2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency (IDA), that works across the globe to promote children's survival, protection and development.
Project Background

The MMR of Chhattisgarh stands at 221 per 100,000 live births, a long way from the target of 100/100,000 live births. The MMR of the state is also high as compared to national average of 167 per 100000 live births. Moreover institution delivery in the state has increased from 34.9% (AHS 2010-11) to 56.1% (RSOC 2013-14) which is further increased to 70.2% (NFHS-IV), still state has scope of improvement in institutional delivery rate.
Govt. of Chhattisgarh has launched several interventions as an integral component of RMNCH+A to achieve programmatic goals related to safe motherhood. Provision of Basic/Comprehensive Emergency medical obstetric cares with availability of skilled attendance at birth within easy reach of population, complemented with availability of emergency referral transport are some of the key strategic interventions to reduce maternal morbidity and mortality. The department has already identified CEmOC/BEmOC/24x7 PHCs in the districts and has developed a road map for equipping them to provide quality obstetric care services.
Poor response to maternal health training programs, quality of training, post training hands on support, slow pace of operationalization of FRUs, logistics management for effective functioning of FRUs, effective functioning of district quality assurance committees and streamlining the system of maternal death audits, are some of the major problems the state is facing for achieving the desired results.
In order to further accelerate the decline in maternal and child mortality and galvanize unified efforts of all stakeholders a 'Call to Action: For Every Child in India’ strategy has been adopted country wide and UN agency is the lead partner in Chhattisgarh. In order to enhance technical assistance at State and high priority districts and make provision for coordinated planning and monitoring at state and district level, it was decided to extend techno-managerial support for better planning and implementation of Maternal health program. Through the technical support, IDA will provide expertise at the state level to maternal health section in roll out of the critical maternal health programs and roll out of evidence-based interventions.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the overall guidance of the Deputy Director, Maternal Health at Directorate of Health Services, Raipur, the State Maternal Health Consultant at DHS Raipur shall be responsible for providing technical support to the Maternal Health division of the Directorate of Health services towards implementation of MH program.
Key Job Responsibilities:
(1) Review and functioning of existing CEmOC, BEmOC and 24X 7 PHCs, find out the gaps in terms of availability of trained manpower, logistics, drugs and material supplies, status of service delivery provision;
(2) Provide facilitation for starting new designated CEmOC, BEmOC and 24X 7 PHCs in the districts as per GOI guidelines;
(3) Support for development of State PIPs which would include, development of facility operation allocation plans (MH), training plans, HR ( support for hiring etc.), work related to Quality Assurance and feedback, training monitoring, service provision monitoring including equipment and supplies, facilitating maternal death audits etc. as per the call to action strategy;
(4) To develop rational SBA, EmOC, training calendars in accordance with the capacities of the existing training centers;
(5) To facilitate streamlining Maternal Deaths Audit (MDR) strategy in the state as per GOI guidelines (participation in planning of training activities, conduct of training programs, maternal deaths review, establishment of regular feedback system and documentation);
(6) Support State in designing strategies for;
(a) Addressing issue of early age pregnancy;
(b) Supporting the LaQshay Program of the state;
(c) Minimizing Gap between Institutional delivery and Early Initiation of Breast Feeding;
(d) Increasing % of pregnant women receiving 4 or more ANC visits;
(e) Establishing at least one model labor room at DH and block level in HPDs;
(f)  Establishing Monthly supportive supervision mechanism for labor rooms put in place  and Roll out of LR APP;
(g) Facilitate operationalization of Skill labs in the selected districts
(7) To facilitate the implementation of Adolescent Reproductive and Sexual Health (ARSH) program in the State;
(8) Working closely with SIHFW and DHS to ensure timely completion of the training calendar on Maternal Health;
(9) Will be assigned one HPD and she/he will mentor the implementation of RMNCH+A strategy to the district;
(10) Regular visit to the HPD and documentation of progress as per call to action strategies. The consultant will visit all high priority districts at least once in a month and submit the monitoring feedback to State RMNCH+A Unit (SRU)
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have completed a Post graduate degree preferably in Community Medicine/ Obst. & Gynae/ Public Health from a reputed institute.
Experience:
(1) Five years of work experience in Maternal Health at State or National Level;
(2) Experience in coordinating trainings in public health will be an asset.
(3) Experience of working with Govt. or International Agency will be preferred
Skills and Competencies:
(1) Fluency in English and local language;
(2) Ability to work in harmony with Govt/ Non-Govt. staff and maintain poise in demanding situations;
(3) Proficiency with utilizing computers and MS Office;
(4) Ability to make oral and written presentations on technical issues;
(5) Should have proficient writing skills. Report writing experience shall be preferred.
5. NATURE OF ENGAGEMENT:
The SC-MHCR shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
The gross remuneration budgeted for this position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
7. LOCATION: Raipur, Chhattisgarh.
8. DURATION:
The consultancy assignment will be effective from the date of joining till June 30, 2018.
