2. ORGANIZATION BACKGROUND:
Established in 2003 by University of Manitoba (UM), as part of a five-year (2001 to 2006) bilateral development project between Canada and India and registered with the Ministry of Home Affairs (MHA) under the Foreign Contribution Regulation Act, 1976 in 2009, aims at improving public health initiatives by supporting programs nationally and globally through providing comprehensive technical assistance in program planning, management and monitoring.

India Health Action Trust (IHAT) has been providing comprehensive technical assistance and training in programme planning and management to the State AIDS Control Societies of Karnataka, Rajasthan, Maharashtra, Bihar, Rajasthan, Andhra Pradesh, Tamil Nadu and Goa.
IHAT has set up a Technical Support Unit (TSU) for the Government of Uttar Pradesh in 2013, to provide integrated and embedded techno-managerial support to strengthen existing health system for achieving sustained health outcomes at scale. IHAT focuses on improving the coverage of key RMNCHA+, Nutrition, Family Planning, Pneumonia and Diarhoea interventions and services in the state from the funding support of Bill & Melinda Gate Foundation (BMGF), Central and State government.

Project Background:
UP-TSU envisages implementation of ICT solutions for UP Health Department that comprises of various ICT solutions for both internal TSU and Government Systems. Internal systems include Pilot ICT projects, concurrent monitoring survey application and program monitoring applications. Government systems include MIS on Human Resources, Logistics, Health & Financial aspects of public health and other process based systems.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Director Operations, IHAT, the Team Leader – ICT will be leading the ICT team in planning, designing of BOM (Bill of Material), procurement of hardware system, implementation and operations management of ICT applications implemented through Mobile, Web and IVR Apps. S/he shall be coordinating with internal teams, senior management, other IT stakeholders and government departments in the state and responsible for the key results as outlined below.
Key Roles and Responsibilities: 
(1) Managing various aspects of projects including integration management, scope management, quality management, risk management, vendor management and financial management;
(2) Working closely with M&E team and senior management in defining data structures and reporting formats as part of program monitoring and concurrent monitoring;
(3) Leading and organizing all ICT related meetings with external stakeholders such as government bodies, vendors and with other teams of TSU;
(4) Managing and guiding the team deliverables including, but not limited to, documentation, implementation and procurement of all ICT related applications as well as hardware;
(5) Providing technical support to the TSU program teams which are providing implementation support to GoUP for major ICT applications such as Manav Sampada (a Human Resource Management Systems, HRMS), Drug & Vaccine Distribution Management Systems (a Logistics Management Information System, LMIS)
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualification:
Applicants must have B.E./ B.Tech or Masters in Computer Application/ Computer Science; Or MBA optional from a recognized Institute/ University.
Experience:
(1) Applicants must have more than 10 years of experience in IT sector in designing and implementation of the complex integrated ICT architectures across different platforms;
(2) Minimum five years of experience in conceptualization, designing and implementation of large scale applications and other process based system;
(3) Minimum five years of experience in team management, project management and operational management;
(4) Experience in projects pertaining to Government and/or Public Health is preferable.
Competencies:
(A) Technical
(a) Should be able to review existing ICT solutions in Health; conceptualize and implement best practices in coordination with other stakeholders in the state;
(b) Expertise in end-to-end ICT related tendering process including budgeting, RFP preparation, bid-management, vendor selection and contracting;
(c) Should be able to oversee planning, implementation and procurement in coordination with outsourced agency (vendors) for setting up above mentioned ICT solutions and infrastructure within approved timelines and budget;
(d) Able to conceptualize and design high quality IEC programs and capacity building plan for different users in the state which include low literacy population;
(e) Well versed with data analytics and designing of different systems like PIP Tracking Tool, MIS Dashboards (including HR and Logistics MIS), Grievance Redressal system etc;
(f) Well versed with any of the visualization tool for data analytics;
(g) Proficient in Enterprise Architecture principles and experience with projects involving integration of cross-platform applications;
(h) Experienced in using Project management tools like MS Project or other open source tools;
(i) Knowledge in using Architectural designing tools like MS Visio or other open source tools;
(j) Command over (any) programing language and database;
(l) Knowledge on Geographical Information System (GIS) is desirable.
(B) Functional
(a) Demonstrate gender-sensitivity;
(b) Should be able to commit for a minimum of two-year period; 
(c) Should be able to work with different program teams to implement these solutions;
(d) Positive attitude towards working in a multidisciplinary team of professionals including program managers, public health professional and statisticians;
(e) Quick in comprehending complex and conflicting ideas to achieve solutions and adept at advocating UP TSU agenda through necessary platforms;
(f) Focus on outcomes and goals and willingness to learn quickly;
(g) Willing to travel extensively within the state/ country;
(h) Strong conceptual and research/ analytical skills and result orientation;
(i) Excellent verbal and written communication and presentation skills in English and Hindi.
(j) Prioritization and Excellent problem solving skills.
5. COMPENSATION OFFERED:
Gross annual remuneration budgeted for the position ranges from Rs. 15 to 18 lacs per annum. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
