The Public Health Foundation of India (PHFI) is working towards building a healthier India.
It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. Project Brief: 
The HIV/AIDS Partnership: Impact through Prevention, Private Sector and Evidence-based Programming (PIPPSE) Project is managed by a Consortium, led by PHFI as the Principal Recipient and, Futures Group, CARE India and Population Services International (PSI), as Sub Recipients. The PIPPSE Project aims to “strengthen the institutional and human capacity in prevention programs and private sector engagement through innovative approaches to contribute to achieving the goal of accelerating the reversal of HIV epidemic at the national and state levels.” The project will achieve its goal through: (1) evidence-informed, demand-driven technical assistance to National AIDS Control Organization (NACO) and State AIDS Control Societies (SACS) in focus states to improve the quality of TI programs for Most At Risk Populations (MARPs) and Migrants; and to promote private sector engagement in HIV/AIDS programs and services; and (2) Promotion and sustaining innovations and demonstration models to improve the coverage and access of MARPs and Migrants to a continuum of prevention-to-care services.

Reporting to the Chief of Party, PIPPSE Project, the SPTS will be responsible for providing evidence-informed and demand-driven technical assistance to NACO and SACS in improving the quality, access and coverage of TI programs for MARPs and Migrants.

Deliverables:
• In collaboration with the TI Division and National Technical Support Unit (NTSU), assist NACO in monitoring the quality of prevention services implemented by SACS, including promoting, supporting and scaling-up innovations, 
• In collaboration with the NACO Migrant Unit (NMU), provide technical assistance for quality improvement of migrant interventions, in general and focus states in particular, 
• Manage critical relationships with the NACO, SACS in general and focus states in particular, national and international technical service providers (individual consultants and consulting agencies) and other key stakeholders,
• Work in tandem with the other key personnel in the PIPPSE Project, namely, Chief of Party, Deputy Chief of Party, Senior Institutional and Capacity Building Specialist, Senior Research Specialist, Senior Private Sector Specialist and Team Leader – Maharashtra Program, in improving the quality, access and coverage of prevention to care continuum programs for MARPs and Migrants, 
• Develop innovative models for TSUs in focus states by adopting an experimental design to assist the SACS in planning, implementing and monitoring of TIs, including transferring of skills to SACS,
• Develop a national level demonstration program on creative approaches to scale up and improve the quality of prevention programs among MSM and TGs,
• Support NACO to scale up proven innovations and high-impact best practices, and document key approaches to enable transfer to countries with similar epidemics,
• In collaboration with the Team Leader – Maharashtra program, support a network model for prevention-to-care continuum program by adopting an experimental design in select high prevalent districts of Maharashtra,
• Demonstrate models for HIV prevention among different migrant groups in the PIPPSE focus states,
• Pilot programs to address gender concerns of migrant women at destination sites (e.g., for migrant women in construction and other small scale industries),
• Demonstrate experimental models of improving access of MARPs and migrants to HIV testing and counselling and care and treatment services in focus states,
• Any other task, as assigned by the Chief of Party, PIPPSE Project

Qualification: 

Essential

• Post Graduate in Social Work or Sociology Public Health or Community Medicine or Management from a recognized institution

Experience:

Essential

• Minimum of 7 years of relevent experience

Annual Salary (CTC) will be approximately Rs.26,00,000/- and will be based on the available skills and fitment of the incumbent as per the selection process.
