2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.
Project Background

As per the IDA’s Country Programme Document 2018-22, the IDA’s Programme Effectiveness Programme will ensure that the Country Programme is efficiently designed, monitored, managed and supported. It covers cross-sectoral support to all programme components, programme coordination, social and behavioral change communication, advocacy and partnerships, aimed to facilitate public dialogue/engagement, enable knowledge sharing and create an enabling environment and linkages to enhance the uptake of social services and nurture positive behaviors.
Output 4 on Communication, Advocacy and Partnership (CAP) states that Partners and IDA staff are provided tools, guidance and resources for effective communication on child rights issues with stakeholders in support of the overall goal of the country programme and the programme outcomes.
The overarching goal for Communication, Advocacy and Partnerships is to put the rights and well-being of India’s most disadvantaged children at the heart of social, political and economic agendas, in line with IDA’s equity focus to support shifts in public discourse and policy, fuel social engagement and increase private and public resources for children.  Therefore, IDA's voice reach and public engagement is progressively increased and strengthened to position IDA India as the leading expert, advocate and actor for children, and strategic partners have increased knowledge, capacity and opportunities to effectively advocate for child rights.
Through Communication, Advocacy & Partnerships (CAP), IDA Bihar aims to create an enabling environment for social and policy change to the benefit of children. This would be done through public and private dialogue and engagement, as well as strategic advocacy through partnerships and networks that will help influence the decision makers and key stakeholders. By using evidence-based advocacy messages and communication assets for raising the profile of children in the public domain, and in policy dialogue, IDA India aims to build a social consensus for policies, laws and resource allocation in support of the rights of women and children and to accelerate achievement towards the Sustainable Development Goals.
This entails technical support to programme clusters in the conceptualization/ development of communication strategy and plans for the thematic advocacy initiative/ campaign in coordination with respective government counterparts and stakeholders/ influencers (Legislators, Faith-based organizations, corporates, celebrities, media and civil society).
The operationalization of the above, however, requires carrying out of very specialized tasks viz. undertaking stakeholder analysis, coordinating the organization of consultations, workshops and advocacy events at state and district level, developing/ customizing advocacy and communication materials (in English and in local language) and documentation of human interest stories in a range of print, audio-visual and online formats.  The required communication material/ documentation is expected to meet IDA’s style requirements and standards. 
Given the challenge and the need for the above very specialized communication support for planned advocacy initiatives of different sectors, a senior consultant, with expertise and experience in development communication and documentation, especially in local language (Hindi) as well as English, is required at the state level. The Consultant will work under the guidance and supervision of A&C Specialist.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the overall guidance of the Advocacy and Communication Specialist, Patna -  Bihar; GoB counterparts Health, SW, PHED, Education of the International Development Agency, the State Consultant- Communication and Documentation of Advocacy Initiatives on Child Rights Issues (SC-CDA) shall be responsible for providing strategic guidance and technical support for advocacy on priority children's issues, with a focus on rights-based approach, social inclusion, gender and equity perspective.
Key Job Responsibilities:
Undertake the following, under the technical guidance of A&C Specialist IDA and in coordination with relevant client officials and the GoB Departments:
(1) Support in developing a calendar of key advocacy events with key stakeholders/ influencers related to key child rights, value of girl child and key programme priorities and cause frame work/flagship events;
(2) Develop and update database of relevant stakeholders/ influencers/ networks viz. Legislators, faith based organizations, corporates, artistes, celebrities, civil society, media and adolescent/ youth groups, with profiles of key people;
(3) Undertake a stakeholder analysis/ profiles for key stakeholders/ influencers through primary/ secondary information sources including media reports, in the context of the planned advocacy initiatives, and accordingly develop an engagement plan for planned advocacy;
(4) Support in organising advocacy initiatives/ campaigns/ coalition meetings/ consultations/ training workshops/ visits/ network meetings in coordination/ partnership with clusters, government counterparts/ stakeholders as per the plan;
(5) Support in establishing, coordinating and monitoring thematic partnerships/ forums /networks for public advocacy/ influencer engagements;
(6) Support in compiling/ editing / customizing and pre-testing of communication/ advocacy material required for the event/ campaigns  (viz. factsheets, backgrounders, presentations, updates, reports, literature reviews, research synopsis, child-friendly versions – print, audio-visual, digital) as per IDA style / branding guidelines;
(7) Undertake documentation of programme initiatives (viz. From the field stories, children/ adolescent voices, photo-essays, brief reports, feature articles/ multimedia/ AV material/ films) for sharing with partners, media and for websites/ social media/ newsletters as per IDA style/ branding guidelines;
(8) Support with development of dissemination strategy and its execution for advocacy material/ documentation reports/ AV products;
(9) Support editing/ translation, formatting/ layout of different advocacy products, reports and documentation material as per IDA guidelines/ standards in coordination with graphic designers/film-makers;
(10) Provide any other support as required by A&C Specialist for advocacy and communication on priority issues and child rights.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have a Masters degree or equivalent in Social Sciences with post-graduate diploma in communication / journalism/ human rights/ child rights/ film production or related disciplines;
Experience:
(1) Minimum eight years' experience of working on development issues/ programmes especially those related to children, women and socially excluded communities;
(2) Experience of working with UN/ INGOs would be an advantage;
(3) Prior experience of coordinating state level communication events and building alliances with different stakeholders (Legislators, Government, celebrities, NGOs/CBOs, community, media and children/ adolescents) in Bihar shall be preferred.
Skills and Competencies:
(1) Good knowledge of communication approaches and tools, including social media;
(2) Excellent communication skills including documentation, translation and editing skills in a range of formats/ styles (including print, audio-visual multi-media, web formats) - in Hindi and English;
(3) Knowledge of latest technology and channels for print, electronic media and online/social media;
(4) Proficient in using computer applications such as MS office, coral draw and internet (including Hindi typing), photography; videography and video-editing/ film production skills would be an asset;
(5) Willingness to travel within and outside Bihar;
(6) Strong ability to work well both independently and in teams;
(7) Ability to meet competing priorities/ deliver on multiple deadlines;
5. NATURE OF ENGAGEMENT:
The SC-CDA shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Professional fees of the selected candidate shall be Rs. 60,000/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SC-CDA).
7. LOCATION: Patna with need base travel to field.
