1. POSITION VACANT: State Specialist- PPP & Contract Management, India Health Action Trust (IHAT), Lucknow
2. ORGANIZATION BACKGROUND:
India Health Action Trust (IHAT) was established in 2003 by the University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009. IHAT aims at improving public health initiatives both nationally and globally, by the provision of comprehensive technical assistance in the areas of program planning, management and monitoring.

IHAT has been providing comprehensive technical assistance as above to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.
At the request of the Government of Uttar PradeshIHAT established a Technical Support Unit (TSU) in 2013, to provide techno-managerial assistance to improve the coverage of key reproductive, maternal, new-born, child health and nutrition (RMNCH+A) interventions and services in the state of Uttar Pradesh with funding support from Bill & Melinda Gate Foundation (BMGF) through University of Manitoba (UOM), Canada.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Director- Systems, the State Specialist- PPP and Contract Management shall assist/ support him in providing support to the Department of Medical Health & FW, Uttar Pradesh, in procuring and managing PPP initiatives and other private sector contracts within the health sector in Uttar Pradesh. The Specialist will also support the IHAT team in procurement of services from specialized agencies as and when required.
Key Roles and Responsibilities:
(1) Support the Department in procurement and contract management related policies and activities in the state, as follows:
(a) Gap assessment of existing structures and capacity within the government system in regards to bid and contract management process;
(b) Capacity building of identified government resources, including handholding support on bid management and contract management with specific focus on SLA creation and monitoring;
(c) Assist the concerned government resources in development and implementation of all monitoring and evaluation tools, processes and systems required to ensure a comprehensive M&E framework of health PPP project in the state and preparation of periodic reports on results of PPP projects;
(2) Support the Department in seeking appropriate approvals from GoI, for implementing innovative strategies for addressing relevant gaps, as required;
(3) Support the Deputy Director in developing strategies for change management through capacity building measures and phased transition plans;
(4) Support the project team in developing the scope of work and in procurement of services from specialized agencies for specific assignments following IHAT guidelines and processes established for the purpose;
(5) Any other responsibilities given by the Deputy Director- Private sector and PPP & Contracting or required by the project.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
(1) Applicants must be graduates from a top-tier institute;
(2) Applicants having a Masters/ MBA degree, or equivalent qualification/ certification, with expertise in PPP, shall be preferred.
Experience:
(1) Applicants must have minimum five years of relevant experience, including at least three years of experience in procurement of services, RFP development and subsequent bid management;
(2) Applicants must have experience of project management of at least two large scale projects, preferably in the health sector;
(3) Applicants with prior experience of working with a government department (at Centre or State level), in addition to managing at least one PPP project, shall be preferred.
Competencies:
(1) Demonstrated experience in managing medium-large scale projects with data and knowledge of appropriate tools;
(2) Excellent written and interpersonal communication skills;
(3) Demonstrated cross-cultural, teamwork skills and ability to foresee issues and initiate appropriate action;
(4) Flexible with the ability to work in a challenging environment;
(5) Advanced knowledge of computer skills.
5. COMPENSATION OFFERED:
Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
