2. ORGANIZATION BACKGROUND:
The Aga Khan Foundation (India) (AKF (India)) is a member of the Aga Khan Development Network(AKDN), a group of 11 development agencies addressing the needs of poor and marginalized communities in more than 30 countries across the globe.

Operating in India since 1978, AKF (India) works in seven states across the country to implement multi sector programmes, both directly, as well as with the support of AKDN agencies and partners, in rural and urban areas, for the creation of robust and vibrant community institutions, in the areas of early childhood development, education, community health, livelihood improvement and agriculture development, skill development, and water and sanitation.
PROJECT BACKGROUND:
Supported by the Bill and Melinda Gates FoundationAKF (India)  in partnership with the Aga Khan Rural Support Programme (India), has commenced implementation of Project MESHA, an ambitious programme in Muzaffarpur, Bihar, to transform and improve the quality of life of landless and marginal farming households, through improvements in small ruminant production, increasing and strengthening the role of women in the small ruminant value chain and demonstrating an implementation model that can be expanded at significant scale, through public investment.
Project MESHA proposes to work directly with over 50,000 women SHG members in four blocks of district Muzaffarpur and demonstrate proof of concept of the model for small ruminant development, poverty reduction and women’s empowerment with potential for scaling up to other districts of the state with JEEViKA(Bihar Rural Livelihoods Programme).
As part of the scaling-up of Project MESHA, AKF (India) wishes to recruit a results-driven and enthusiastic development professional who will be responsible for MIS System development and coordinating data collection, in three intensive blocks of district Muzaffarpur.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Programme Officer (Monitoring & Evaluation), the MIS Officer shall be responsible for developing an excel based MIS system in alignment with the Project MESHA MEL Framework in the three intensive blocks of JEEViKA in Muzaffarpur District. The incumbent shall also be responsible for providing support to the JEEViKA team in providing training to Pashu Sakhis for timely data collection and reporting.
Key Roles and Responsibilities:
(1) Train and provide handholding support to Pashu Sakhis on all data collection templates in consultation with JEEViKA;
(2) Develop database management systems for manually collecting data in the three intensive blocks in consultation with the JEEViKA team;
(3) Gather and analyse pre and post training assessment data of the Pashu Sakhis and JEEViKA staff, before and after completion of training;
(4) Provide logistics support (e.g. identifying villages, households, etc.) and any other support required for the baseline survey in the three intensive blocks in consultation with the JEEViKA District Nodal Person;
(5) Provide regular handholding support and mentoring to Pashu Sakhis for data collection on preventive goat health services provided by AKF (India)  staff through regular field visits in the three intensive blocks;
(6) Ensure timely data collection on incomes and services delivered by the Pashu Sakhis to the goat-rearers in consultation with JEEViKA;
(7) Support the tracking of results in the three intensive blocks based on Project MESHA’s measurement framework, in coordination with and under the guidance of the Programme Officer – M&E, Project MESHA, AKF (India);
(8) Create a database of profiles of goat rearers and Pashu Sakhis and regularly update the same on new enrolments; Track the income improvements of each Pashu Sakhi and analyse trends;
(9) Create goat rearing producer group profiles and collect goat production and income data of goat rearers;
(10) Conduct validation exercise of the data collected from the field on a sample basis in coordination with JEEViKA team under the guidance of the Programme Officer-M&E, Project Mesha, AKF (India);
(11) Support implementation of the Women’s Empowerment in Agriculture Index (WEAI) in the project area;
(12) Review all the data received from the field before sharing with the AKF Patna team;
(13) Under the guidance of Programme Officer – M&E, Project MESHA, AKF, conduct assessments and case studies in identifying key issues, lessons learned and best practices across the programme (comprising Project MESHA direct implementation in four blocks of Muzaffarpur districts, three intensive blocks implemented by JEEViKA outreach districts);
(14) Submit a monthly plan and report of activities undertaken every month to the Programme Officer – M&E, Project MESHA, AKF (India);
(15) Carry out any other duties and responsibilities as may be assigned by the Programme Officer – M&E, Project MESHA, AKF (India).
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Applicants must be Graduate/ Post Graduate in Science/ Social Sciences or Post graduate diploma in Computer Application/ Rural Development.
Experience:
(1) Minimum three to five years of experience in MIS, project monitoring and evaluation and database management with leading NGOs or government programs;
(2) Experience of working on livelihood projects shall be preferred.
Essential Skills and Competencies:
(1) Ambitious, energetic, and hard-working;
(2) Proficiency in standard database programs. Applicants Must be able to establish systems for gathering, analyzing and validating data from a variety of sources;
(3) Excellent analytical and interpersonal skills along with strong organizational ability;
(4) Willingness to be based in Muzaffarpur and travel extensively in Project MESHA and
JEEViKA partnership blocks, for the scaling-up of project approaches;
(5) Fluency in Hindi (both written and verbal) is essential. Knowledge of typing in Hindi is
desirable;
(6) Ability to work in teams is essential, as well as the ability to work independently and to
multi-task.
5. COMPENSATION OFFERED:
Gross compensation budgeted for the position is attractive. The actual offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
