Position Description:
Reporting to the Managing Director of JSI/India and to the JSI Chief Operating Officer, the Operations Director – JSI/India (OD- I) is responsible for overseeing the administrative, operations and financial management, and accountability requirements of JSI/India. The OD-I will manage a wide range of critical functions (see below) and will work closely with the Chiefs of Party (COPs) (or equivalent) and the project Finance and Administration (F&A) Directors (or equivalent) to provide timely support and guidance regarding issues which impact all projects. The OD-I will also provide project specific assistance, working with COPs, F&A Directors, Senior Advisors and other Headquarters staff persons. The OD-I is knowledgeable of and adheres to JSI ethical standards, policies and procedures, and all Government of India, USG and other donor procedures and standards.
Background/Rationale for the Position:
JSI (John Snow, Inc. and JSI Research & Training Institute, Inc.), an International Public Health organization, has established JSI/India (officially 'John Snow India Private Limited') as the local implementation arm of JSI's project activities in India. In addition, JSI/India will be doing new business development with a wide range of donors. It is critical that each project is compliant with all Indian regulatory requirements, including but not limited to all corporate registration and taxation at both the national and state level. All projects must also adhere to all JSI financial and administrative systems, and the policies and procedures of their funding agencies. The Operations Director is being hired to develop and implement appropriate financial, administrative and logistical systems and to ensure their consistent application across all JSI/India projects.
RESPONSIBILITIES
Registration and Company Status with the Government of India
  • Serve as the JSI and JSI/India corporate representative with the Government of India (GOI) regarding all matters related to legal registration of the organization and its projects, as well as all issues with Government Officials regarding the issue of taxation and reporting of corporate finances.
  • Regularly monitor the GOI directives and inform the Managing Director, JSI COO, Chiefs of Party (COPs) and project F&A Directors of potential changes. Serve as the point person to clarify policy with the government and present to relevant JSI staff.
  • Liaise with other international NGOs regarding organization policies and compliance with GOI rules and regulations.
  • Be responsible for ensuring timely completion of all annual registration requirements for all projects and for both JSI/India and JSI R&T/India.
  • Work with COPs and F&A Directors to develop and implement systems that are effective across all projects and ensure that all JSI-supported projects adhere to GOI laws and regulations, as well as JSI corporate policies and procedures and the policies and procedures of relevant donors.
  • Engage external support expertise, including legal, taxation and accounting assistance, as necessary.
  • Provide guidance and advice to COPs and F&A staff regarding project-specific needs related to government registration, procurement, VAT, and finance and administration.
Operations
  • Responsible for the operations of the JSI/India New Delhi office, including administrative support, equipment and supplies, information technology and lease management.
  • Develop standard operating manuals and per diem policies to ensure consistency and equity across all JSI projects in India, and where appropriate consistent with JSI projects globally.
  • Develop, maintain and update comprehensive security policies and emergency plans. S/he is responsible for ensuring that appropriate training is offered routinely to all staff and that they are aware of and follow JSI security and safety procedures. S/he is responsible for rapidly disseminating information to JSI staff in-country regarding emerging and rapidly evolving security threats and responding appropriately. S/he will compile all expatriate evacuation information and serves as the point person for evacuation.
  • Provide support to projects to oversee risk management and legal activities: letters of agreement, contracts, leases, and other legal documents and agreements. This includes establishing one or more local attorneys to be used by all JSI/India projects, serving as a resource for questions, and research issues as needed on an ad-hoc basis.
  • Assist projects by supporting international and domestic short term technical assistance advisors and consultants with regards to work space in the JSI India office, connecting to appropriate network resources, travel and hotel arrangements, and other issues as needed.
  • Information Technology – responsible for the implementation and support of the IT function for the JSI/India office in New Delhi. Final IT decisions for the JSI/India office will be made by the Managing Director, with appropriate consultation with the OD-I and the JSI Chief Technology Officer. In addition, work with COPs and project to staff to ensure optimally integrated IT functions across the projects in New Delhi and field offices.
  • Maintain a consolidated inventory of all JSI and all project property in the JSI India office.

Human Resources
  • Working with the COPs and F&A Directors, manage and oversee the human resource function for JSI/India. The OD-I will ensure that project human resource (HR) policies and procedures are consistent with local labor law and JSI/India personnel policies. S/he is responsible for engaging a labor lawyer as necessary.
  • Provide support and guidance as requested to COPs and F&A Directors in managing and acting upon instances of poor employee performance, suspected or documented malfeasance, crisis management (illness, death, accidents), and reports of discrimination, sexual harassment and other violations of JSI's HR policies.
  • Assist projects with the relocation of expatriates in order to ensure a smooth transition to and from India.
  • Responsible for implementation of the JSI and JSI/India compliance and fraud prevention programs. Ensure that all JSI/India staff (both local and expatriate) receive all applicable training and materials related to compliance, ethics and fraud prevention.
Finance
  • Develop and maintain a chart of accounts for JSI/India that meets all GOI, Project and JSI home office reporting requirements.
  • Work with F&A Directors to ensure that projects have appropriate financial systems and controls are in place.
  • Serve as point person for Directors to solve problems related to program operations.
  • Ensure that all JSI financial controls, risk management and compliance procedures are fully implemented by JSI/ India, and JSI and JSI R&T managed projects operating in India.
  • Provide resources to the F&A Directors concerning upcoming trainings, activities, and events that can be shared between projects.
  • Convene and chair monthly meetings of JSI F&A Director's including developing an agenda, ensuring that minutes are taken and distributed, and taking JSI-wide administration and finance recommendations to the COPs for review and approval.
  • Develop and maintain a cost allocation model to equitably allocate all JSI/India shared costs across applicable projects and new business development activities. This includes the development of an annual indirect cost budget for existing projects and new business proposals.
Qualifications:
  • Master's Degree in Business Administration or an advanced degree in economics, development studies or law.
  • Strong operational experience: has worked in a management role for 10+ years with an international organization with progressive experience leading to at least three years of experience in operational/administrative management.
  • Proven skills in finance and accounting
  • Demonstrated experience in working with the Government of India on issues of registration and taxation.
  • Proven skills in organizational development, personnel management, budget and resource development; demonstrated success developing and monitoring systems to manage both operational and programmatic work that involve high levels of collaboration.
  • Excellent interpersonal skills, with an ability to partner with and inspire a dynamic leadership team.
  • Personal qualities of integrity, credibility, and commitment to the mission of JSI.
  • Flexible and able to multi-task; can work within an ambiguous, fast moving environment, while also driving toward clarity and solutions; demonstrated resourcefulness.
  • Oral and written fluency in Hindi and English.
  • Proven ability to prioritize with a strong attention to detail and deadlines.

Compensation:The salary range for this position will be determined based upon the experience of the candidate hired.
