2. BACKGROUND:
The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organization headquartered in Paris, France, since 1920. It has regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America and South-East Asia regions.
Union South East Asia (USEA), one of the organization’s largest offices since 2009, has managedProject Axshya, a Global Fund Round 9 project designed to extend the reach of India’s Revised National TB Control Programme through advocacy, communication and social mobilization activities in 300 districts across 21 states. Other key projects are to support tobacco control efforts in India, Nepal and Bangladesh through the Bloomberg Initiative to Reduce Tobacco Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical Colleges across India; and the Eli-Lilly supported project to expand sustainable TB control in India. USEA also coordinates trainings to build capacity in the management of TB and MDR-TB, operational research, programme management and other skills.

About the Project
Challenge TB is a USAID funded global project led by KNCV with an objective to accelerate the global fight against TB, in partnership with the international consortium of partner organizations including The UnionAmerican Thoracic Society (ATS)FHI 360Interactive Research & Development (IRD)Japan Anti-Tuberculosis Association (JATA)Management Sciences for Health (MSH)PATH and the World Health Organization (WHO).
The Union has been identified as the lead partner for Challenge TB project in India slated to begin on 1 January 2015. TB still continues to be a major public health problem in India, and requires intensified and collaborative efforts from all stakeholders in the country to achieve the Country’s vision of “TB Free India”.Challenge TB will contribute to TB control efforts in India through a Call to Action to End TB in India. The goal is to create and sustain high-level domestic commitment through mobilization of a wide range of stakeholders to provide a momentum capable of demanding and sustaining high-level domestic commitment to end TB in India and tapping the energy and influence of key stakeholders to drive political, administrative and technical solutions to specific key barriers in TB control in India. The project will possibly be one of the most high profile public health campaigns in India in recent years, addressing an infectious disease that stills accounts for around 240,000 preventable deaths in the country each year.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Project Director, Challenge TB India, The Union South-East Asia Office, theAdvocacy and Partnership Officer - Civil Society will be responsible for broadening and deepening civil society engagement in TB care and control in India. S/He will be identifying opportunities for new partnerships and strengthening the existing ones, creating or strengthening existing platforms to mobilize the civil society groups to voice their concerns and perspective, and bringing these to the attention of policy makers to act upon. S/He will liaise and maintain close relations with civil society groups to garner commitment and provide leadership to support the Call to Action to end TB in India.

Job Responsibilities:
1) Identifying and mapping civil society stakeholders who could be more actively mobilized to support theCall to Action to end TB in India. Potential stakeholders include civil society, including non-government and community based organizations, women and youth groups, private healthcare providers, key affected communities and patients, and their relevant networks and associations;
2) Convening focus group discussions/ stakeholder consultations to elicit the perspective of affected communities and patients, civil society and NGOs, private health care providers on the remaining barriers and proposed solutions, ensuring these concerns are brought to the attention of the competent authorities;
3) Engaging existing partnerships and platforms in the country and establishing linkages with key global and regional coalitions and networks to advocate for accelerated response to end TB in India;
4) Conducting regular meetings with partners and donors, to identify areas of partnership and support, and working closely with them to devise an effective strategy for engagement;
5) Identifying individuals and organizations to champion the Call to Action and committing to act upon the outcomes of the Call through their leadership, commitment of time and resources;
6) Preparing briefs, reports and presentations summarizing advocacy and partnership related activities; developing advocacy toolkits and other communications materials for various audiences as well as the project website;
7) Documenting the progress and lessons learnt with regard to engagement with donor and partners and subsequently the outcome of the Call to Action, with emphasis on what worked and what didn’t work, in order to generate documented learning and defined outcomes;
8) Establishing performance metrics and monitoring performance for the advocacy and partnership aspect of the project, in line with the engagement strategy and overall project objectives;
9) The support function of the Project Steering Committee, coordinating activities with other project staff, particularly those working with other stakeholders and media agencies, to leverage and synergise the project’s overall engagement strategy.
10) Contributing to development of the Challenge TB project workplan and budget, M&E plan, project reporting and documentation, knowledge building and sharing, and in instituting improvements to increase program performances and results.
11) Performing other relevant duties as required by the Supervisor and/or Regional Director of The Union South-East Asia Office.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Essential 
1) Master degree in related field or its equivalent (e.g. Social sciences, social work, sustainable development, public health, development studies, international relations);
2) At least 7 years of professional experience, including 4 years relevant to this position - in policy advocacy work and partnership building with civil society groups on health issues;
3) Understanding of the political process and experience working with civil society organisations, key affected communities and patient groups to mobilise commitment and partnership for a cause;
4) Knowledge of public health programs (preferably TB);
5) Excellent communications and public relations skills.

Desirable
1) Understanding of the perspective of affected communities- patients, civil society and NGOs, private healthcare providers on health issues;
2) Understanding of the broad landscape of international development and health issues in India including the Revised National TB Control Program;
3) Prior experience with international organizations on USAID or other donor funded projects

15) Willingness to travel within and outside the country as per project needs.

5. COMPENSATION OFFERED:
The gross remuneration budgeted for this position is attractive. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.
