BASIC FUNCTIONS OF POSITION


The Financial Management Center (FMC) provides comprehensive financial management services including preparation of mission financial plans, financial planning, budget execution, financial analysis, allotment accounting, payments and payroll services for 48 ICASS agencies within the Mission including State Department as well as operational support to the four consulates.
The incumbent acts as the principal expert advisor to Mission India on State agencies and other Federal Agencies' policies, issues, and implementation of new financial software. Independently performs budget formulation, financial planning, allotment accounting and budget execution functions for State Program (D&CP), Representation, Post Language Program, Department of Energy and Foreign Agriculture Service. This includes preparation of Field Budget Plans, presenting it to Post Management. Prepares mid-year budget for the above serviced agencies to incorporate actual expenses and estimates requirement for the remainder of the fiscal year. Conducts quarterly review of funding and maintains control to ensure obligations are congruent with the approved budget plans. Plans and distributes D&CP funds for field travel, training and representation. Monitors these funds and works closely with Management Officers, Embassy Section Chiefs, and Senior FSNs at four Consulates and Embassy on funding related to field travel and representation. Imparts training to consulates staff on various finance and procurement related regulations, procedures and software through personal visits, telephone, or via e-mail. Prepares and responds to initial & final ‘data calls’ from the bureau. Analyses and prepares draft response to ‘reduction’ exercise data call-to accommodate anticipated budget cuts. Maintains financial data in appropriate budget software. Co-ordinates with Bangkok Global Financial Services Center for correction of any errors in financial data within Momentum. Makes researches and provides documentation for audit purpose to outside State Department auditors; to auditors for other Agency accounts; and to other inspectors during periodic inspections. Works closely with State and other Agency section heads to ensure that expenditure in line with budget allocations at the embassy and all the sub-budgets at the consulates. Performs other duties as assigned.
