BACKGROUND:
The
International Union Against Tuberculosis and Lung Disease (The Union) is
an international scientific organization headquartered in Paris, France, since
1920. It has regional and country offices in Africa, Asia Pacific, Europe,
Latin America, North America and South-East Asia regions.
Union
South East Asia (USEA), one of the organization’s largest offices since 2009, has
managedProject Axshya,
a Global Fund Round
9 project designed to extend the reach of India’s Revised National TB Control Programme through
advocacy, communication and social mobilization activities in 300 districts
across 21 states. Other key projects are to support tobacco control efforts in
India, Nepal and Bangladesh through the Bloomberg Initiative to Reduce Tobacco
Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical
Colleges across India; and the Eli-Lilly supported project to expand
sustainable TB control in India. USEA also
coordinates trainings to build capacity in the management of TB and MDR-TB,
operational research, programme management and other skills.

About the
Project
Challenge
TB is a USAID funded
global project led by KNCV with
an objective to accelerate the global fight against TB, in partnership with the
international consortium of partner organizations including The Union, American Thoracic Society (ATS), FHI 360, Interactive Research & Development
(IRD), Japan
Anti-Tuberculosis Association (JATA), Management Sciences for Health (MSH), PATH and
the World Health
Organization (WHO).
The Union has
been identified as the lead partner for Challenge TB project in India slated
to begin on 1 January 2015. TB still continues to be a major public health
problem in India, and requires intensified and collaborative efforts from all
stakeholders in the country to achieve the Country’s vision of “TB Free India”.Challenge TB will
contribute to TB control efforts in India through a Call to Action to End TB in India.
The goal is to create and sustain high-level domestic commitment through
mobilization of a wide range of stakeholders to provide a momentum capable of
demanding and sustaining high-level domestic commitment to end TB in India and
tapping the energy and influence of key stakeholders to drive political,
administrative and technical solutions to specific key barriers in TB control
in India. The project will possibly be one of the most high profile public
health campaigns in India in recent years, addressing an infectious disease
that stills accounts for around 240,000 preventable deaths in the country each
year.
3. JOB
DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Project
Director, Director – Challenge TB India, The Union South-East Asia Office,the Senior Marketing and Communications Officer work under direct supervision
of the Project Director and work in close collaboration with the team members.
This individual will be primarily responsible for providing expert marketing
and communication insights, strategic planning and implementation, including
media and public relations work to support the Challenge TB project activities
& its Call to Action campaign. He or she will also supervise the work of
Marketing and Communication officer and provide necessary guidance.
Job Responsibilities:

1) Providing overall leadership
to design and run a highly visible media campaign culminating in a high level
and high profile summit - a Call to Action to end TB in India;
2) Leading all marketing, communications and advocacy related activities for the Call to Action campaign and summits, including hiring and management of professional services engaged by the project to assist with the campaign;
3) Serving as the lead and focal point for all tasks related to externally-hired professional agencies, including media, public relations, and event management companies; and facilitating collaboration and coordination between these agencies, the project team and other stakeholders as needed;
4) Developing and implementing a comprehensive marketing communications and public relations strategy and plans to mobilize a wide range of stakeholders to demand and sustain high-level domestic commitment for TB care and control;
5) Overseeing development of content and other materials for the campaign and the summit, and assisting with the development of high quality advocacy kits and communication materials designed for various audiences and stakeholders;
6) Providing writing and editorial support for documentation of project activities including briefs, newsletters, project reports and communications for external audiences;
7) Contributing to the project monitoring and evaluation plan, annual work plans and budgets, and other project deliverables;
8) Ensuring quality in all the products following branding and marking policy by the donor and The UNION;
9) Perform other relevant duties as required by the Supervisor and/or Regional Director of The Union South-East Asia Office.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Essential
1) MBA, Postgraduate/Master’s degree in communication, journalism, mass communication or its equivalent from a reputed university/ institute;
2) At least 8 years of total experience, with at least 5 years’ experience in the following areas: Working with media/PR agencies in developing mass media communications campaigns, brand management, creative designs;
3) Experience of working for large advocacy and communication campaigns. Experience in the development sector, particularly public health, will be an advantage;
4) A strong knowledge of the media landscape in India, including print, broadcast and digital media are required along with a sound understanding of audiences;
5) Demonstrated experience in developing and implementing communications strategies for mass media campaigns, digital and social media;
6) An understanding of news media values and opportunities provided by different media;
7) Strong communication skills, both written and oral and the ability to influence and negotiate with individuals at all levels internally and externally;
8) Strong communication skills (both written and verbal in English and Hindi), good editing skills, and ability to tailor communication materials for different audiences;
9) Excellent people skills that enable you to provide critical feedback to teams that do not report to you;.
10) A team player with strong training and mentoring skills;
11) Willing to travel to programmatic areas as required.
Desirable:
1) Prior experience of working with political representatives, senior government officials, business leaders and other influential stakeholders with potential to contribute to the Call to Action;
2) Prior experience in supervising media content production by advertising agencies;
3) Specific experience around campaigning on the internet and social media;
4) Experience in the development sector, working with international organisations on USAID or other donor funded projects.
Competencies and skills
1) Demonstrable track record of implementing a broad range of effective communications and campaigning tactics and demonstrable ability to develop innovative campaigning approaches;
2) Demonstrable sound judgments in dealing with complex and sensitive campaigning matters;
3) Proven track record on devising and managing communication campaign;

5) Demonstrated sound understanding and experience of using research in marketing and communication activities in advocacy, communication and resource mobilization;
6) The ability / experience of negotiating and cooperation across teams; and of working within teams;
7) Ability to summarize and persuasively communicate complex information in written and verbal form to a range of target audiences at a standard appropriate for external publication and presentation;
8) Ability to establish new contacts and maintain existing relationships with key government actors;
9) Positive attitude with commitment.

The gross remuneration budgeted
