Operations Manager (Afghanistan) - ChildFund International (Apply by: December 23, 2015)



SUMMARY
The operations manager will plan, direct and coordinate the operations of ChildFund in Afghanistan. S/He is responsible for ensuring and improving the performance, productivity, efficiency and functionality of organisational operations through the provision of effective business approaches and strategies.
S/He will manage the organisations HR, administration and security functions, assisting in the creation of organizational and program budgets in collaboration with the Program Director, IO and the National Director.
Reporting to the National Director and serving as a member of the senior management team this position is primarily responsible for ensuring organisational effectiveness through the development and tactical implementation of organizational strategies, policies and practices. This position will also be required to interact with the regional management unit and the specific departments within IO.
DUTIES/RESPONSIBILITIES
Coordination and Supervision: - Coordinate, manage and monitor the workings of various departments and specific programs, including HR and security in ChildFund Afghanistan. This position is required to play a significant role in the long term planning geared towards operational excellence.
Administration: Support effective functioning of logistics systems to procure, store and distribute stock, supplies and services for the timely delivery of project objectives.
Human Resources: - Plan the use of human resources and oversee the recruitment and placement of required staff. Establish organizational structures, including staff support management and review current structures to ensure effectiveness of resource allocation. Oversee the provision of relevant training to ensure effectiveness of staff performance within the current operating environment. Delegate tasks and accountability, supervise staff and manage and evaluate staff performance.
Security:- Review and evaluate current security policies, procedures and plans, ensuring they are aligned to the operational threat environment and support the development of appropriate contingency planning and business continuity approaches.
Financial: - Review financial data and plan effective strategies for the financial effectiveness ensuring the appropriate allocation of budgets against operational requirements.
Risk Management:- Serve as a liaison to legal counsel in addressing any legal issues. 
Communication:- Monitor, manage and improve efficiency of support services such as HR, Security and IT and facilitate coordination and communication between support functions.
Respond In Crisis:- This position will be required to develop scenario based contingency plans and lead those responses in crisis.
Strategic Input:-Liaison on strategic operational initiatives with the National Director, senior managers within the organization.
QUALIFICATIONS/EXPERIENCE:
  • 7+ years of operational experience.
  • Demonstrated operations experience in security management, Human Resources and finances in a position as a senior program officer, military or police officer or business manager.
  • Experience and extensive knowledge of personnel and organizational risk management approaches. 
  • Effective people management skills and proven training and organizational skills.
  • Strong written and oral communication skills (English) and strong analytical and interpersonal skills.
  • Previous work experience within challenging and precarious environments preferable within the INGO community. 
  • Computer proficiency in general office software (i.e. Word, PowerPoint, Excel, and Outlook.
EDUCATION/CERTIFICATION
  • Bachelor’s or higher-level degree required. Equivalent relevant work experience maybe acceptable in lieu of degree.
