Brief on the Organization:
The Public Health Foundation of India (PHFI) is working towards building a healthier India.
It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief: 
The Governments of India and Norway have entered into a partnership to work together toward the attainment of the Millennium Development Goal 4and 5 that aims to reduce child and maternal mortality worldwide. The objective of Norway India Partnership Initiative (NIPI) is to provide catalytic support that would make a strategic and sustainable difference to the rapid scaling up of quality child health services under the National Health Mission (NHM) in select states that contribute the highest number of child deaths. All activities undertaken under NIPI shall be directed towards fulfilling the goals and objectives of NHM. 

The Ministry of Health and Family Welfare (MoHFW) under the National Health Mission (NHM) launched the Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCH+A) strategy in February 2013. Norway India Partnership Initiative (NIPI) has been assigned the state of Jammu and Kashmir with the six priority districts of Rajauri, Doda, Ramban, Kishtwar, Punch and Leh.

NIPI in collaboration with the Public Health Foundation of India, also though a separate project in the same six HPDs, aims at making use of innovative mobile technology through piloting the use of Swasthya Slate for improved RMNCH+A outcomes.

It is proposed to appoint one consultant at the national level to provide technical support for the intensification of the National RMNCHA strategy in the State of Jammu and Kashmir and to provide programmatic and technical inputs to the Team Leader, Affordable Technologies, PHFI for improving, adapting and updating the Swasthya Slate to a high quality tool for improved RMNCH+A outcomes.

Deliverables:
• The Consultant will be responsible for the coordination and intensification of efforts with State NRHM and State RMNCH Coordinators/ District RMNCHA as mandated under National RMNCH+A strategy in the six High Priority District of Jammu and Kashmir. 
• Coordinating with State and District RMNCHA Coordinators /State NRHM/ and collating information, analyzing and presenting to National Resource Unit (NRU)/ MoHFW for action to be taken in the state and HPDs.
• Coordinating with State and District RMNCHA Coordinator / State NRHM/of the region for facility assessment, situational analysis, scorecards and presenting the key findings to NRU/ MoHFW
• The Consultant will be responsible for collecting and collating information from the states in the region, analyzing the information and presented to senior officials in NRU for appropriate action.
• Helping the State for tracking of intensification of RMNCH+A efforts particularly in HPDs.
• Sharing best practices and cross learning within the region and promoting adaptation of the innovation within the State. 
• Serve as a link between State RMNCHA Coordinators /State NRHM to identify issues and get appropriate support from respective divisions in MoHFW for timely resolution. 
• Work closely with State RMNCHA Coordinators/State NRHM to identify medical colleges and other institutions in the states to serve as resource center and identify capacity building needs for these colleges, arrange for trainings of medical college staff through MoHFW.
• Place and offer need-based support to ensure resolution of critical interventions in the HPDs. 
• The Consultant will assist the Team Leader, Affordable technologies, PHFI for improving, adapting and updating the Swasthya Slate to a high quality tool that can assist in delivering quality RMNCH+A services 
• Help and assist the team leader, Affordable Technologies in demonstrating the effectiveness of using the Swasthya Slate for health communication, diagnostics, referral and reporting in RMNCH+A services.
• Any task as desired by the supervisor

Qualification: 

Essential

• Medical Graduate with a Master’s degree in Community Medicine/Public Health.

Experience:
• Familiarity with RMNCH+A interventions.
• At least Five years of professional experience in management of public health programs. 
• At least Two years of experience of implementation and management of Public Health programmes at national level position. 
• Good experience of monitoring and evaluation and data analytical skills 
• Past experience of conducting Bottleneck Analysis and Strategic planning.
• Prior experience in Quality Assurance would be preferred 
• Excellent communication skill; and proven expertise to write analytical reports
• Excellent command of English, written and spoken;
• Team builder and player.
• Computer skills proficiency, both in usual MS Office application, data analysis

Annual Salary (CTC) will be approximately Rs. 1,500,000/- and will be based on the available skills and fitment of the incumbent as per the selection process.
