OBJECTIVES OF THE PROGRAMME :
Underlying Values and Core Functions of WHO

All the Member States of WHO in the South East Asia Region share the common value of the highest attainable standard of health as a fundamental human right. All of WHO actions are based on this and rooted in the underlying values of equity, solidarity and participation.

The seven point global health agenda contained in WHO's Eleventh General Programme of Work (2006-2015) includes: (i) investing in health to reduce poverty; (ii) building individual and global health security; (iii) promoting universal coverage, gender equality and health related human rights; (iv) tackling determinants of health; (v) strengthening health systems and equitable access; (vi) harnessing knowledge, science and technology; and (vii) strengthening governance, leadership and accountability.
WHO's mandate revolves around six core functions: (i) providing leadership on global health matters; (ii) shaping the health research agenda; (iii) setting norms and standards; (iv) articulating evidence-based policy options; (v) providing technical support to countries; and (vi) monitoring and assessing health trends.

The South -East Asia Region of WHO is made up of 11 countries, with over 1.8 billion people, with India's population of 1.2 billion. The diversity of people and health situations requires, on the demand side, a solid understanding of the emerging socio-economic, epidemiologic and demographic patterns and trends at both aggregate as well as national and sub-national levels, with due sensitivity to disadvantaged populations and vulnerable segments of the society. On the supply side, it is equally crucial to have a solid understanding of the commonalities and divergences of the health systems, the circumstances and political economy under which they have evolved and operate.


Mission of the WHO Country Office for India

Within the framework of WHO's Country Cooperation Strategy the mission of the WHO Country Office is to support India in: (i) developing and sustaining its own health policies, health systems and public health programmes; (ii) working to prevent and overcome threats to health; (iii) anticipating future challenges; and (iv) advocating public health.

Purpose of the Position:

To provide administrative assistance in human resources management at WHO Country Office for India. 
Description of duties:
Under the overall guidance of WR India, managerial oversight of NPO (Administration) and day-to-day supervision of NPO (Human Resources), the incumbent will perform the following duties:
1. Assists in recruitment of fixed term staff positions in WCO-India: Initiates actions and coordinates for offline/online approvals and issuance of the vacancy notices to fill vacant positions as per stipulated guidelines; collects and screens applications as per vacancy notice; prepares selection documentation for the members of the selection panel (including reference check and verification of credentials); assists in the constitution of the selection panel as per guidelines, and coordinates meetings of the panel; assists in conducting written tests and interviews.

2. Assists in the recruitment of temporary staff members. Processes requests for temporary assistance in WCO-India; Initiates corrects and completes appointment/extension/separation HRAPs in accordance with HR policies.

3. Facilitates administrative formalities such as medical, visa, security clearance and thereupon, documentation related to reporting, pension fund, VGLI etc. Prepares briefing schedule for newly appointed staff members.

4. Maintains and updates status of vacant positions and recruitment statistics; generates periodic reports.

5. Responds to routine administration-related queries raised by staff members on entitlements, and attends to queries from external callers relating to employment with WHO.

6. Receives, screens, and logs incoming correspondence, reports, documents etc. and routes to supervisor(s) with full background information; maintains follow-up system on responses and deadlines; coordinates with staff HRM/SEARO as necessary.

7. Compiles and maintains information/background material for meetings, retrieves files and records relating to a variety of topics for information and reference.

8. Performs other duties as assigned by the supervisor
REQUIRED QUALIFICATIONS
Education:
Essential: Completion of secondary school education or equivalent.

Desirable: University degree is an asset. Training in the field of human resources is an advantage.
Skills: 
Functional Skills and Knowledge:

Very good knowledge of modern office procedures and practices as well as of the applicable staff regulations and; rules and Manual provisions; Ability to draft standard correspondence and; carry out a wide variety of tasks using word processing equipment. Knowledge of software applications an advantage.

Other skills (e.g. IT): Work is to be performed in a normal office environment. 
Experience:
Essential: Three to four years of general clerical and administrative work experience preferably in the area of HR.

Desirable: Experience in WHO, other international organizations or UN Agency would be an advantage.
Languages:
Excellent knowledge of written and spoken English and working knowledge of local language.
Additional Information:
This position is subject to local recruitment and will be filled only by a national of India, willing to relocate within commutable distance.
Annual salary: (Net of tax)
INR 532,609 at single rate
