2. BACKGROUND:
The United
Nations Industrial Development Organization (UNIDO) is the specialized
agency of theUnited Nations that promotes industrial development
for poverty reduction, inclusive globalization and environmental
sustainability. The mandate of UNIDO is to promote and
accelerate inclusive and sustainable industrial development in developing countries
and economies in transition.
The
Partnerships and Results Monitoring Branch (PRM) within the Programme
Development and Technical Cooperation Division (PTC) acts as the Strategic
Office of the Managing Director, PTC; it coordinatesUNIDO partnerships
with firms, development finance institutions and multi-lateral funds, and leads
cross-divisional efforts to raise operational efficiency and improve results
monitoring.
The
International Centre for Inclusive and Sustainable Industrial Development
(ICISID) assists the Government of India and
governments of other developing countries in enhancing their technological
performance in numerous industrial sectors, including advanced manufacturing
technology, and the promotion of North-South and South-South cooperation and
building up of partnerships for ISID. The Centre advances manufacturing
productivity as well as improves the quality of goods produced. The
competitiveness of firms is promoted and enhanced through the transfer of
appropriated manufacturing technologies through South South and Triangular
Cooperation schemes.

selected suitable candidates for this vacancy.

JOB DESCRIPTION/ RESPONSIBILITIES:
The
incumbent is required to work in close collaboration with the Government of
India and UNIDO on the development of strategic framework of ICISID to
ensure its work is fully aligned with industrial development strategies and
plans of the host country as well as in line with requirements of assisted
countries. He/she needs to explore the modalities to establish the position the
Centre as viable and sustainable provider of services to support India’s and
other countries’ national and industrial development strategies. Particularly,
he/she will facilitate and promote UNIDO’s mandate on ISID in
numerous industrial sectors, including advanced manufacturing technology,
through South-South and Triangular Cooperation schemes.
Under
the direct supervision of the UNIDO Representative in India at
the UNIDO Regional Office for South Asia, New Delhi, India,
and working daily with the Deputy Director ICISID, the Director/National
Programme Officer shall be responsible for overall management and
operation of the ICISID, in order to facilitate smooth
administration and implementation of the ICISID work
programme. He/she will also work for programme/project development and
implementation with technical and substantive guidance of the programme
managers responsible for advanced manufacturing technology and for South South
and triangular industrial cooperation at the UNIDO HQs for
programme. His/Her duties shall be performed in accordance with UNIDO’s
applicable rules and regulations and the present job description.
The UNIDO Staff
Performance Management System reinforces the collaboration within formal units
as well as among cross-functional teams. In this context, the incumbent
collaborates with his/her supervisor and colleagues, within as well as outside
the unit. Within the formal teams, the incumbent may be expected to backstop
other team members as required.
Key
Job Responsibilities:
(1)
Managing the administrative, financial and personnel resources for the
operation of ICISID. Assisting the UNIDO Representative
in administering the operational budget and overseeing the staff;
(2) Developing the work programme and ensure its implementation as well as its monitoring; Preparing required progress reports, documents necessary for technical review meetings and project steering committee meetings. Organizing in support for the Government of India the Steering Committee meeting and preparing the inputs required by technical Project Managers at the HQs;
(3) Overseeing, together with the Deputy Director of ICISID, the coordination between the governments of assisted countries and UNIDO for the implementation of projects and programmes in those countries;
(4) Ensuring close coordination and cooperation between the Government of India and UNIDO for the operation of ICISID, and facilitating communication among concerned stakeholders for the implementation of projects and programmes in India.
(5) In close collaboration with Government of India, UNIDO Headquarters and relevant industry associations, identifying advanced manufacturing technologies required for industries in India; For South-South and triangular cooperation purposes, also identifying countries where the Indian best industrial practices and solutions could be introduced;
(6) In close collaboration with Government of India and relevant industry associations, assist in the identification and development of industrial sub-sector-specific technical cooperation projects focusing on technology transfer and upgrading of SMEs;
(7) Organizing and participating in various global forum activities, such as technology fairs, technology expos, and/or South-South/international cooperation for industrial development, with a view to promoting the best technological and industrial practices in India for possible transfer, replication and scaling up, as well as increasing awareness of advanced technologies for potential use in India;
(8) Organizing outward and inward study tours of both Indian and developing countries manufacturing SMEs to best-practice institutions and companies abroad;
(9) Ensuring active participation of Indian industry associations and financial organizations both for programmes of technology upgrading in India and cooperation programmes in other countries;
(10) In collaboration with UNIDO Regional Office in India and UNIDO HQs, actively participate in the consultations and negotiation for fund mobilization for the activities of ICISID in and outside of India. This includes the assistance to technical programme managers at the HQs in identifying potential donors, including private sector and development banks in and outside of India;
(11) Where needed and opportunities arise, ensuring close operational linkages between ICISID and otherUNIDO projects and programmes in and outside of India through existing UNIDO field office network, with a view to optimizing the use of resources and contribution to UNIDO’s overall objectives.
(12) Promoting active provision of information on and presentation of ICISID operation and programmes with specific emphasis on creating network, strengthening interaction and linkages with the international industrial community;
(13) Perform other duties as required.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must possess a University, Masters Degree or higher in Engineering/ Science and/ or Economics.

Experience:
(1) Five years of proven experience in the field of industry;
(2) Experience in project formulation, design, implementation, monitoring and evaluation of projects, also at the policy level. To this end, experience gained in relation to promotion of inclusive and sustainable industrial development would constitute a distinct asset;
(3) Experience in handling Intellectual Property Rights related to national and international issues, would be an asset;
(4) Experience in working with national/intergovernmental organizations involved in enhancing productivity and competitiveness of industrial enterprises in developing economies.
(5) First-hand experience of activities related to poverty alleviation in developing regions is desirable;
(6) Experience in and good understanding of the UN system and/or the Government of India is desirable.

COMPENSATION OFFERED:
The
minimum gross remuneration budgeted for this position is Rs. 20.63 lacs per
annum. Offers shall be commensurate with the qualifications, experience and
salary history, of the selected candidate.
