2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA)under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.
IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarrhea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF)Central and State government.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Team Leader – Nurse Mentor, the State Specialist - Newborn will support on technical aspects of the TSU program protocol under RMNCH+A with particular focus on the enhanced nurse mentoring program, emergency drills, review of maternal and newborn deaths and near misses, and will be responsible for its implementation and monitoring across the allocated zones.
Key Roles and Responsibilities:
(1) Providing technical inputs in the Nurse mentoring program for both TSU and NHM nurse mentors;
(2) Conducting induction as well as refresher trainings of Nurse Mentors on the newborn component of essential care as well as resuscitation and prepare action plans accordingly for respective zones under the direct supervision of Team Leader – Nurse Mentor;
(3) Conducting case sheet audits and on-site mentoring of Nurse Mentors at Mini Skill Labs of their respective zones;
(4) Providing technical support in the establishment and strengthening of new born care corners(NBCCs) in the delivery points across TSU intervention districts;
(5) Providing technical support to the govt in establishment and strengthening of NBSUs in the FRUs of TSUintervention districts;
(6) Providing support in the implementation of INAP guidelines across TSU intervention districts;
(7) Ensuring and monitoring systematic review of newborn deaths and near misses and review the analysis of referrals with the help of zonal and district based clinical teams;
(8) Conducting field visits to the allotted zones on a frequent basis to support the implementation of Nurse Mentoring intervention and monitor its implementation;
(9) Participating in development, preparation, and dissemination/ publication of technical papers, documents, and reports;
(10) Facilitating project activities including workshop planning, technical materials availability to ensure smooth implementation;
(11) Working closely with the other newborn specialist and supervisor/ programmatic linkage/ NHM on setting program priorities and directions, and responding to requests for technical support from the department Health officials and/or local counterparts;
(12) Identify, document, and disseminate lessons learnt and best practices from implementation in the allotted zones related to clinical interventions;
(13) Meeting regularly with State Health department staff for smooth project management and respond in a timely manner to requests for meetings, reports and other requests;
(14) Ensuring quarterly meeting of TAG for newborn interventions at state;
(15) Co-ordinating with other partners such as UNICEF, WHO, PATH, NI and others for common objectives;
(16) Providing technical/admin support to the assigned zone in entire RMNCH+A spectrum and to the 25 HPDs in exclusively newborn components.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
MBBS with post-graduate MD/ DNB/ Diploma in Paediatrics/ Community Medicine from a recognized Institute/ University.
Experience:
Applicant must have minimum five years of Clinical & Public health experience in Paediatrics and in the area of Maternal and Child Health, of MNCH programs at the district and state level.
Skills and Competencies:
(1) Demonstrated experience and knowledge of maternal and child health programs and policies in India;
(2) Professional technical knowledge/expertise in research methodology, statistics, and data management;
(3) Excellent co-ordination and communication skills with team building approach;
(4) Builds and maintains effective relationships with multi-disciplinary state and zonal level teams, Government officials and external partners;
(5) Able to work in high pressure situation;
(6) Demonstrated cross-cultural, teamwork and basic knowledge in computer skills must be flexible and able to work in a challenging environment.
5. COMPENSATION OFFERED:
Gross compensation for the position shall be attractive. Please note that the offer shall be commensurate with the qualifications, experience and salary history of the selected candidate.
