow up of India’s Call to Action: Child Survival and Development held in February, 2013 in Tamil Nadu, it has been decided that intensification of RMNCH+A(Reproductive, Maternal, Neonatal, Child and Adolescent Health) activities should be undertaken across 184 priority districts in the country, with emphasis on focused action in backward blocks. For each state, MOHFW has identified one Development Partner as a State Lead Partner, who will spearhead necessary technical support especially to these priority districts, harmonized with other Development Partners, to accelerate achievement of desired health outcomes under RMNCH+A. For Jammu & Kashmir NIPI has been entrusted as State Development Partner to accelerate the RMNCH+A strategy in 6 HPDs of Jammu & Kashmir. NIPI and PHFI have established a team to support in the state of J&K for implementation of RMNCHA activities.

Deliverables:

• Facilitate effective coordination at state and district level among 6 HPDs for improvement of RMNCH+A implementation.
• Support development of Maternal Health component of the NHM PIP in accordance with the national guidelines.
• Facilitate quality maternal death reviews in the HPDs and at the state level.
• Provide technical support for identification of gaps and improvement in quality of care in labour room as per GoI standards in the Delivery points of the HPDs.
• Provide technical support in strengthening labour room in HPDs.
• Provide monitoring support and supportive supervision of the maternal health interventions being implemented in the state and specially in the HPDs.
• Analyze the reports of the HPD RMNCH+A consultants and provide technical guidance for corrective actions in the HPDs.
• Work closely with Mission Director, NHM, Director Health Services, Director Family Welfare and Programme Manager, Maternal and Child Health for effective implementation of agreed upon working areas. 
• Undertake field visits to track and validate reported progress, analyze bottlenecks and barriers and facilitate implementation of corrective actions.
• Any other activity as per the need of programme or tasks assigned by the supervisor from time to time.
• Provide assistance to the State and District Health Society and NRHM Program Management unit in the planning of RMNCH+A strategy through District Health Action Plan (DHAP) in the allotted district/s. 
• Assists the State and District Health Society in designing of the RMNCH+A activities, work planning and budgets.
• Assists the State and district health officials to organize, strengthen and assure quality of trainings related to RMNCH+A interventions. Helps identify capacity-building needs and undertakes capacity-building activities on RMNCH+A related issues for field-level functionaries. 
• Participate in review meetings with at district and sub district level- District magistrate, Senior Health Officials, NRHM Program Managers , Partner representatives (and others as needed) at district level and is responsible for programme/project review, and follows up on implementation of recommendations and agreements. 
• Also participate in meetings with Mission Director, Senior Health Officials, NRHM Program Managers, Partner representatives (and others as needed) at state level from time to time and is responsible for programme/project review, and follows up on implementation of recommendations and agreements of the state & district monthly RMNCH+A review meetings. 
• Takes part in activities and meetings related to Maternal, new born and child health activities in the district and coordinates with other stakeholders in the district.
• Assist the State and district officials including the MD, NHM, Director Family Welfare, DHS, Programme Manager-NHM, District Magistrate, Chief Medical Officer and RCH Officer in the review of systems and capacities relating to the delivery of RMNCH+A interventions. 
• Undertakes visits to allotted district/s, sub-district and village level for quality implementation and monitoring of programmes aimed at increasing the quality and coverage of RMNCH+A interventions, as well as conducts periodic programme reviews with government counterparts and other partners using the identified block level monitoring formats.
• Prepare monthly and other periodic reports, status reports as required by the State Resource Unit in a qualitative and timely manner.
• Assist the state NRHM in timely submission of reports, expenditure statements and utilization certificate related to NIPI funds and activities in the state.

Qualification: 

Essential:
• MBBS/MPH/ISM with MPH or post graduate diploma in public health or MBA in health.
• He/ She should have good negotiation and communication skills (both written and oral) as well as analytical skills. 
• Proficiency in using computer applications such as Microsoft Office would be essential. 
• Fluency in English and Hindi language is essential.

Experience:

Essential:
• Minimum of 3 to 5 years’ experience. (post qualification} in Public health / Health related trainings / Health program management / Public administration.
• Prior working with the national / state government, if any would be an advantage. 
• Good knowledge of the health sector and maternal and child health programs is essential. 
• Experience of working with NRHM at the project or district level is desirable.
• Specific Technical Knowledge required of RMNCH+A strategy, National and State programme policy, procedures and guidelines in Reproductive, Maternal, New born and Child Health under NRHM.
• Analytical, negotiating, communication and advocacy skills, report writing and documentation
• Computer skills, including internet navigation, and various office applications.
• Candidate should have State level experience of working in the area of RMNCH+A or MCH care services. Candidate should have ability to plan and monitor activities at state level.

Annual Salary (CTC) will be based on the available skills and fitment of the incumbent as per the selection process.
