About the Organisation:

Solidarity and Action Against The HIV Infection in India (SAATHII), a registered non-profit organization that works towards universal access to healthcare, legal and social services for people living with HIV/AIDS and vulnerable groups such as transwomen, men who have sex with men, women who sell sex and people who inject drugs. Registered in 2002 and headquartered in Chennai, SAATHII has offices in Delhi, Jharkhand, Maharashtra, Manipur, Odisha, Rajasthan, Telangana, West Bengal.

Job Description: SAATHII seeks a Program Director to be part of its Prime Recipient (PR) team for the proposed GFATM-supported Project Svetana, a 27-month initiative to scale up Public Private Partnership (PPP) programs for Prevention of Parent To Child Transmission (PPTCT) services in the private health sector. Project Svetana will be implemented in 235 districts across twelve states and two union territories, in coordination with National AIDS Control Organization and respective state AIDS Control Societies.
Qualification and Skills:

• Postgraduate in social science / medicine/ public health/ management/ or its equivalent with 7-10 years experience in health and development sector areas.
• Proven ability at Director level, overseeing multi-state complex projects with tight deadlines and ambitious targets
• Ability to develop collaborations and work with stakeholders from multiple sectors of government, civil society and affected ?communities at state, district and sub-district levels?
• Familiarity with M&E and experience using M&E data to strengthen programs on an ongoing basis?
• Excellent oral and written communication skills in English, and working knowledge of Hindi and a southern Indian language
• Willingness to be based in (or relocate to) Chennai, and travel extensively to the fourteen project implementation states?in center, south, north and east India.
• Sound computer skills, including use of Internet and MS Office™ software?
• Ability to work independently and as a team player in a complex, multicultural environment?
• Ability to mentor individuals, teams, and organizations 

Key Roles of PD:

• Responsible for overall project oversight and guidance to team members.
• Ensure achievement of targets in terms of pregnant women reached with counseling and testing, identification of HIV positive pregnant women, and early infant diagnosis
• Responsible for project planning, implementation and capacity building at PR and SR/SAATHII State Units (SU)
• Will assist in the pre-grant assessment of partners, with a focus on implementation capacity. 
• Timely selection and recruitment of staff at PR and SR/SUs and roll-out as per the plan
• Develop and finalize national and state specific annual work plans in consultation with NACO, GFATM and other primary stakeholders
• Develop and finalize Technical Assistance Plan including Supportive Monitoring Visits, Counseling Mentoring, Medical Mentoring, Data Quality Audits to SRs/SUs 
• Ensure networking with all key stakeholders in government and professional medical associations
• Ensure participation of stakeholders for strengthening program management
• Liaison with other HIV and health department stakeholders towards follow-up of HIV positive women identified in private health sector
• Advocate with government and medical associations for policy changes and reporting of data to government
• Ensure timely reporting to Global Fund and national government/NACO as per the agreed timelines
• Ensures risk assessment for project implementation at PR and state partner levels for 
• Represent programme in various forums and share updates from the programme
• Ensure compliance with Global Fund and other statutory requirements, with support from other Directors
• Work with the M&E Director to finalise and submit reports. 
• Review the M&E analysis to jointly identify gaps in program deliverables and quality, and is responsible to translate these into program implementation and strategy. 
• Contribute to organisational strategy and portfolio diversification
