FHI 360 is seeking an outstanding public health
professional for the post of LINKAGES Country Representative: India,
for the USAID-funded LINKAGES
Across the Continuum of HIV Services for Key Populations Affected by HIV
(LINKAGES) project,
under the President’s Emergency Plan for AIDS
Relief (PEPFAR) program.
LINKAGES is being implemented by FHI
360 in
partnership with Pact, IntraHealth
International and
the University of North Carolina at Chapel
Hill, and conducts a range of activities to reduce HIV
transmission among Key Populations (KP) — sex workers, men who have sex with
men, transgender persons and people who inject drugs — and improve their
enrollment and retention in care and treatment across the HIV cascade.
LINKAGES will accelerate the ability of governments, key
population leaders, organizations working with key populations, and
private-sector providers to plan and implement services that reduce HIV
transmission among key populations and their sexual partners and extend the
lives of those already living with HIV. The key elements of the FHI
360-led team’s strategic and technical approach are:
(1) Identifying key populations and
locales and comprehensively assessing risk
(2) Diagnosing “leaks” and revealing access barriers within the HIV services cascade
(3) Scaling up “what works” while innovating to ensure the most strategic use of resources and access to newly emerging technologies
(4) Addressing structural barriers and transforming local KP organizations
(5) Ensuring interventions are sustainable over the long term and
(6) Supporting the mainstreaming of human rights, gender and competency and capacity development.

LINKAGES has been operational in India since 2015 and
has 30 staff members in Delhi, Maharashtra and Andhra Pradesh. The total budget
of LINKAGES/India is around US$ 18 million and annual outlay approx. US$ 6
million.

The LINKAGES
Country Representative: India is
a senior member of the global LINKAGES team and will provide technical and
management leadership to the LINKAGES project in India. The primary
responsibility of the Representative is to ensure successful implementation
of the LINKAGES work plan and achievement of the
project’s targets and goals across the three Results Areas:
(1) Result
1: Increased
availability of comprehensive prevention, care and treatment services,
including reliable coverage across the continuum of care for key populations.
(2) Result 2: Demand for comprehensive prevention, care and treatment services among key populations enhanced and sustained.
(3) Result 3: Strengthened systems for planning, monitoring, evaluating and assuring the quality of programs for key populations

Key Roles
and Responsibilities:
(1) Lead on
strategic conceptualization, piloting and scaling up innovations in HIV
programs with key populations in PEPFAR priority states and districts across
HIV continuum of care services;
(2) Lead on building greater visibility of the USAID and LINKAGES/India project at national, state and district level;
(3) Lead on institutional strengthening activities at national level (Divisions within National AIDS Control Organization) and state level (State AIDS Control Societies) including communication strategy and material for KPs; evidence gathering around;
(4) Manage, implement, and monitor systems, services, staff and budgets to achieve financial, administrative and programmatic goals;
(5) Oversee the development and monitoring of local organization sub-awards in compliance with USG, PEPFAR and FHI 360 rules and regulations;
(6) Work collaboratively with the entire LINKAGES team in India and ensures strong coordination among team partners on the implementation of technical activities;
(7) Ensure the project achieves high quality results in accordance with the targets identified in the work plan and Performance Monitoring Plan; Ensure program quality according to FHI 360 standards including quality assurance and quality improvement initiatives;
(8) Oversee production of timely and accurate technical and financial reports to FHI 360 and USAID as required;
(9) Lead in meetings with USAID, NACO, SACS and local and international partners and other stakeholders in India; Serve as the LINKAGES point person for interactions with USAID/India, implementing partners, and the Government of India and NACO;
(9) Monitor work plan activities; ensure appropriate levels of technical assistance in program operations; coordinate partner efforts in program implementation including assisting in the provision of technical assistance to each grant partner for the provision of high quality services; ensure appropriate program monitoring and reporting;
(10) Work closely with FHI 360 staff in the India Country Office, Washington DC and Durham, North Carolina, to provide regular updates and coordinate with the global LINKAGES project;
(11) Directly supervise technical and administrative/ logistics staff in India;
(12) Lead the development of Scopes of Work, memorandums of understanding (MOUs), technical management of activities for consultants and local institutions partnering with LINKAGES, to ensure that activity timeframes and budgets are met and products are reviewed and finalized;
(13) Coordinate with the LINKAGES headquarters teams for planning and management of LINKAGES technical assistance activities, including workshops, trainings, site visits, and other activities;
(14) Report regularly to LINKAGES/HQ (Project Director, LINKAGES) and to USAID/LINKAGES on progress and status of LINKAGES activities in India.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Bachelor's Degree or equivalent in
Knowledge/Information Services, Communications, Education, Environment, Health,
Behavioral, Life/Social Sciences International Development, Human Development,
or related field.
Experience:
(1) Strong manager with at least 10
years of experience of managing large scale public health project, preferably
in HIV/AIDS, with a track record of delivering results, meeting timelines and
increasing visibility of the project;
(2) At least 10 years of experience in the HIV/AIDS sector. Key Population experience shall be an advantage;
(3) Applicants with experience of working on PEPFAR funded projects shall be preferred;
(4) Experience of working with civil society organizations to plan and implement HIV and/or health-related activities;
(5) Experience of proactively identifying risk, addressing issues and appropriately communicating these to the project staff and USAID;
(6) Experience of establishing strong working relationships with colleagues from different organizations and cultures.

COMPENSATION OFFERED:
Gross compensation budgeted for the
position is Rs. 50 lacs per annum (approx.). Please note that the offer shall
be commensurate with the qualifications, experience and salary history of the selected
candidate.

7.
CONTRACT:
The candidate selected shall be
offered an annual contract, extendable, based on performance. Please note the
project is presently funded through June 2019.
