OBJECTIVES OF THE PROGRAMME :
Underlying Values and Core Functions of WHO

All the Member States of WHO in the South East Asia Region (SEAR) share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.
The seven point global health agenda contained in WHO's Eleventh General Programme of Work (2006-2015) includes: (i) investing in health to reduce poverty; (ii) building individual and global health security; (iii) promoting universal coverage, gender equality and health related human rights; (iv) tackling determinants of health; (v) strengthening health systems and equitable access; (vi) harnessing knowledge, science and technology; and (vii) strengthening governance, leadership and accountability.

WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

WHO - SEAR is made up of 11 countries, with over 1.8 billion people, including India's population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both the aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate.


Mission of the WHO Country Office for India
Within the framework of WHO's Country Cooperation Strategy, the mission of WCO-India is to support India in: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.
Description of duties:
Under the overall guidance of the WHO Representative to India and managerial oversight of Coordinator, Health Programmes, and day to day supervision of NPO (IVD) the incumbent will provide technical support for surveillance related activities in WCO India with a view to achieve the expected results set out in the relevant WCO-India work plans in accordance with the WHO's country cooperation strategy with India, the incumbent will have the following responsibilities in her/his assigned area of work:

1) Facilitate effective technical surveillance of key diseases and risk factors, data management, analysis and synthesis of information;
2) Provide specialized managerial, statistical and epidemiological expertise for supervising, conducting and validating ongoing surveillance and ensuring effective collection, analysis, interpretation and application of surveillance data;
3) Assist and establish linkages with current surveillance systems like Birth Defects Surveillance, Maternal and Infant Death Audits, Integrated Disease Surveillance Project, NCD surveillance etc., and update with new information if applicable;
4) Work with relevant national and state teams to support strengthening of surveillance related activities;
5) Support conducting joint monitoring of sentinel sites and assess gaps in logistics and/or lab related issues in regions of the country;
6) Analyze prevalence and trends of reported data using appropriate statistical / GIS software;
7) Arrange and coordinate national and state trainings for staff involved in surveillance activities in the respective areas of work;
8) Undertake any other tasks/duties as assigned by supervisor(s); and
9) Provide general epidemiology technical expertise to WCO-India program staff.
REQUIRED QUALIFICATIONS
Education:
Essential: University degree in medicine from a recognized university.

Desirable: Post graduate degree in public health / epidemiology / bioinformatics or other related health sciences. Training in statistical and GIS software will be an asset 
Skills: 
Functional Skills and Knowledge

The incumbent should identify with the core values of the World Health Organization.

Knowledge of the principles of public health surveillance, maternal and child health and birth defects, survey methodologies including hypothesis generation, data analysis and interpretation, and advanced statistical methods used in epidemiological studies.

Demonstrated skills in data collection, analysis, data visualization and reporting. Excellent analytical, interpersonal and writing skills. Excellent command of statistical tools and MS Excel. Ability to manage large data sets. Ability to process, analyze and interpret epidemiological data.

Knowledge of WHO/UN agencies policies, procedures and practices will be an advantage practices.

Experience:
Essential :

At least two (2) years of professional experience in data analysis, data management and in statistical analysis, concerning conditions of public health importance such as incidence/prevalence of disease or social risk factors, behavioral risk factors, environmental risk factors, and/or demographic characteristics.

Desirable: Experience in WHO, other international organizations or UN Agency would be an advantage
Languages:
Excellent knowledge of written and spoken English and working knowledge of local language.
Additional Information:
Monthly remuneration is INR 107,000 taxable as per Indian laws and the appointment will be through Special Services Agreement (SSA) extendable subject to satisfactory performance and continuing need for the function. S/he could be posted anywhere in India as per the programme needs.

This position will be filled only by a national of India.
