2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.
Project Background

Bihar contributes about 11% of the total neonatal death in India. At the state level, the neonatal mortality rate is 27 as compared to the national average of 24 (SRS 2016).The percentage of neonatal deaths to infant deaths is 65 per cent and to under five deaths is 49 per cent at the state level. Early neo-natal mortality rate i.e. number of infant deaths less than seven days of life per thousand live births forms is an important component of infant mortality rate and more specifically of the neo-natal mortality rate. At the state level, the early neo-natal mortality rate for the year 2016 has been estimated at 21. Three major causes contribute to about 85 per cent of all deaths in the newborn period: pre-maturity and low birth weight, birth asphyxia and infections. Most of the causes of deaths in the newborn period can be prevented or managed by households, communities and health facilities. But they are often unable to provide the required care. Health facilities are often ill equipped to provide essential newborn care to all newborn and special newborn care to sick newborns.
Since 2010, Govt. of Bihar has been implementing many effective strategies and high-impact interventions persistently to reduce newborn deaths. Govt. of Bihar adopted the IDA model of Comprehensive Newborn Care Initiative (CNCI) with the priority agenda to establish Facility Based Newborn Care (NBCC) at various levels of health care facilities to provide essential care to every newborn and special care to sick and small newborns
As of date, 21 units are functional in the state and there is need to strengthen data recording, monitoring and analysis of data for policy decisions. To address the issue, IDA is supporting State Health Society, Bihar (SHSB) with SNCU Online Data Management and Follow-up Tracking Software which has been up scaled by GoI across the country.
The current assignment is to ensure the implementation of online data software in all the SNCUs and to monitor the data quality and the data analysis of the SNCU data across the state.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the overall guidance of of SPO-Child Health, SHSB of the International Development Agency, GOB the State FBNC Data Analyst, International (SFDA) shall be responsible to build capacity of data operators of SNCU and Call Centre for correctly recording data in the prescribed software and compilation of monthly reports. S/he shall be ensuring timely data flow from District to State for performance feedback and corrective actions after compilation and analysis of received data. S/he shall be supporting implementation and use of online monitoring system of SNCU data.
Key Job Responsibilities:
(1) Assist FBNC Cell of SHSB in strengthening and streamlining SNCU software;
(2) Ensure timely and qualitative data entry in SNCU Online Software by Data entry operators;
(3) Perform data analysis and produce reports (weekly/ monthly/quarterly) in various formats including graphs, charts etc. as required;
(4) Based on SNCU Software analysis, regular and timely communication with districts in coordination with NHM and State level consultants placed in FBNC cell;
(5) Coordinate with district level operators regarding training needs, troubleshooting and good practices;
(6) In coordination with the State FBNC cell, maintain and further develop the structure or format of the database as required, incorporating ideas and amendments from NHM/IDA;
(7) Maintain strict confidentiality in all aspects of the work;
(8) Undertake any other tasks assigned by the Supervisor.
Qualification:
Applicants must have PGDCA/BCA/MCA with qualification in Statistics or M.Sc. in Statistics OR MBA in Information Technology (IT) OR Graduate in any discipline with courses in Epidemiology.
Experience:
(1) Minimum three years' experience in managing large scale data, preferably experience with Child Health / Maternal Health Data;
(2) Management experience, good interpersonal communication skills would be an advantage.
Skills and Competencies: 
(1) Good understanding of health care delivery structure in India;
(2) High level of computer proficiency with specific familiarity with commonly used Windows and MS Office software and database software;
(3) Excellent oral and written communication and presentation skills in English and Hindi;
(4) Demonstrated ability to work in a multi-disciplinary team environment with strong facilitation skills, ability to analyze reports, plan and monitor projects.
5. NATURE OF ENGAGEMENT:
The SFDA shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Professional fees of the selected candidate shall be Rs. 58,850/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SFDA).
7. LOCATION: Patna with need base travel to field.

The consultancy assignment will be effective from the date of joining till June 30, 2018.
