2. ORGANIZATION BACKGROUND:
The Population Foundation of India (PFI) is a national, non-government organization at the forefront of policy advocacy and research on population, health and development issues. It spearheads advocacy efforts and works as a think-tank dedicated to promoting and advocating the formulation and implementation of effective gender sensitive population, health and development policies, strategies, and programs, across the country.

PFI is recognized as a key voice on family planning (FP) and reproductive health, and has been supporting the Government of India (GoI) in refining and successfully implementing FP policy and programmes.
PFI is providing support to the Ministry of Health and Family Welfare (MoHFW), GoI, for strengthening the Jansankhya Sthirata Kosh (JSK).
JSK is currently engaged in the process of reviewing and revising its existing strategies and policies and providing lead inputs to FP efforts as a National Master Franchiser (NMF). PFI is seconding two full-time consultants, who shall be working closely with JSK at the state level to support this process, providing technical and strategic support for the implementation of JSK programmes and strategies.

Project Background
JSK is an autonomous body under MoHFW, constituted pursuant to the recommendations of the National Commission on Population in 2003. JSK’s mandate is to promote and undertake activities aimed at achieving population stabilization at a level consistent with the needs of sustainable economic growth, social development and environment protection, by 2045. Its role is to advocate on population and related issues, as well as promote and support innovative ideas in the government, corporate and voluntary sectors, with a view to achieving objectives articulated in the National Population Policy of 2000.
Besides other strategies, JSK’s efforts are now focused on increasing access and service uptake through the streamlining of Public Private Partnerships (PPP), in the states of Uttar Pradesh and Bihar. JSK is in the process of implementing a Social Franchising Scheme (SFS), leveraging support from private providers through Social Franchising Organizations (SFOs). The implementation of this scheme requires decentralized operations by the establishment of state offices, apart from extensive techno-managerial support for ensuring the smooth operationalization of the proposed SFS.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Mission Directors- State Offices and Executive Director-JSK, the State Managers shall be in-charge of the concerned state unit and work towards strengthening of the JSK state chapter for the implementation of the SFS plan, through close coordination with state and district officials and MoHFW/ JSKat the national level.
S/he will facilitate all administrative operations, monitor activities and facilitate the financials of the state JSKUnit. The positions shall be based within the State Health Society offices at the concerned states. The incumbents shall also be provided support and guidance by the Joint Director Advocacy, PFI.
Key Job Responsibilities:
(A) Administrative and Coordination:
(1) Support the coordination and management of state office operations;
(2) Assist in the development and implementation of the SFS plan with SFOs, including the setting of milestones and timelines;
(3) Facilitate coordination, as per requirement, with state and district officials, as required by JSK;
(4) Facilitate the accreditation and validation of Private Health Providers (PHP’s) including empanelment of service providers for sterilization with the State/ District authority;
(5) Preparation of monthly progress report for JSK, State Health Society, District Health Society and other concerned parties.
(B) Financial Management of State Chapter Activities:
(1) Facilitate financial disbursement to the agencies including SFOs, as necessary;
(2) Assist VA/ DQAC/ SQAC in scrutiny and validation of claims, as required.
(C) Training and Orientation:
(1) Provide support in technical assistance for capacity building.
(D) Program Monitoring and Logistics Management:
(1) Facilitate compliance with quality standards in services as laid down by GoI;
(2) Assist in forecasting and monitoring the availability of commodities, as required;
(3) Any other work assigned by JSK HQ from time to time.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have a Master’s degree in Social Science, Social Work, Public Health, Development Studies, or other related field from a reputed educational institution.
Experience:
(1) At least 6-8 years of experience in Social Marketing and Social Franchising of Family Planning and Reproductive Health Services in India;
(2) Strong experience of working with government authorities, multiple stakeholders, vendors etc.
Skills and Competencies:
(1) In-depth understanding of FP issues at the policy and community level is essential;
(2) Good knowledge of health systems in UP/ Bihar;
(3) Ability to effectively manage relationships with government officials, NGOs/ coalitions, community groups and other stakeholders;
(4) Ability to work independently.
5. COMPENSATION OFFERED:
Gross compensation for the position is attractive. The offer made to the selected candidate shall be commensurate with qualifications, experience and salary history.
