OBJECTIVES OF THE
PROGRAMME :
The Office of Director, Programme Management, is responsible for providing quality support on all matters relating to WHO Regional Policies and strategies, and technical, managerial and administrative support in their formulation, implementation and management. |

Description of
duties:
Under the supervision of the Director, Programme Management (DPM), the incumbent will carry out the following: A: GENERAL ADMINISTRATIVE DUTIES: 1. Compile & maintain relevant information, prepare/assemble information/notes relating to Senior Staff Meetings, Meetings of WHO Representatives (WRs) Meetings, Subcommittee for Policy and Programme Development and Management (SPPDM), & other important meetings; 2. Initiate administrative follow-up actions, as necessary, in response to Regional Director's (RD) and DPM's directives as well as for meetings of Regional Committee (RC)/Executive Board (EBs)/World Health Assembly (WHAs). 3. Screen all incoming correspondence, documents and reports; identify and highlight important issues for urgent action/decisions, submit to the Director with full background information obtained from the technical units. 4. Review outgoing correspondence including those prepared by the technical units for accuracy of information, format, related instructions and in conformity with the established procedures and discussing shortcomings with the concerned staff. 5. Coordinate the technical units' input for briefings, reports, etc., follow up actions. B. PROGRAMME MONITORING RELATED DUTIES: 1. Assist Director/Programme Operations Officer/Regional Advisers (RAs)Managers in the preparation of HR and Activity Workplans; 2. Assist Director in the distribution of budget allocated in the beginning of biennium and linking/mapping the same to HR and Activity workplans; 3. Assist Director in the distribution of AC and VC/CVC funds among all technical units throughout the biennium; 4. Assist Director in the preparation of ADRs/Programme Changes and in the Work Plan Funding and Award Budgeting of the funds to HR and Activity Workplans; 5. Assist Department in the management of all resources and their timely and optimal utilization as per the approved HR and Activity Workplans; 6. Perform all HR Actions of the Department in the GSM; 7. Assist on a regular basis in the creation of positions and work closely with PPC for change in parent positions as appropriate; 8. Guide staff of the Units in linking/shifting planned costs and funds from activities to HR Plan and vice-versa; 9. Provide regular assistance to Director by maintaining statistical data/reports on approved budget, encumbrances, expenditures, etc.; 10. Keep records of proposals pending implementation for lack of funds and bring these for approval from overall savings nearer the close of biennium; 11. Initiate administrative actions for the recruitment of temporary staff and non-staff personnel, and TAs etc. |

REQUIRED
QUALIFICATIONS

Education:
Essential: Completion of Secondary school education. Desirable: Training in Business Administration,. administrative and secretarial practices is an asset. Skills:
Skills: - Thorough knowledge of SEARO Office procedures, practices, forms, etc; - Good knowledge of organizational structure of technical and support programme units; - Ability to draft clearly and concisely correspondence/reports; -Ability to use data and word processing equipment, take notes at technical meetings; - Knowledge of commonly used computer software applications. Competencies: 1. Producing Results 2. Communication 3. Teamwork 4. Respecting and Promoting Individual and Cultural Differences Other Skills - IT skills: Proficiency in the use of modern office software packages such as MS Office (Word, Excel, PowerPoint, Outlook etc.) and standard office equipment. Good working knowledge of GSM (or other Oracle-based ERP systems) is desirable. |

Experience:
Essential: At least 7 years of progressively responsible experience in administrative positions Desirable: Progressive administrative experience, preferably in WHO. |

Languages:
Excellent knowledge of written and spoken English. |

NOTE: - In addition to position-specific test, external candidates will be required to qualify mandatory tests in English language and computer skills. - A written test, using computer, will be held for the short-listed applicants. The performance in written test will decide applicant's eligibility to appear in the interview. - The written test for shortlisted candidates will tentatively be held during the duration from 18 January to 29 January 2016.
