1. POSITION VACANT: Accounts Officers (AO-SAMS), Recruitment and Payrolling project with one of the UN Client, Chhattisgarh, Jharkhand, Bihar, Madhya Pradesh and Odisha (5 vacancies)
2. BACKGROUND:

3. JOB DESCRIPTION/ RESPONSIBILITIES:
The Accounts Officer (AO) shall coordinate closely with, representatives of the Client and SAMS’ staff in the State and Head Office (HO) Finance Team in New Delhi, for the successful execution of the Project, awarded by the Client to SAMS, with emphasis on accounting, financial, administrative and logistics components. The AO shall also support other consultancy projects awarded to SAMS in the States and/or the submission of proposals by SAMS for the award of more consultancy projects in the state.
Key Responsibilities:
(1) Accounting & Checking and Processing of Travel Claims:
(a) Managing directing and coordinating day to day financial activities;
(b) Maintaining accounting books as required in relation to the project regarding expenses, incomes, assets and liabilities of local office in routine manner;
(c) Checking and ensuring timely submission of invoices for Professional Fees of Technical Consultants;
(d)  Vehicle Agency Management covering aspects like Contractual Issues, Consistency of Vehicle Agency Bills with Approved Travel Plans of TCs, Dealing with Instances of Inefficiency or Non-Provision of Service;
(e) Check all claims from technical consultants for availability of supporting, compliance with guidelines and entitlements, administrative approval of travel plans, etc.;
(f) Timely coordination with project staff for obtaining all bills relating to project expenses and maintaining relevant hard copies, as well as electronic records of the same;
(g)  Ensuring TDS/Service tax deductions from the professional fee of Technical Consultants;  
(e) Guiding the consultants and other project staff with matters related to finance and accounts;
(f) Any other Task Assigned by your reporting officer at Head Office.
(2) Field Verification of Voucher/Bills;    
(a) Ensure that vouchers submitted by the technical consultants are correct and should be checked and verified;
(b) Vouchers submitted (based on number of vouchers), be randomly checked and any finding of misappropriation of funds must immediately be reported.
(3) Coordination with Programme /Government Officials and Head Office: 
(a) Coordinating with Programme Officials for approved financial and other related information;
(b) Coordinating with the HO on all finance and accounting related matters;
(c) Preparation of monthly MPDR/Time sheets for Project Staff at the State;
(d) Providing information and coordinating with internal/external auditors and sharing information in consultation with Head Office finance team.
(4) General Office Administration: 
(a) Handling general day to day activities of local office and related matters;
(b) Maintenance of good office environment;
(c) Co-ordination with head office for scouting local vendors for various services such as vehicle arrangements, venue arrangements for meetings/orientations etc.
(5) Reporting: 
(a) Preparing periodic financial report for the project activities and updating the same to specified persons at HO;
(b) Assisting in preparation of financial management reports related to travel, temporary assistance etc. and reconciliation of customer and vendor accounts;
(c) Reporting other general official and local activities which may impact working environment or affect discharging of official duties.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Applicant must be a graduate with 2-4 years of experience in finance and accounts operations.
Skills and Competencies:
(1) Must have proficiency knowledge in computerized accounting programs,
(2) Strong skills in preparation of financial statements and financial reports
(3) Good oral and written communication skills in English; Good inter-personal skills
(4) Strong Excel skills;
5. COMPENSATION OFFERED:
Offers to selected candidates shall be commensurate with qualifications, experience and salary history.
