1. POSITION VACANT:  Head - Childhood and Pneumonia and Diarrhea (HCPD-CARE India), Patna
2. ORGANIZATION BACKGROUND:
CARE India is a part of the CARE International Confederation working in 84 countries for a world where all people live in dignity and security.
CARE has been working in India for over 60 years, focusing on ending poverty and social injustice through comprehensive programmes in health, education, livelihoods and disaster preparedness and response.
In recent years, CARE India has been involved with improving the quality and coverage of reproductive, maternal and child health, family planning, and nutrition services in the states of Bihar and UP, in collaboration with the government and key development actors viz. BMGF, DFID and the World Bank, amongst others.
Post-neonatal under five mortality rate in Bihar is 38/1000 live births (AHS-2012) despite major decline over many decades. It is likely that a substantial proportion of this is attributable to pneumonia and diarrhea. Despite the wide availability and use of ORS and antibiotics, and moderately high levels of awareness of their use, as well as very high levels of care seeking for childhood illnesses, what appears to be lacking is consistent availability of high quality care in affordable medical facilities, and effective referral. A predominant but predominantly gray private health sector limits the possibilities of structured interventions within that sector. Malnutrition and marginalization are known contributors to mortality, and both are prominent in Bihar.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Head - Childhood Pneumonia and Diarrhea will provide the project overall managerial and technical leadership in the implementation and learning efforts. He/she shall be responsible for ensuring technical integrity of the interventions and working very closely with GoB/SHS and other officials from DHS to ensure roll out of the project as per the work plans. He/she will be ensuring effective sub grant management including meeting deliverables as per the work plan of the sub grantee.
The incumbent will have the overall responsibility for all aspects of operational strategy development, implementation and ensuring high program quality standards by providing strong leadership and management including documentation and sharing of lessons. He/she shall be additionally responsible for ensuring that all project implementation resources are used effectively and transparently in meeting project objectives in 2 focus districts in close coordination with Program Support Unit and ensuring sound control, full compliance, best practice and effective and efficient management of all project resources.
Key Roles and Responsibilities:
A. People Leadership and Management 
(1) Leading the operations team in delivering high quality program across the intervention districts in partnership with Government, civil society and development agencies;
(2) Identifying areas of development in operational teams and implement capacity building activities;
(3) Effectively motivating team members for promoting their urge to constantly innovate new strategies and approaches for implementation of the project with increasing efficiency and effectiveness; 
(4) Promoting the learning agility and learning appetite among team members and to constantly nurture an environment of self-reflection in order to improve the quality of deliverables and to innovate new approaches; 
(5) Strengthening and enhancing the technical quality of all program components through continuous and close coordination with the technical team at the state level, and also provide the latter feedback on the operational challenges of technical interventions and packages faced by regional teams;
B. Program Management, Implementation
(1) Ensuring technical integrity of the interventions and that project deliverables are achieved within stipulated timelines as per the annual work plans; 
(2) Ensuring documentation and sharing of lessons and promote cross learning and knowledge sharing among the operational teams to increase overall efficiency;
(3) Reviewing program progress and interim results to ensure alignment with the overall strategic vision;
(4) Ensuring understanding, ownership and competence of the operations team to use data driven management; and, effective implementation of data-driven management to promote use of data for decision making by state functionaries in focus districts;
C. Operations Leadership
(1) Working closely with Program support and CHIQ- Finance and Support Services Units to ensure judicious use of project resources in compliance with organizational policies;
(2) Managing sub grants and contracts of program partner organizations in close coordination with program support unit and CHIQ- Finance and Support Services Units; (3) Making relevant changes in project operational procedures, partnership management, contract management in sync with evolving program strategies in close coordination with CIHQ;
D. Stakeholder and Partnership Management
(1) Having excellent communication and good working relationship with Government functionaries, BMGFand other key players at the state level such as UNICEF, WHP, DFID, NGOs, Civil Societies; 
(2) Establishing effective operational relationship and coordination with other Consortium partners for generating synergies;
E. Planning, Financial and Resource Management
(1) Overseeing and ensuring compliance of all financial and support processes of the program, aligned toCARE’s policies and guidelines in close coordination with CHIQ- Finance and Support Services Units; 
(2) Developing of annual work plans and annual reports;
4. QUALIFICATION, EXPERIENCE AND COMPETENCIES:
Qualifications: 
Applicants must possess M.D. in Pediatrics
Experience:
(1) Must possess at least 8-10 years of clinical experience in the area of Child Health. Clinical skills must be current and up to date;
(2) Minimum 3 years of progressively responsible professional experience in facilitating or managing health programs at the state and national level; 
(2) Sound technical grasp of the domain of childhood illnesses; 
(3) Large scale program implementation management;
(4) Ability and aptitude to work in complex team environments featuring multiple partners and stakeholder;
(5) Demonstrated experience in mentoring/training doctors/nurses of facilities as well as frontline workers of outreach programs; 
(6) Demonstrated experience in working with PHCs, CHCs, DHs preferably in Northern States of India;
Skills and Competencies:
(1) Demonstrated ability to mobilize Government systems to strengthen national programs;
(2) Demonstrated ability to objectively analyze data and has an eye for detail; 
(3) Proven ability to conceptualize, analyze, innovate, plan, write and execute ideas, as well as impart knowledge and skills;
(4) Excellent interpersonal, communication and presentation skills; 
(5) Excellent negotiation skills;
(6) Demonstrated learning agility, pro-activeness and openness to embrace new technologies at work;
(7) Ability to travel extensively to gather firsthand information about progress in RMNCH+A districts and other districts;
(8) Ability to function effectively as a team member and respect diversity in a team;
(9) Fluency in English and knowledge of local working language (Hindi) is essential;
5. TENURE:
The successful applicant shall be offered a three year employment contract with CARE India.
6. COMPENSATION OFFERED:
The gross remuneration budgeted for this position is upto Rs. 21 lacs per annum. Please note that offers shall be commensurate with the qualifications, experience and salary history of the selected candidate.
