Purpose of the Post
Under the close guidance and supervision of the Polio Program (C4D) Specialist, the staff member will coordinate and streamline data collection and analysis for the polio communication programme, including close technical field support to field offices. Timely, appropriate and rapid analysis will be used to guide strategy development and to support the Social Mobilization and Communication Strategy, the Senior Program Manager Polio, C4D Section Chief and other senior managers in effective advocacy with the Government, polio partners and media.
Major Duties and Responsibilities
(1) Overall coordination of management information systems for polio eradication activities in U.P and Bihar, including analysis of trends, outcomes and results related to polio epidemiology, routine immunization, supplementary immunization activities, media and social mobilization. Ensure timely, appropriate and rapid analysis of epidemiological and communication trends for polio and RI. Produce, manage and distribute regular updates. Coordinate closely with partner agencies, particularly NPSP and CORE, to create a consolidated data set on programmatic and communication interventions to support polio eradication. Give support to Polio EPRP as and when required.
(2) Ensure clear direction to field staff on input, output, outcome and impact indicators, data processing and local analysis of results. Contribute to capacity development and training of state office staff on M&E and coordinate training of field staff on M&E and evidence-based communication planning. Supervise and manage SSA contracts related to polio data input and management in the Delhi office. Support GAVI activities to strengthen routine immunization by ensuring regular monitoring and feedback.
(3) Support field staff on the development of a standardized database for polio and other convergence communication indicators (RI, WASH, ORS ZC), and provide technical support on the design and implementation of monitoring formats. Help design data entry screens, queries and reports and integrate with other applications for presentations and analysis. Develop information packages containing monthly summaries for project managers at state, regional, district and block level, donors and UNICEF partners in polio eradication.
(4) Identify the need for studies and surveys to guide the communication programme, and work with partners and field staff to implement an Integrated Monitoring and Evaluation Plan for the Polio Communication Programme.
(5) Support the Polio Section to present UNICEF’s analysis of communication challenges and progress, the programme response and the results from UNICEF-supported interventions. This analysis, to be prepared on a regular basis, will inform UNICEF’s advocacy agenda with the GOI, partners and national and international media to ensure a timely and appropriate response from Government to interrupt transmission, to mobilize high-level political and social support for the polio eradication campaign in U.P., and to assure donors and partner agencies on the effectiveness of the UNICEF-supported communication strategy. Provide inputs to both donor reports on progress against approved activities, as well as inputs to fundraising for UNICEF activities in polio communication.
Qualifications, Skills and Attributes
A) Education
Bachelor’s degree from a recognized university in Public Health or Statistics, combined with sound technical understanding of management information systems and various computer applications.
B) Work Experience
Minimum two years’ experience in data analysis, programme management, and monitoring and research, preferably in the field of Public Health. Past experience in synthesizing data related to communication, polio epidemiology, or immunization activities is an added advantage.
C) Languages
Fluency in written and spoken English and working knowledge of Hindi required.
