Job Description

The Project: 



Sector Wide Approach to Strengthen Health (SWASTH) in Bihar (Government of Bihar initiative supported by DFID, UK). SWASTH is one of the biggest and most ambitious health sector reform programmes being undertaken globally. It provides development professionals a unique opportunity to be part of a large scale health reform initiative aimed at improving the health and nutritional status of people in Bihar, particularly the poorest and excluded. 



A Consortium of Care International, UK, Options Consulting UK and IPE Global have set up a Technical Assistance and Support Team (B-TAST) with support from DFID, UK to assist the Department of Health (DoH), Social Welfare Department (SWD) and Public Health Engineering Department (PHED), Government of Bihar in successfully implementing SWASTH in Bihar. 



SWASTH’s goal is “to improve the health and nutritional status of people in Bihar, particularly the poorest and excluded’, and thereby accelerate the state’s progress towards the Millennium Development Goals (MDGs). Its purpose is “increased use of quality, essential health, nutrition, water and sanitation services especially by poorest people and excluded groups’. 



The overall objective of SWASTH is to improve planning, implementation, monitoring and evaluation and bring convergence across the three nodal departments (health, nutrition, water and sanitation). SWASTH will enable the GoB to take a holistic view of the resources available to tackle health, nutrition, water and sanitation and identify expenditure and reform priorities. DFID support will help the state to increase funding in key areas that are not fully supported through state or national schemes/resources. B-TAST will support analysis of key constraints, improve systems and capacities so that the available resources can be used effectively. 



Key Job Responsibilities:



• The BCC Expert will be leading the programme on the behavioural change communication and is expected to work closely with the sector leads for Health, Nutrition and Water & Sanitation (WATSAN) while reporting to the team leader or any other person nominated by him/her.

• The expert will work closely with the lead on community mobilization within the team and work towards bringing convergence among the three sectors.

• The applicant is expected to have demonstrated expertise in the area and has worked on national and international health policy and health systems development.

• Ability to develop, manages, and administers comprehensive programs in the health sector and experience in implementation support, strategy formulation and process design.

• Development of State level BCC Strategy and implementing it across the state.
• Technical supports & Inputs to the state and district level functionaries in the implementation of BCC strategy in the ground.
• BCC related Training Activities preparing Training Modules & Teaching Aids.
• Maintaining effective and output-oriented public relations with different Partner Organizations, developmental partners, parallel health projects and other Government Departments.
• Good Relationships with Media Personnel, Facilitating Media Planning & Media Management Activities
• Liaison with other Consultants and Professionals from the similar field and generate greater output for the project.
• Organize workshops, seminars & conferences as part of BCC activities for different technical and non-technical issues.
• Develop viable and practically feasible Guidelines for the smooth implementation of BCC activities.
• Coordinate for formative research, data and evidence for communication planning, document best practices and lessons.
• Develop Terms of reference for empanelling agencies and institutions for implementing specific activities as per the need of programme.
• Any other relevant work assigned as required for programme implementation



Qualifications 



• Post-graduate qualification in development communication / journalism or any other related subject from an esteemed institution.



Experience Requirements 



• At least 10 year of experience in development communication specially health sector and initiatives and organizing specific campaigns for BCC, outreach, social mobilisation, etc.



Essential Skills 



• Excellent IT Skill and self-reliant in developing and formatting documents

• Capable of taking initiatives on their own with minimum level of supervision

• Excellent communication skills: able to clearly communicate complex information
• Open to working in multi-cultural environment and effectively in small and large teams
Fluency in English: able to deliver message effectively verbally and in writing



Desirables



• Experience of working on similar projects for Govt. / donor agencies namely DFID, World Bank, UNICEF, etc. would be an added advantage.

• Familiarity with all publishing processes, including liaison with printers, design issues, editing and proofing.

• Experience of working to raise awareness and profile of an issue among communities.
• Background/understanding of development issues desirable
