3. JOB DESCRIPTION/ RESPONSIBILITIES:
Reporting to the State Program Manager, the KMC will work closely with the Program and the National Knowledge Management (KM) teams to further develop and implement monitoring and evaluation systems to assess activities and contribute to the refinement of SCI programs.
Core responsibilities shall include setting-up and supporting teams in implementing monitoring systems, ensuring that management and other decision-makers have timely and precise information regarding project progress and that the impact of programs is accurately measured and documented. Fostering and advancing education and adherence to key M&E principles, practices and approaches, for program staff and the National KM team, comprise other key components of the job. The post holder shall additionally be responsible for coordinating and ensuring the quality of all research projects conducted in the State of Jammu & Kashmir.  
Job Responsibilities:
(1) Ensuring effective implementation of M&E Plan/ Framework in coordination with the Program and National KM teams;
(2) Ensuring effective implementation of MIS in the program area and that program quality (PQ) is being monitored and maintained against set program indicators;
(3) Maintaining a strategic overview of issues relating to impact assessment, evaluation and learning and monitoring trends in the external environment;
(4) Using MIS to periodically produce analytical reports to advise the SCI Program Team and partner organisations on project performance, to do better planning and use that opportunity for better decision-making and program strengthening activities;
(5) Periodically building capacity on M&E formats, REACH data format, SCINFO, data collection, analysis, Web based Comprehensive Management Information System, use of dynamic and customized reports and how to use data for better planning to partner organisations and state level officials;
(6) Keeping track of REACH data and ensuring timely submission of data to the National KM team;
(7) Leading Research and Evaluations in the coordination with the National KM team;
(8) Developing dissemination materials based on research and evaluation findings;
(9) Periodic program review with field monitoring, using supportive supervision and program monitoring tools and data quality systems, to improve services; 
(10) Capturing lessons learned at various levels across the program (synthesised from M&E activities such as project evaluations, case studies, annual reviews, etc.), ensuring that these are appropriately documented, analysed and utilised to improve the efficiency and effectiveness of project management;
(11) Report writing and documentation; Developing quarterly and annual M&E reports and sharing the same with the Program and National KM teams;
(12) Producing resource materials, delivering training, making presentations and organising other activities, in order to support high quality performance in impact assessment and organisational learning, contributing towards building SCI’s organisational profile in these areas;
(13) Establishing an inventory of reliable, secondary data sources of key statistics to contribute to M&E (with a view to reducing the use of time and resources in primary data collection), which can be immediately shared with the state and national teams;
(14) Gathering, collating and reviewing the Advocacy Measurement Tool information, ensuring regular analysis and timely sharing with the Program Director for sharing with the National team; 
(15) Ensuring reports are updated on a quarterly basis and readily available on demand from KM, Programme and Advocacy teams; 
(16) Identifying good practices/ innovations under projects through field visits and discussions with the Project Team, ensuring verification, documentation and wider dissemination of these cases through intranet and circulation, once they have been approved by the Project Director and National KM team; 
(17) Carrying out additional assigned responsibilities from time to time.
4. QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:

Qualifications:

Applicants must have a Masters in Social Science, with a specialization in Statistics/ Demography.
Experience: 
(1) Five to seven years of work experience in the development sector, of which at least five should be in Research and M&E projects in a large organizational setup;
(2) Complete knowledge of research methodology, including sampling methods, data collection tools, etc.;
(3) Experience in conceptualizing and managing MIS;
(4) Sound knowledge of monitoring, evaluation and assessment tools to promote evidence-based learning and accountability; 
(5) Knowledge of statistical packages such as SPSS, STATA and qualitative research packages such as Atlas Ti;
(6) Excellent knowledge of Excel and Power Point; 
(7) Working knowledge of Arc GIS.
Skills and Competencies: 
(1) Experience of working with multidisciplinary teams, including diverse expertise, experiences and cultures;
(2) Strong analytical skills, problem-solving skills, strategic thinking, presentation and planning skills;  
(3) Excellent command over English and Hindi (both written and verbal);
(4) Ability and willingness to undertake travel up to 30% of the time; 
(5) Ability to lead and coordinate in a matrix, line-management environment; 
(6) Ability to enlist support from staff across teams and to build the capacity of others; 
(7) Experience of working within budget constraints;
(9) Ability to operate and promote cost-effective approaches to maximise resources for children;  
(10) Self-starting individual with proven ability to take ownership for results and drive change;
(11) Ability to deal patiently and tactfully with people of different national and cultural backgrounds; 
(12) Commitment to and understanding of SCI’s aims, values and principles, including the Child Protection Policy.
5. COMPENSATION OFFERED:

Gross annual remuneration budgeted for the position is ­­­­­­­­­­­­­­­attractive. Please note that remuneration offered to the candidate selected, shall be commensurate with qualifications, experience and salary history.
