Co-ordination Officer- Support Services Project (CO-SSP) - National Health Mission (UPNHM)

1. POSITION VACANT:  Co-ordination Officer- Support Services Project (CO-SSP) National Health Mission (UPNHM), Uttar Pradesh
2. ORGANIZATION BACKGROUND:
The National Health Mission (NHM) was launched with a view to bringing about dramatic improvements to the health system and health status of people, especially those who live in the rural areas of the country. The Mission seeks to provide universal access to equitable, affordable and quality health care which is accountable at the same time responsive to the needs of the people, reduction of child and maternal deaths as well as population stabilization, gender and demographic balance. In this process, the Mission helps achieve goals set under the National Health Policy and the Millennium Development Goals.

National Health Mission, Uttar Pradesh is in the process of rolling out programs like Pradhan Mantri National Dialysis ProgramFree Diagnostic Service initiative, AERB implementation, Biomedical Equipment Maintenance Program, MMUs, National Ambulance services, Operationalisation of 100 bedded MCH wings etc. through outsourcing/PPP mode.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Co-ordination Officer- Support Services Projects will report to DGMH on the top/ to all nodal officers of PPP/outsourcing programs on day to day basis.
Key Roles and Responsibilities:
(1) The Co-ordination Officer- Support Services Projects will be managing projects related to support services such as 108 ambulances, 102 ambulances, MMU, Advance Life Support Ambulances, Bio Medical Waste, Bio Medical Equipment maintenance etc.;
(2) The Co-ordination Officer- Support Services Projects will develop an understanding of his/her work by studying all the project agreements and agreement between NHM and PMU. He will prepare a workplan of his activities and share the same with his reporting officer at DG MH and NHM;
(3) The Co-ordination Officer- Support Services Projects will see if thorough understanding of all the projects is there in PMU and related nodal officers of Directorate. S/he will also suggest possible solutions if gaps are found;
(4) Facilitate regular meetings of PMU and Nodal Officers at Directorate as per the work plan of PMU;
(5) Facilitate if there are any requirements of documents/ information from the directorates to the PMU.
(6) S/he will see if required reports are sent timely from PMU to DG MH/DGFW / Nodal Officers and if the quality of the report is as per the requirement. S/he will also ensure if Nodal officers at Directorate give their feedback in stipulated timeline;
(7) Verify the invoices raised by PMU, based on which CO-NHM will be process the payment of PMU;
(8) Resolve the concerns of DGs/Nodal Officers. He will be responsible for resolution of the issues between Directorate and PMU by coordinating with CO-NHM and MD NHM through different platforms if not resolved by herself/ himself;
(9) Participate in different meetings related to her/his job profile. S/he may also request MD NHM/DG MH/DH FW for a meeting if required;
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicant must have MBBS/ Masters in Hospital & Health Care Management/ MPH/ Masters in Social Work/ MBA/ Bio-Medical Engineer or any other relevant qualification.
Experience:
(1) The person should have direct or indirect experience (hired through some other funding) of govt program implementation for five years;
(2) The person should have experience of three years for managing PPP/outsourcing/Contracts.
Skills and Competencies:
(1) Proven management Skills;
(2) Good coordination skills;
(3) Working knowledge of English and Hindi.
5. AGE LIMIT: Maximum age limit 50 years.
6. VACANCY DETAILS: 1 vacancy (UR: 1)
7. COMPENSATION OFFERED:
Gross compensation budgeted for the position is approx. Rs.12 lacs per annum.
8. CONTRACT TYPE AND PERIOD: The position is on offer on a contractual basis, initially for a period of one year, extendable thereafter, on the basis of performance.
9. RESERVATION POLICY: State reservation policy will be applicable with respect to all vacancies.
