Our client is a respected, International Development Agency, that works across the globe to promote children's survival, protection and development.
Project Background

Improving the maternal and child health and their survival are central to the achievement of national health goals under national rural health mission as well as Millennium Development Goals 4 and 5. To bring greater impact, it is important to recognize that reproductive, maternal and child health cannot be addressed in isolation as these are closely linked to the health status of the population in various stages of the life cycle.
As a follow up to the ‘Call to Action (TA) Summit’ on 7-9 February 2013 by the Government of India, the Ministry of health and Family Welfare is launching a Three year national campaign- the “1000 day campaign” to provide a special focus on health and health-related system strengthening to influence key interventions for the prevention and treatment of diseases that result in unacceptably high levels of maternal, infant and under-five mortality and morbidity in India’s high-risk and vulnerable communities.
The overarching goal of the campaign is to endure that Bihar, while securing existing progress, achieves the of National Health Policy target of achieving 23/1000LB for Under- five mortality rate by 2025 and a MMR of 100 per lakh live births by 2020. This initiative which comprises of interventions and a robust communication campaign will be implemented in 10 high priority districts of Bihar, selected based on the health and social indicators for children and their mothers. Two districts (Purnea and Gaya) have been allocated to IDA, where we need to provide technical support to accelerate implementation of the RMNCH+A strategy. This will require capacity building at district and state level of Government, partners and IDA to evidence-based planning and programming.
3. JOB DESCRIPTION/ RESPONSIBILITIES:
Under the overall guidance of the Health Specialist , Bihar of the International Development Agency, the State RMCNH+ A Unit (SRU) Coordinator shall be responsible to  provide technical support to the State RMNCH+A Cell in the Implementation of C2A in the 10 C2A districts and support the two C2A districts allotted to IDA to build up the capacity of the district and regional program officers, consultants and partners on the evidence-based approach to planning, programming and monitoring at district level.
Key Job Responsibilities:
(1) Facilitation and capacity building on bottleneck approach, for evidence-based situation analysis of the essential interventions in most deprived population in the C2A districts;
(2) Regular block monitoring under RMNCH+A and action planning with the corresponding DHS for improvement in delivering quality RMNCH+A services in all HPDs, specially Gaya and Purnea districts;
(3) Assist with the compilation, reporting and dissemination of the supportive supervision results, thus ensuring that the feedback is acted upon;
(4) Visit the allotted C2A districts along with the government officials and support the districts in filling bottlenecks identified and planning regular supportive supervision.
(5) Support the SHS, Program Officers, DPMU, District M&E Officer to identify district level bottlenecks in RBSK implementation;
(6) Support SHS to prepare for the State Consultation and periodical review of all District RBSK initiative;
(7) To facilitate the capacity development of service providers on community-based interventions;
(8) To undertake field-based monitoring of the VHSND sessions;
(9) Analysis of data from HMIS as well as supervisory visits and sharing it with the state RMNCH Cell.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must have a Post graduate (MBBS, MD) in Paediatric, PSM, O&G or Medical Graduate.
Experience:
(1) Minimum least 10-12 years’ experience in Public health;
(2) Experience in planning and management of Public Health programmes, preferably with experience in both training and monitoring aspects shall be preferred;
Skills and Competencies:
(1) Good knowledge of computer software (Word, Word Perfect, Excel and Power Point);
(2) Fluency in English and local language;
(3) Good written and verbal communication skills;
(4) Good negotiation and facilitation skills, as well as ability to work collaboratively with diverse partners, an added advantage
5. NATURE OF ENGAGEMENT:
The SRUC shall be hired on a consultancy contract through Strategic Alliance Management Services P Ltd. (SAMS), a respected HR Agency.
6. PROFESSIONAL FEES:
Professional fees of the selected candidate shall be Rs. 1,24,000/- per month for the period of the consultancy assignment. (Note: Subsistence, Mobility and Contingency support shall be separately provided, to address field travel and related costs incurred by the SRUC).
7. LOCATION: Patna with need base travel to field.

The consultancy assignment will be effective from the date of joining till June 30, 2018.
