2. ORGANISATION BACKGROUND:
Save the Children India is the 28th independent member of the International Alliance of Save the Children, and is currently working across 12 States and Union Territories in India. The organization’s priorities in are protecting children from abuse, exploitation and neglect, increasing access of children and their families to quality health, nutrition services and education, and assisting children and their families in being prepared for emergencies and coping with their aftermath.

India has unacceptably high levels of child mortality and malnutrition. With a view to positively contributing towards newborn and child survival, Save the Children India has launched a campaign within India and internationally called, Every One. Save the Children India hopes to significantly influence newborn and child survival by combining effective programme, advocacy and popular mobilization interventions.
Save the Children India initiated health and nutrition programmes in West Bengal, Rajasthan, Mumbai and New Delhi, in 2008 and 2009 and is currently extending interventions in these states, as well as in Bihar and Jharkhand. Save the Children India shall be focusing significant efforts and resources onto this area, over the next few years, both in India and internationally, and plans to extend and deepen all its programmes.
Save the Children India is working towards in this area to achieve significantly reduced child mortality and malnutrition, to be achieved through:
(1) Increased access and availability of health and nutrition services for children;
(2) Improved quality of Government health and nutrition services for children;
(3) Increased community knowledge, attitude towards and use of key health and nutrition services;
(4) Improved public health awareness and behavior;
(5) More effective central and state-level policies and resource allocation towards maternal, newborn and child health, and nutrition;
(6) Emphasis on identifying and supporting ways of dramatically reducing the unacceptably high levels of neo-natal mortality, through adoption of high impact cost effective interventions, addressing the continuum of care.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to The Director- Policy and Programme Impact (DD-PPI), the Deputy Director- Programme Impact (DD) will work as a part of the Programme Impact and Policy team to ensure achievement of Save the Children India’s programme strategy goals across all themes: Child Protection, Quality Education, Child Survival, Child Poverty and DRR. S/he will be directly responsible for ensuring the development of a quality framework for Save the Children India’s programmes, monitoring and evaluation, research, evidence generation and learning and feed this into programme and proposal design, as well as policy influencing. S/he will manage a team of research, monitoring and evaluation and KM specialists.
Key Job Responsibilities:
(A) Monitoring, Evaluation, Accountability and Learning:
(1) Foster and champion a culture of evidence building and learning across the organization; 
(2) Develop a quality framework for Save the Children India’s programmes;
(3) Oversee a robust MEAL system to measure achievement and progress towards national and global programme goals and results, including reach and global outcome indicators and drive learning and improved programme quality;
(4) Ensure the delivery of internal and external programme/ project evaluations as per the Evaluations Essential Standard and donor requirement; 
(5) Execute baseline and periodic research in coordination with thematic leads and programme operations team;
(5) Ensure that Save the Children India’s work is accountable to children and other stakeholders through the establishment and management of effective accountability mechanisms and processes;
(6) Ensure the use of data for programme decision making, for findings of monitoring and further listening to feedback from beneficiaries in collaboration with the thematic leads and programme operations team.
(B) Research:
(1) Identify, develop and oversee operational and analytical research, coordinate the publication and dissemination of results and ensure that research informs advocacy; 
(2) Support and guide the development of Save the Children India’s flagship report;
(3) Work with the research team to develop regular policy briefs, position papers and fact sheets.
(C)  Programme and Proposal Design and Development:
(1) Ensure that the different thematic sectors are coordinated and integrated and support each other to optimize programs and projects;
(2) Ensure the integration of cross cutting issues into design and implementation, including gender, non-discrimination, child participation and child safeguarding;
(3) Ensure learning by country programme from relevant internal and external thematic trends and best practices.
(D) Team Management:
(1) Ensure the provision of high quality technical assistance and capacity building to the national support office and state offices;
(2) Support the Director- PPI in overall team coordination and management, including backstopping at SMT and Board meetings;
(3) Provide strong leadership and line management to the GMs of Research, M&E and learning.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must possess a Master’s degree in Public Health/ Political Science/ Development Studies/ Human Rights or Law (preferred), from a recognized institute.
Experience:
(1) Applicants must possess at least 10 years of relevant experience in monitoring, evaluation and impact assessment in major priority sectors like education, child protection, child rights governance, health and nutrition, food security, livelihoods and emergencies;
(2) Significant experience in leading strategic planning, programme designing and proposal development shall be an added advantage;
(3) Strong understanding of different methodologies of M&E, operational research and experience in developing integrated MEAL systems shall be preferred.
Skills and Competencies: 
(1) Demonstrated leadership and management skills in a complex international setting;
(2) Ability to effectively establish a learning culture within an organisation;
(3) Experience in successfully establishing and managing collaborative relationships and partnerships with donors and government counterparts; 
(4) Strong representation and influencing skills;
(5) Experience of management of diverse workforce including effective performance management and utilisation of capacity building, coaching and mentoring skills; 
(6) Demonstrated use of positive coping strategies in stressful environments; 
(7) Strong commitment to the aims and objectives of Save the Children.
