3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to Regional Program Director, the Deputy Director-TARINA shall lead the project and be responsible for planning, execution, coordination and networking, for meeting project goals and objectives.
Key Responsibilities:
(A) Project Management:
(1) Manage timely roll out/implementation of the project;
(2) Ensure that the project is implemented in line with the project design and as per quality standards;
(3) Initiate measures to modify strategy, plans and approaches of the project to ensure achievement of project goals and objectives;
(4) Strengthen and enhance the technical quality of all project components through continuous and close coordination and feedback to the project team;
(5) Promote innovative approaches and interventions in the project;
(6) Develop detailed implementation plans and support the project team in achieving the set objectives;
(7) Ensure coordination with CIHQ and flow of technical support for quality project implementation; 
(8) Identify operational challenges in the project and ensure timely interventions and support to overcome the same in close coordination with project team and CIHQ.
(B) Partnership Management: 
(1) Identify existing and emerging State, District, and local level stakeholders for partnerships; 
(2) Develop formal and working relationships with identified stakeholders in the government, private, academic and NGO sectors; 
(3) Understand stakeholder mandates and activities to leverage the same for TARINA implementation.
(C) Advocacy and Representation:
(1) Represent the project in TARINA’s Management Committee;
(2) Represent the project in relevant external committees to create awareness and buy-in of the project;
(3) Advocate existing and potential stakeholders about project deliverables, methodologies, studies and findings emanating from the project.
(D) Team Building: 
(1) Supervise the project team and ensure necessary coordination, positive spirit, and support within the team;
(2) Identify training needs and opportunities for the project team and ensure capacity building of the staff;
(3) Ensure project staff are highly motivated and high performing;
(4) Develop development and performance plans for the staff and support them in achieving the same; 
(5) Mentor and handhold project team with regular feedback, inputs and support;
(6) Be responsible to develop effective individual personnel development and project related training plans; for enhancement of staff skills and to increase their capacity for high quality performance;
(7) Facilitate and be responsible for recruitment and timely placement of team;
(8) Engage with project team to ensure timely performance management;
(9) Provide supportive supervision and management support to Team: planning, monitoring and program reviews;
(10) Be familiar with the Performance Management System to have Annual KRA/ Individual Operating Plan established with direct reportees, conduct their mid-year reviews and annual appraisals;
(11) Ensure role clarity at all levels within the team; 
(12) Ensure synergetic and long term working relationships between CARE India, TARINA Consortium members and stakeholder organizations.
(E) Finance and Administration Oversight:
(1) Lead the development and ongoing review of annual work plans and month & intervention wise budgets to ensure that annual milestones are met within the approved budget;
(2) Ensure that the project resources are used fairly and effectively;
(3) Coordinate with the Project Support Manager and ensure required project support is delivered to the project on time;
(4) Ensure that CARE policies and procedures are adhered to by the project and its staff;
(5) Undertake monthly MIS review and follow-up action.
(F) Financial Management:
(1) Responsible for all financial transactions for the state;
(2) Facilitate and ensure timely reporting and recording of all the financial transaction;
(3) Support in timely reporting and compliance;
(4) Facilitate audits in the state with support of District Team Leaders and ensure audit compliance.
(G) Gender Equity & Diversity:
(1) Promote and integrate organizational GED strategies in team and project;
(2) Integrate strategies, policies and practices that promote real change at all levels of the organization with GED at its centre;
(3) Establish mechanisms that ensure continuous progress in team/project on GED.
(H) Physical and Financial Completion of Projects: 
(1) Develop state and district level annual physical and financial detailed implementation plans (DIP) for the project;
(2) Support development of Standard Operating Practices (SOPs) required for smooth implementation as per agreed timelines;
(3) Undertake regular field monitoring towards accomplishment of deliverables (approx. 40% time);
(4) Understand reasons of variance and address them with feedback;
(5) Conduct regular team meetings;
(6) Ensure timely compliance of CARE India’s policies and procedures;
(7) Ensure timely reporting, recording and monitoring of financial transactions and documents as per SOP and CARE India’s policies; 
(a) Oversight of all financial transactions;
(b) Facilitate and ensure timely financial transactions;
(c) Facilitate audits and ensure compliance.
(I) Reporting:
(1) Ensure baseline, midterm and end line studies are conducted;
(2) Be responsible for state level documentation, consolidation of data & submission of progress reports and other reports; 
(3) Ensure quality of data collection and periodic verification with the support of M&E team;
(4) Ensure timely submission of quality donor reports.
(J) Emergency Response & Disaster Preparedness:
(1) Required to provide support and undertake specified emergency assignments identified as part of theCARE India’s Roster for Emergency Deployment during the time of disasters/emergencies;
(2) Undertake the specified role and responsibilities identified as a part of the CARE India Emergency Roster;
(3) Be familiar with CARE emergency protocols and respective roles as per the functional area under which member has been nominated.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:        
Qualifications:
Post graduate degree in Agriculture, Horticulture, Rural Development, Rural Management, or Forestry Management, preferably with a Management Degree.
Experience:
(1) Minimum eight years of experience working in agriculture/rural development project at the State/ National level; 
(2) Prior work experience in action-research, working with the Government agriculture system/ schemes and managing consortium based projects, will be an added advantage.
Skills:
(1) Strong project management skills;
(2) Demonstrated dynamic leadership; motivator and mentor to teams; and ability to manage complex situations;
(3) Good written and verbal communication; 
(4) Good administrative and multi-tasking skills;
(5) Result-oriented and ability to work within timelines;
(6) Well versed with cross cutting themes (Gender, Governance and Resilience);
(7) Excellent inter-personal and networking skills;
(8) Knowledge of Odiya will be an added advantage.
