2. BACKGROUND:
Population Foundation of India (PFI) is a respected Indian non-profit at the
forefront of policy advocacy and research on population issues in the country. PFI was established in 1970 by a
group of socially committed industrialists, led by Mr. J R D Tata and Dr.
Bharat Ram.
Initially focused on promoting family planning to usher in the
small family norm, PFI today works on a wider canvas that
includes population stabilisation and sustainable development, with a
gender-sensitive and rights-based approach.
PFI partners
with the Indian government, collaborating with central, state and local
government institutions for the formulation of gender sensitive population,
health and development policies and their implementation.
Working with NGOs, PFI reaches out to the underserved and the
unserved areas of the country, with a special focus on the eight Empowered
Action Group (EAG) states of Bihar, Jharkhand, Madhya Pradesh, Chhattisgarh,
Rajasthan, Odisha, Uttar Pradesh and Uttarakhand.
PFI brings
together professionals from the government, civil society, academia and the
media and across sectors to discuss and debate issues related to family
planning, maternal health, gender-based violence, community monitoring and
urban health.

3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Executive Director and a part of top management, the Director-
Finance and Administration (DFA) will provide strategic, financial
management and leadership to the organization, ensuring appropriate systems,
procedures and controls are in place, to support the continued growth of the
country programme.
S/he shall manage three direct reportees and have functional
responsibilities on financial matters for all programme and projects. S/he
shall also be responsible for managing the organization’s annual budget of
around Rs. 30 crores and annual investments of about Rs. 35 crores.
Key Job Responsibilities
A. Treasury
(1) Coordinate and maintain a cash flow management and forecasting system whereby adequate funds are made available for programme needs;
(2) Manage investments, debtors, creditors and advances/ reimbursements from donors and their accurate recording and reconciliation;
(3) Ensure that all statutory requirements are met on time, e.g. TDS, VAT, PF, Service Tax, etc., in addition to filing of required Returns (TDS, EPF, Income tax, Service Tax, etc.)

(1) Ensure timely preparation of annual operational and capital budgets, as the basic guiding tool for the optimal use of PFI’s resources to achieve the organization’s objectives;
(2) Monitor expenditure trends and provide timely advice on potential over/ under spends to programme managers and senior managers, for enabling adjustments to their plans, if required;
(3) Monitor programme support costs and ensure they are in line with agreed budget plans, to ensure that resources are used efficiently and effectively;
(4) Maximize resources and funding to ensure that optimal value for money is attained for the organization.

C. Financial Management and Reporting
(1) Ensure accurate and timely preparation of the organization’s financial management accounts;
(2) Prepare donor financial reports in line with donor reporting requirements and standards;
(3) Coordinate the financial audit, preparation of statutory accounts and annual reports for senior management and PFI’s Board.

D. Information Systems and Internal Controls
(1) Ensure organizational internal controls and systems are maintained and adhered to;
(2) Ensure any changes in legislation or organizational structure are reflected immediately in the internal controls and systems.

E. Administration, Legal & IT
(1) Oversee general administration and manage a large team engaged in administration and facility management services;
(2) Oversee renting of the premises and ensure legal compliances;
(3) Ensure robust procurement guidelines, conforming to good practice and donor requirements;
(4) Ensure procurement processes maximize ‘Value for Money’ for the organization;
(5) Provide/ arrange for appropriate legal counsel, as and when required;
(6) Liaise with the appointed counsel on all legal matters pertaining to external vendors, Government departments, staff, partners, donors, etc.;
(7) Oversee the IT related services.

4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants should be Chartered Accountant/ Post- Graduate in Economics, Commerce or Finance.

(1) 15-20 years of relevant experience, including five years of experience at the senior management level, in the Non-government or Corporate Sector;
