3. JOB DESCRIPTION/ RESPONSIBILITIES:
Purpose of the Position: Reporting to the Deputy Regional Director – Tobacco Control and Non-Communicable Diseases, the Grants & Contracts Administrator (Finance) shall be responsible for leading the grant management function, as well as negotiating key contracts with donors.
Specific Responsibilities:
(1) Contribute to the development of contract management systems for multimillion international grant programs;
(2) Prepare and draft contracts, ensuring appropriate terms and conditions are incorporated;
(3) Ensure compliance with grant requirements as well as applicable laws and regulations;
(4) Review all budgets, cost items and prices, ensuring accuracy, completeness, and compliance with approved proposals and negotiating necessary changes, with concerned contractors;
(5) Conduct contract negotiations, contract administration, and contract monitoring activities in accordance with The Union's policies;
(6) Review and compile all required contact information from contractors and program staff;
(7) Track all open contract actions to ensure timelines are met and attend to post-award and/or other contractor meetings, where representation of the Contracts Department is required;
(8) Coordinate all scheduled contract monitoring activities (both program and financial), in accordance with The Union's policy;
(9) Ensure that contract award and modifications thereto, are proper and correct, making necessary corrections with the prior approval of the Director of the Tobacco Control Department;
(10) Perform other relevant duties as required by the Supervisor and/or Regional Director of The Union’s South East-Asia Office.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications:
Applicants must be senior grants and contracts professionals, preferably possessing post graduate qualifications in law, finance, or commerce.
Experience:
(1) Five to seven years of progressively senior experience in commercial roles, with a strong orientation to contracts management;
(2) Two to three years of grant management experience;
(3) Prior experience of managing international donor funds with reputed non-profits is desirable.
Skills and Competencies:
(1) Strong interpersonal and presentation skills and ability to communicate at all levels of the organization, as well as with staff at remote locations;
(2) Strong leadership skills and ability to positively influence decision-making;
(3) Competence in managing and analysing financial reports and data, including proficiency in Excel;     
(4) Ability to handle multiple tasks, stay focused under pressure, think strategically and implement aggressively;
(5) Result orientation with strong customer and process orientation;
(6) Ability to work independently and as a team player, in a complex, multicultural environment;
(7) Strong planning and organizing skills;
(8) Assertive with strong negotiation skills;
(9) Flexible with the ability to handle multiple tasks and work collaboratively within a matrix-oriented environment; 
(10) Excellent oral and written communication, both in English and Hindi;
(11) Willingness and ability to travel as necessary (upto 40% of the time).
5. TENURE: 
The successful candidate shall be offered a two-year contract with The Union, with an option for renewal.
6. COMPENSATION OFFERED:
Gross remuneration budgeted for the position is attractive. Offers shall be commensurate with the qualifications, experience and salary history, of the selected candidate.
