1. POSITION VACANT: State Child Health Consultant, International Development Agency (IDA), Patna, Bihar
2. ORGANIZATION BACKGROUND:
Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.
Project Background

The confluence of key factors creates a pivotal opportunity to accelerate progress towards achieving the Government of Bihar’s (GoB) 2018 targets for reductions in rates of mortality, fertility and malnutrition and increase in immunization coverage.
These factors include:
(1) Consistent political support from GoB to improve the health of women and children, exemplified most recently by the launch of the Human Development Mission (Manav Vikas Mission) under the chairmanship of Chief Minister in the state;
(2) Recent launch of the Government of India’s (GoI) RMNCH+A strategy;
(3) Agreement with GoB on a Common Minimum Package (CMP) formulated by all development partners to support these goals;
(4) Coordinate and facilitate roll out of IAPPD across the state.
Quality of health services is a major thrust of good governance. Government of Bihar is committed to improve the quality of services being provided at the facilities to achieve better health outcomes for its people. Child health is one of the priorities of the state. National schemes such as Facility based IMNCI, Janani Shishu Suraksha Karyakram (JSSK) are being operational in Bihar emphasizing child health.
IDA, being a valued partner of GOB, is keen to provide technical and managerial support to attain the SDG 3 and implementation of Integrated Action Plan for Prevention and Control for Pneumonia and Diarrhoea (IAPPD) is a step forward to accelerate the efforts. Needless to mention, any good policy, guidelines or action plan requires effective implementation to get best of it.
The role of State Child Health Consultant is crucial along with other development partners who will work closely with GoB to develop effective strategies to achieve GoB’s 2018 targets for reductions in rates of mortality, fertility and increases in immunization coverage.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Key Job Responsibilities:
(1) Work closely with SHSB in providing technical support to a range of child health interventions, particularly diarrhea and pneumonia management at the community and facility levels;
(2) Work closely with DHS of IDA supported districts for implementation of IAPPD interventions;
(3) Support the preparation of operational guidelines, tools, training and communication materials related to IDCF campaign, Rashtriya Bal Swasthya Karyakram (RBSK), and other child health interventions;
(4) Support SHSB for strengthening ARSH clinics under RKSK program;
(5) Support the DHS and DPMU to identify/renovate/establish DEIC at the district and its functioning;
(6) Work closely with the new-born care expert to ensure seamless integration of neonatal and child health interventions in programs;
(7) Plan activity implementation aligned with State Action Plan and strengthen MIS based tracking of RBSK program;
(8) Work closely with the monitoring systems to ensure that child health related indicators and correctly and adequately captured in the monitoring data;
(9) Track progress in implementation and results of child health interventions based on the range of available data sources, and direct observations in the field, and produce analyses for review and mid-course corrections of these interventions.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
(1) Applicants must have a MBBS with Master’s degree (MPH, MBA, Health management)/ AYUSH with master’s degree (MPH, MBA, Health management;
(2) Specialization in Pediatrics is preferred.
Experience:
(1) Minimum least 10-12 years of Public Health experience in the area of Child Health;
(2) Minimum two years of progressively responsible professional experience in the management of child health programs at the state and national level, especially in supporting large public health programs;
(3) Prior clinical working experience in managing childhood illnesses in facilities and direct program experience (designing/training/monitoring/evaluating) in diarrhea/pneumonia management or FIMNCI shall be preferred;
(4) Experience in undertaking research studies shall be an added advantage.
Skills and Competencies:
(1) Demonstrated experience and knowledge of child health programs and policies in India;
(2) Demonstrated expertise in strategic program planning, implementation and Technical Assistance provision;
(3) Proven ability to conceptualize, analyse, innovate, plan, write and execute ideas, as well as impart knowledge and skills;
(4) Demonstrated ability to objectively analyse data and has an eye for detail;
(5) Demonstrated ability to present complex data into simple understandable information for diverse audience;
(6) Excellent interpersonal, communication and presentation skills;
(7) Ability to function effectively as a team member;
(8) Demonstrated learning agility, pro-activeness and openness to embrace new technologies at work;
(9) Fluency in Hindi and English is essential;
(10) Candidate should be willing to travel in state of Bihar for more about 30% of time.
5. NATURE OF ENGAGEMENT:
The SCHC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Professional fees of the selected candidate shall be Rs. 1,25,000/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SCHC).
7. LOCATION: Patna with need base travel to field.

The consultancy assignment will be effective from the date of joining till June 30, 2018.
