Head of Human Resources, International Union Against Tuberculosis and Lung Disease (The Union), Delhi

 

1. POSITION VACANT: Head of Human Resources, The Union South-East Asia based in New Delhi.
2. ORGANISATION BACKGROUND:
The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France, since 1920. It has regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America and South-East Asia regions.
The Union South East Asia (USEA) in Delhi, one of the organisation’s largest offices, has managedProject Axshya, a Global Fund TB project designed to extend the reach of India’s Revised National TB Control Programme through advocacy, communication and social mobilization activities in 300 districts across 21 states.
Other key projects are to support tobacco control efforts in India, Nepal and Bangladesh through the Bloomberg Initiative to Reduce Tobacco Use; Project LIGHT, which brought fluorescent LED microscopes to 200 Medical Colleges across India; and the Eli-Lilly supported project to expand sustainable TB control in India. USEA also coordinates trainings to build capacity in the management of TB and MDR-TB, operational research, programme management and other skills.
USEA has witnessed strong growth in human resources in recent years, with attendant challenges in formulation and institution of best practices, compensation planning to attract the best talent, capacity building and performance management. The organization is accordingly looking at recruiting a mature professional with a strong orientation to organisation development and effectiveness.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Regional Director of The USEA Office, the Head of Human Resources shall be responsible for developing, reviewing and implementing HR policies and procedures, as well as managing the recruitment, performance reviews, inductions, employee relations, contracts, and compensation and benefits of the USEA office. S/he will ensure these are aligned with Global Human Resources practices and will have shared accountability for the management of global HR practices.
The Head of Human Resources will also facilitate the efficient administrative functioning of the office.
Key Responsibilities:
A. HR Policies, Practices and Contracts
(1) Review HR policies and practices to ensure they comply with the legal and regulatory framework, and in alignment with practices followed by progressive NGOs/ INGOs;
(2) In liaison with Global HR, develop staff policies and ensure effective implementation of HR policies and plans; development, revision, maintenance, and management of SOPs in line with existing selection guidelines;
(3) Revise the USEA Employee Manual, as required;
(4) Oversee the administration of contacts of employment.
B. Employee Relations and Legal
(1) In liaison with the Regional Director manage staff issues including disciplinary / grievance.
(2) Advise line supervisors on people issues;
(3) Keep management updated and ensure adherence with the most recent statutory labour laws and regulations of India.
C. Compensation and Benefits 
(1) Review and benchmark staff salaries and benefits;
(2) Manage salary, training and staff welfare budgets;
(3) Coordinate with the Finance Division at appropriate stages, for implementing salary scales;
(4) In liaison with Global HR, Plan and implement annual salary increments;
(4) Routinely assess benefits, compensation and compliance needs and update the management based on the results.
D. Performance Management Systems
(1) Provide guidance to staff on performance r, including conducting induction programmes, and when required, in liaison with Global HR;
(2) In liaison with Global HR manage the Performance Cycle, including setting objectives, organizing mid-term reviews and final appraisal and ratings;
(3) Facilitate and moderate outcomes, when required.
E. Recruitment and Induction/Orientation
(1) In liaison with Global HR, plan and execute the USEA recruitment strategy to meet the staffing requirements of The Union;
(2) Liaise with recruitment firms to secure quality recruitment services, and collaborate with Global HR when required;
(3) Provide support to the entire recruitment cycle and participating in the selection process;
(4) Oversee the pre- and post-recruitment formalities;
(5) Design and facilitate induction / orientation programmes.
F. Training and Development
(1) Conduct annual staff engagement surveys and implement plans to address issues that come up during such surveys;
(2) Conduct training needs analyses; identify and inform staff of opportunities for staff development;
G. Office Administration and Management
(1) Ensure updated policies and SOPs are in place and applied consistently to improve administrative practices and policies;
(2) Organise regular meetings to discuss operational updates, ideas and issues, including monthly senior management team meetings, all-staff meeting, and staff retreat;
(3) Work with the Senior Management Team to organise the people and resources across different projects and units, to achieve common goals and objectives of USEA;
(4) Contribute to the growth of USEA office including identifying funding opportunities and the development and submission of proposals for funding;
(5) Provide support in preparing reports and documentation needs of USEA office, as needed.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualifications
Applicants must be Post Graduates in Human Resources Management, preferably MBAs with a specialisation in Human Resources Management, from a reputed institute.
Experience:
(1) Minimum 10 years of relevant experience in Human Resources Management;
(2) Excellent knowledge of employment legislation and the regulatory framework of India;
(3) Good knowledge of latest HR trends in the development sector;
(4) Experience in compensation and benefits;
(5) Experience in supervising staff
(6) Experience in office administration and management, including development of office policies and procedures will be an advantage;
(7) Good command over MS Word, Excel and Power-point;

5. COMPENSATION OFFERED:
Gross compensation budgeted for the position ranges from Rs. 20,00,000/- to 25,00,000/- per annum. Please note that the offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
6. NATURE OF APPOINTMENT:
This is a full-time position with The UNION and the successful candidate shall be issued a two-year contract, extendable based on performance.
