Project Background

The confluence of four key factors creates a pivotal opportunity to accelerate progress toward achieving the government of Bihar’s (GoB) 2017 targets for reductions in rates of mortality, fertility and malnutrition, and increases in immunization coverage.
These factors include:

a) Consistent political support from GoB to improve the health of women and children, exemplified most recently by the launch of the Human Development Mission (Manav Vikas Mission) under the chairmanship of Chief Minister in the state; 
b) Recent launch of the government of India’s (GoI) RMNCH+A strategy; 
c) Success of the Ananya program in identifying strategies and developing solutions that support these goals; and 
d) Recognition by the Health Department and Social Welfare (ICDS) Department of the value of the work of Ananyaand other development partners in Bihar. 

To capitalize on this opportunity, CARE will lead the establishment of a Technical Support Unit (TSU) constituted with major development partners[1] (DFID/BTAST, UNICEF, UNFPA, NIPI and WHO/NPSP), that will closely work with and support the Health and Social Welfare (ICDS) Departments of the GoB in their endeavour to achieve rapid and sustainable change in health and nutrition. 

The proposed TSU will provide catalytic support to the two departments to refine policies, systems and processes, transform capabilities and behaviours, and build ownership to unlock the potential of both public and private sector providers to effectively implement solutions. 

The work of the TSU will focus on effective technical interventions in maternal and child health, family planning and nutrition. Key drivers of change will include the transfer of skills and building ownership of approaches and solutions by Health and Social Welfare (ICDS) Departments. 

The State RMNCH+A Unit (SRU) of the TSU will consist mainly of technical experts from CARE and other development partners who will work closely with GoB to develop effective strategies to achieve GoB’s 2017 targets for reductions in rates of mortality, fertility and increases in immunization coverage.

One key role of the TSU is to enable rapid improvements in quality of health care services provided by existing functionaries in public facilities as well as in outreach programs.

Job Summary

The Capacity Building Specialist – Nursing under the supervision of the Deputy Director – Capacity Building, SRU and in close collaboration with the other Technical specialists will play a critical role in facilitating high quality clinical and non-clinical training programs for functionaries of the health particularly for doctors and nurses in public facilities, using resources internal or external to the TSU

S/he will provide leadership in the programme on planning, designing curriculum, content development, identification of training agencies and liaison, training delivery, documenting and reporting of training programs.

S/he will provide leadership in provide supportive supervision to the Regional Clinical Capacity Building Specialist (RCCBS) and to the District Clinical Analysis Facilitators (DCAFs) and facilitate the work of the RCCBS and the DCAFs so that they can play their roles adequately.

Contract/Key Relationships 

Capacity Building Specialist – Nursing will report to Deputy Director – Capacity Building, SRU and will work closely with other TSU Units.

Key Responsibilities

• Work closely with SHS and colleagues in the TSU to develop training strategies for functionaries of government programs at all levels, particularly for areas within the mandate of the TSU/SRU; help prioritize training investments to match the timelines for related activities of the TSU/PPS
• Identify internal/external resource individuals and agencies suitable for the purpose and work with the SHS to establish mechanisms for procurement and execution.
• Organize exercises to identify training needs of functionaries of health department from time to time. 
• Organize review of curriculums and strategies of existing training programs and their modification to suit the desired outcomes and timelines. 
• Respond to specific requests from health department for specific training needs.
• Provide Will it be useful to include -- People management and mentoring of Regional Clinical CB Specialist
• To provide supportive supervision to the RCCBSs and to the DCAFs. 
• To organize and conduct review meetings of the RCCBSs and DCAFs.
• To organize training programme for the RCCBs and DCAFs.
• To conduct review meeting of RCCBSs and DCAFs.
• Develop robust mechanisms for monitoring the quality of training programmes and their outcomes, and evolve operational mechanisms of applying these at scale.
• Ensure quality implementation of all training programmes on the field by working in close co-ordination with the programme performance support team.
• Develop process documents, training feedbacks, evaluation methods and similar training related documents and tools of assessment
• Track the progress of capacity building plan and monitor the outcomes
• Devise plan for periodic evaluation, learning and dissemination of lessons related to capacity building
• This position would require approximate 40 % of time to travel to project areas

Qualification & Experience

Essential:

I. M. Sc. Nursing with over 10 years of clinical experience in the area of Maternal / Child Health. Clinical skills must be current and up to date 
II. Minimum 5 years of progressively responsible professional experience in capacity building of nurses 

Preferred:

i. Deep familiarity with concepts and practice of BEmONC/ CEmONC level care, as well as Family Planning procedures and services 
ii. Demonstrated experience in mentoring/training nurses / doctors of facilities as well as frontline workers of outreach programs
iii. Working familiarity with the functioning of large scale health training programs such as SBA, NSSK, SBA, ASHA etc
iv. Experience organizing large scale training programs, especially for nurses / doctors 
v. Familiarity with clinical and non-clinical training resources (persons, materials) available within India and globally for RMNCH programs
vi. Demonstrated experience in working with PHCs and CHCs, preferably in Northern States of India
vii. Experience of developing need based Capacity building curriculums at the project level.

Skills & Competencies

i. Demonstrated ability to mobilize Government systems to strengthen national programs 
ii. Ability to train/mentor nurses and doctors for building clinical and managerial skills, and to mentor subordinates to be good mentors in turn.
iii. Demonstrated ability to objectively analyze data and has an eye for detail
iv. Proven ability to conceptualize, analyze, innovate, plan, write and execute ideas, as well as impart knowledge and skills
v. Excellent interpersonal, communication and presentation skills 
vi. Excellent negotiation skills
vii. Demonstrated learning agility, pro-activeness and openness to embrace new technologies at work
viii. Ability to travel extensively to gather first hand information about progress in RMNCH+A districts and other districts
ix. Ability to function effectively as a team member and respect diversity in a team
x. Fluency in English and knowledge of local working language (Hindi) is essential.
