Finance Officer - Catholic Relief Services (CRS)


Catholic Relief Services (CRS) is a US based relief and development agency working in nearly 100 countries/territories to alleviate poverty and suffering. In India CRS reaches out to vulnerable people through a network of partner organizations in states across India. Key program sectors include health & HIV, agriculture, disaster management, emergency response.

Position: Finance Officer

Location: Delhi

Reports to: Finance Operations Manager

Band: D



Role & Job Summary

The Finance Officer will work with the Finance team in ensuring adequate stewardship of agency resources and sound accounting in line with generally accepted accounting principles and CRS policies and procedures. The major responsibilities would include, verifying payment requests, reviewing and consolidating cash forecasts, interacting with banks, etc.

Job Responsibilities: 


The detailed job responsibilities include, but are not limited to:

REPORTING
Accounting and fund Management.

• Verification of the daily entries uploaded by Liaison/Field office for posting.
• Follow up with respective Finance officer for any quarry relating to the daily entries.
• Verification of the payment, advances, reimbursement and settlement request.
• Processing the payment, advances and settlement through straight to bank.
• Preparing entries in the Accounting Software ( SUN System)
• Getting the proper approval of the payment.
• Informing the respective department/ staff for collecting the payment.
• Follow up with the respective staff/other offices for the outstanding aging balances.
• Maintaining the cheque register.
• Preparing the monthly cash flow and quarterly cash forecast for Delhi office.
• Preparing the severance report on monthly basis.
• Payment processing to partners
• Preparing the bank reconciliation of Delhi office.
• Preparing the Suspense reversal entry.
• Supporting in monthly closure.
• Supporting in Cost allocation.
• Support to other finance officer as and when required.

Payroll and Taxation

• Maintaining the pay roll software.
• Updating the payroll on a monthly basis and process the salary on time.
• Verifying the monthly time sheet and uploading the same in software.
• Providing the salary slip and other salary related documents to each employee on monthly basis.
• Preparing the full and final settlement of the outgoing staff.
• Consolidating the monthly TDS and depositing the same in time.
• Providing the TDS data to the consultant for TDS return on monthly basis.
• Follow up with consultant for quarterly TDS return, Annual tax calculation and form 16/ 16A 

GENERAL
• Providing support to the Finance Department of state offices 
• To perform any other duties assigned by the supervisor or designate in the interest of the agency.

Key Working Relationships:

Internal: Administration and Finance Department, Liaison Office Finance Staff, Head of Offices, Human Resource Department and Program Quality Department.

External: Banks, External Auditors.

• Possess excellent oral and written communication skills
• Strong accounting and financial analytical skills with a demonstrated record of accuracy
• Effective problem solving skills, proactive and comfortable working with a team
• Ability to provide exceptional customer service and work effectively in a team environment.
• Ability to work independently, good judgment skills and commitment to CRS’ mission.
• Ability to transfer knowledge through formal and informal training. 
• Maintain confidentiality of work.

Qualifications:

1. Graduate /Post graduate in commerce with good academic record.
2. Minimum 5 years of progressive experience in accounting and finance. Inter CA will be preferred. Experience in NGO/INGO is desirable.
3. Strong computer skills required including knowledge of Microsoft applications and experience of Sun Systems accounting software is desirable.
4. Willing to work additional hours as and when required.


Physical Requirements/Environment: This position is based in the CRS National Office in Delhi but provides support to all CRS State Offices around the country as well. This position might involve travel to State Offices not exceeding 15% of the staff’s time.
