BACKGROUND:
The
International Union Against Tuberculosis and Lung Disease (The Union) is
an international scientific organization headquartered in Paris, France, since
1920. It has regional and country offices in Africa, Asia Pacific, Europe,
Latin America, North America and South-East Asia regions.
Union
South East Asia (USEA), one of the organization’s largest offices since 2009, has
managedProject Axshya,
a Global Fund Round
9 project designed to extend the reach of India’s Revised National TB Control Programme through
advocacy, communication and social mobilization activities in 300 districts
across 21 states. Other key projects are to support tobacco control efforts in
India, Nepal and Bangladesh through the Bloomberg Initiative to Reduce Tobacco
Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical
Colleges across India; and the Eli-Lilly supported project to expand
sustainable TB control in India. USEA also
coordinates trainings to build capacity in the management of TB and MDR-TB,
operational research, programme management and other skills.

About the
Project
Challenge
TB is a USAID funded
global project led by KNCV with
an objective to accelerate the global fight against TB, in partnership with the
international consortium of partner organizations including The Union, American Thoracic Society (ATS), FHI 360, Interactive Research & Development
(IRD), Japan
Anti-Tuberculosis Association (JATA), Management Sciences for Health (MSH), PATH and
the World Health
Organization (WHO).
The Union has
been identified as the lead partner for Challenge TB project in India slated
to begin on 1 January 2015. TB still continues to be a major public health
problem in India, and requires intensified and collaborative efforts from all
stakeholders in the country to achieve the Country’s vision of “TB Free India”.Challenge TB will
contribute to TB control efforts in India through a Call to Action to End TB in India.
The goal is to create and sustain high-level domestic commitment through
mobilization of a wide range of stakeholders to provide a momentum capable of
demanding and sustaining high-level domestic commitment to end TB in India and
tapping the energy and influence of key stakeholders to drive political,
administrative and technical solutions to specific key barriers in TB control
in India. The project will possibly be one of the most high profile public
health campaigns in India in recent years, addressing an infectious disease
that stills accounts for around 240,000 preventable deaths in the country each
year.
3. JOB
DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Project
Director, Challenge TB India, The Union South-East Asia Office,
theMonitoring and
Evaluation Officer as
a member of the Project Secretariat will be responsible for overseeing all the
monitoring and evaluation activities of the project. He or she will be
responsible in designing monitoring and evaluation systems, developing
monitoring and evaluation plan, ensuring compliance with the reporting
requirements of the project and assist in tracking of project outcomes and
results.

1) Leading and overseeing all
monitoring and evaluation (M&E) activities of the project including
development and implementation of M&E plan and managing the project
information system;
2) Collecting and compiling project data, monitoring data quality, and tracking progress against performance indicators and targets, promoting effective use of project data for decision making and mid-course corrections where needed;
3) Developing a comprehensive database of stakeholders and constituencies, representing different sectors, that are critical for TB control India, identifying those with perceived potential and interest to support the Call to Action;
4) Developing dashboards and scorecards showing the performance of the Revised National TB Control Program (RNTCP) at the national, state, and district level, using routinely collected data, but packaged in attractive formats to be easily understood by non-TB dignitaries;
5) Conducting research, rapid assessments, stakeholder analysis, interviews, focus group discussion and key informant interview as per the project work plan;
6) Preparing and submitting high-quality project reports in a timely manner in line with donor requirements. Preparing briefs, newsletters, project reports and presentations, and other advocacy and communications materials for various audiences as well as the project website;
7) Documenting project activities including the steps and processes leading up to the Call to Action campaign and summit, and subsequently the outcome of the Call in order to document lessons learnt and inform future best practices for such an event;
8) Managing project data, other contents and materials developed during the course of this project and archiving them for easy retrieval and future references;
9) Providing technical guidance and facilitating capacity building of all project staff with respect to M&E activities and support them on ways to properly document, organizing and capturing program progress;
10) Keeping abreast of developments in the project, identifying strengths and weaknesses in existing data collection and management systems in order to advise and recommend tools and strategies to increase program performances and results;
11) Collaborating with other partners and stakeholders, local and international organizations, in the area of monitoring and evaluation;
12) Performing other relevant duties as required by the Supervisor and/or Regional Director of The Union South-East Asia Office.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Essential
1) Masters Degree in Social Sciences/ Statistics/ Demography/ Epidemiology/Public Health or related field, from a reputed institute;
2) Minimum 7 years of relevant work experience in Monitoring and Evaluation including 4 years with public health programs;
3) Experience in developing M&E plans, frameworks and indicators; knowledge of results based matrix, preparing M&E reports, dashboards and scorecards;
4) Experience of developing & working with MIS systems and handling data sets, ability to organize, analyze, interpret and evaluate program performance data;
5) Willingness and ability to travel throughout India and outside the country as necessary.
Desirable
1) Understanding of M&E as it relates to TB control programs, including through working experience with the Revised National Tuberculosis Control Program;
2) Experience of developing M&E system for advocacy, communication and partnership related projects;
3) Experience of using statistical packages like SPSS, STATA, etc. and qualitative packages like Altas.ti, NVivo, etc.;
4) Prior experience with international organisations on USAID or other donor funded projects.
Competencies and skills
1) Demonstrated analytical skills and the ability to summarize disparate information in a clear and concise manner;
2) Excellent research and data collection methodology skills;
3) Ability to create organizational work plans based on higher-level goals;
4) Ability to lead and coordinate with through multiple step processes with team members;

6) Excellent oral and written communication skills to deal effectively with mid and high level partner contacts, the host government, and the local communities;
7) Excellent computer skills, including word processing, spreadsheet programs and database management;
8) Strong organizational skills in order to balance competing priorities;
9) Ability to work independently to efficiently meet deadlines;
10) A good team player with ability to work with multi-disciplinary professionals.

The gross remuneration budgeted
