BACKGROUND:
The
International Union Against Tuberculosis and Lung Disease (The Union) is
an international scientific organization headquartered in Paris, France, since
1920. It has regional and country offices in Africa, Asia Pacific, Europe,
Latin America, North America and South-East Asia regions.
Union
South East Asia (USEA), one of the organization’s largest offices since 2009, has
managedProject Axshya,
a Global Fund Round
9 project designed to extend the reach of India’s Revised National TB Control Programme through
advocacy, communication and social mobilization activities in 300 districts
across 21 states. Other key projects are to support tobacco control efforts in
India, Nepal and Bangladesh through the Bloomberg Initiative to Reduce Tobacco
Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical
Colleges across India; and the Eli-Lilly supported project to expand
sustainable TB control in India. USEA also
coordinates trainings to build capacity in the management of TB and MDR-TB,
operational research, programme management and other skills.

About the
Project
Challenge
TB is a USAID funded
global project led by KNCV with
an objective to accelerate the global fight against TB, in partnership with the
international consortium of partner organizations including The Union, American Thoracic Society (ATS), FHI 360, Interactive Research & Development
(IRD), Japan
Anti-Tuberculosis Association (JATA), Management Sciences for Health (MSH), PATH and
the World Health
Organization (WHO).
The Union has
been identified as the lead partner for Challenge TB project in India slated
to begin on 1 January 2015. TB still continues to be a major public health
problem in India, and requires intensified and collaborative efforts from all
stakeholders in the country to achieve the Country’s vision of “TB Free India”.Challenge TB will
contribute to TB control efforts in India through a Call to Action to End TB in India.
The goal is to create and sustain high-level domestic commitment through
mobilization of a wide range of stakeholders to provide a momentum capable of
demanding and sustaining high-level domestic commitment to end TB in India and
tapping the energy and influence of key stakeholders to drive political,
administrative and technical solutions to specific key barriers in TB control
in India. The project will possibly be one of the most high profile public
health campaigns in India in recent years, addressing an infectious disease
that stills accounts for around 240,000 preventable deaths in the country each
year.
3. JOB
DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Sr.
Marketing and Communication Officer, the Marketing and Communications Officer shall be assisting in the
overall communication related initiatives of the project. S/He will be an
expert in communication and media, with experience in health communication,
advocacy, media work, and behaviour change communications in the areas of
public health. S/He will work in coordination with other members in Project
Secretariat.
Job Responsibilities:

1) Assisting with all marketing,
communications and advocacy related activities for the Call
to Action to end TB in India;
2) Assisting in hiring media and other professional agencies following required contracting and procurement policies, and thereafter facilitate collaboration and coordination between these agencies, the project team and other stakeholders as needed;
3) Contributing to the development of a comprehensive database of stakeholders and constituencies, representing different sectors, that are critical for TB control India, identifying those with perceived potential and interest to support the Call to Action;
4) Assisting with timely implementation of marketing communications and public relations plans to mobilize a wide range of stakeholders to demand and sustain high-level domestic commitment for TB care and control;
5) Assisting with development of content and other materials for the campaign and the summit, and in the organization of various events targeting different sectors and stakeholders in the lead up to the Call to Action Summit;
6) Preparing briefs, newsletters, project reports and presentations, and other advocacy and communications materials for various audiences as well as the project website;
7) Implementing monitoring and evaluation plan for the communications campaign aspect of the project, in line with the campaign strategy and overall project objectives;
8) Documenting project activities including the steps and processes leading up to the Call to Action campaign and summit, and subsequently the outcome of the Call in order to document lessons learnt and inform future best practices for such an event;
9) Managing all contents and materials developed during the course of this project and archiving them for easy retrieval and future references;
10) Contributing to the overall Challenge TB project monitoring and evaluation plan, annual work plans and budgets, and other project deliverables
11) Performing other relevant duties as required by the Supervisor and/or Regional Director of The Union South-East Asia Office.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Essential
1) MBA, Post Graduate degree/ diploma in mass communications, health communication or related subjects, or its equivalent qualification from a reputed institute;
2) At least 5 years of total experience of working in mass media communication campaigns. Familiarity with the development sector, particularly public health, will be an advantage;
3) A strong knowledge of the media landscape in India, including print, broadcast and are required is required along with a sound understanding of audiences;
4) Demonstrated experience in developing and implementing communications strategies for mass media campaigns;
5) Excellent communication skills (both written and verbal in English and Hindi), good editing skills, and ability to tailor communication materials for different audiences;
6) Experience of working with digital and social media communication (Facebook, Twitter, blogging);
7) Willing to travel to programmatic areas as required.
Desirable:
1) Prior exposure to working in the development sector, Government and/or international organization will be an added advantage;
2) Specific experience around campaigning on the internet and use of e-campaigning tactics and approaches;
3) Understanding of the broad landscape of international development and health issues.
Competencies and skills
1) Demonstrable track record of implementing a broad range of effective and innovative communications and campaigning tactics;.
2) Demonstrable sound judgement in dealing with complex and sensitive campaigning matters;
3) Positive attitude with commitment & good negotiation skills;
4) The ability/experience of negotiating and cooperationutual co-operation across teams; and of working within teams;
5) Ability to summarize and persuasively communicate complex information in written and verbal form to a range of target audiences at a standard appropriate for external publication and presentation;
6) Demonstrated sound understanding and experience of using research in marketing and communication activities in advocacy, communication and resource mobilization;
7) Proficiency in MS Office applications (Word, Excel, Access, PowerPoint).

The gross remuneration budgeted
