OBJECTIVES OF THE PROGRAMME :
The main objective of HIV/STI/HEP Programme is to strengthen national capacity of member states for planning, implementation and monitoring the prevention, treatment and care of HIV, STI and Hepatitis including systems strengthening and UHC within the global agenda of sustainable health and development

Description of duties:
Under the broad guidance of Director, Communicable Diseases (CDS) and the direct supervision of the Regional Adviser, HIV/STI/HEP and as part of the Regional HIV/STI/HEP Team, the incumbent will have the following responsibilities:

1. Provide technical and coordination support to Member States in strengthening health sector interventions for HIV/STI/HEP prevention, care and treatment including policy development and programme implementation;

2. Provide technical, advisory and coordination support to Member States in strengthening health services related to HIV/STI counseling and testing with focus on community based testing and decentralized service delivery, drug resistance monitoring, pharmacovigilance;

3. Provide technical support for capacity building for implementation of science research, documentation and dissemination of results;

4. Coordinate with national governments, non-governmental organizations, other UN agencies, partner organizations and institutions to promote the implementation and use of WHO guidance on effective interventions;

5. Promote networking of WHO collaborating centres and Centres of Excellence in the Region for HIV/STI/HEP;

6. Perform any other duties as assigned by the supervisor. 
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in biological science or medicine or social science or public health.

Desirable: PhD or MD or equivalent

Skills: 
Functional Skills and Knowledge:
- Extensive knowledge of policy development related to HIV/STI and Hepatitis with emphasis on prevention, treatment and care including knowledge of targeted interventions of HIV prevention projects at local, national, regional and international levels.
- Skills in health policy planning, monitoring, evaluation and implementation research for HIV/STI programmes in low or middle-income countries
- Sound knowledge of WHO policies, programmes and activities in the relevant areas of HIV, STIs and hepatitis as well sound understanding of Heath Systems functioning
- Excellent communication and presentation skills.
- Ability to establish harmonious working relationships as part of a team, adapt to diverse educational and cultural backgrounds, and maintain a high standard of personal conduct.

Other Skills (e.g. IT):
Proficient in standard MS Office software applications.
Experience:
Essential: Minimum 7 years of professional experience, some of which should have been obtained in an international context, in management of public health programmes particularly on HIV/STI planning, implementation and monitoring.
Knowledge and experience of working in international organizations in low and middle-income countries with proven experience in partnering with national, regional and international counterparts

Desirable: Experience in HIV and STI prevention and treatment programmes in the Asian context. Knowledge and experience of working on viral hepatitis prevention and control
Languages:
Excellent knowledge of written and spoken English.
Additional Information:
WHO's salaries are calculated in US dollars. They consist of a base salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. Other benefits include: 30 days annual leave, family allowance, home travel, education grant for dependent children, pension plan and medical insurance

Mobility
Candidates appointed to an international post with WHO are subject to mobility and may be assigned to any activity or duty station of the Organization throughout the world.
Annual salary: (Net of tax)
USD 69,032 at single rate
USD 74,130 with primary dependants
