1. POSITION VACANT: Manager, Strategic Alliances (Policy and Advocacy), Railway Children, New Delhi
2. BACKGROUND: Railway Children (RC) is an international non-profit
organisation, working since 1995 in United Kingdom, India and East Africa, to
create ‘a world where no child should ever have to live alone on the streets’.
In India, RC works through partnerships with NGOs
and directly with government on addressing the issues of children at and
around, major railway stations. These are children who leave their family where
they suffer poverty, violence, abuse and neglect and also include children
staying with families at the station. They find themselves living alone because
there is nowhere else to go and nobody to turn to. While working in India RC provides support through:
(1) Early intervention at and
around the railway station
(2) Protecting and ensuring community/ family care of vulnerable children
(3) Activating government child protection mechanisms.

At present a team of 12
professionals are working with RC in India, including four who are
working out of the Country Office in Mumbai and others working from their
residences, in different parts of the country.

3. JOB
DESCRIPTION/ RESPONSIBILITIES:
Reporting to the Country Director, the Manager,
Strategic Alliances (Policy and Advocacy), shall be responsible for
creating opportunities for government and civil society to work in
collaboration while strengthening each other’s interventions, co-creating
lasting change in the lives of children who are alone and at risk.
Key Job
Responsibilities:
A) Strategy:
(1) Evolving the organization’s
advocacy strategy, at the national and state levels, articulating clear
objectives for RC, in relation to
scope of advocacy and alliance building;
(2) Researching each issue, in liaison with colleagues or with others from outside and identifying advocacy and networking approaches, suitable for each issue;
(3) Building strategic alliances with key people or influencers like the Ministry of Women and Child Development, Railways, Police forces (RPF and GRP), NCPCR and other government bodies;
(4) Identifying and contributing to external learning and sharing opportunities, including participation and presentations at conferences and networks by representing the organization at various fora and meetings;
(5) Delivering campaigns through partnerships and consultations to achieve the objectives for each issue selected.

B) Management:
(1) Liaising with the team to
facilitate the exchange of information locally, regionally and nationally;
Helping promote the cause as well as the organisation’s activities to policy
makers;
(2) Liaising and working with existing networks in India and internationally, as well as allied organizations, to allow for the development of thematic papers and exchange of information and policy-initiatives, in relation to the agreed advocacy strategy;
(3) Advising and negotiating with government departments, agencies and other agencies on legislation and policies relating to the desired outcomes of the advocacy strategy;
(4) Stimulating and promoting effective action among government, UN, and NGO agencies;
(5) Managing and providing leadership support to the Strategic Alliance team, in achieving their performance objectives.

QUALIFICATIONS, EXPERIENCE AND COMPETENCIES:
Qualification:
Applicants must be post graduates
in Social Science, or equivalent.
Experience:
Experience:
(1) Minimum 10 years of
professional experience in the development sector, preferably in the area of
networking and advocacy;
(2) Must have sound understanding of national laws pertaining to children and over all legislative frameworks;
(3) Must have a wide network among government and civil society.

Skills
& Abilities:
(1) Excellent communication,
documentation and analytical skills;
(2) Strong presentation, networking and negotiation skills;
(3) Good language proficiency in English and Hindi and preferably, any one of the regional languages;
(4) Proficiency in all applications of MS Office, especially Word and Excel;
(5) Alignment with core organisational values of bravery, honesty, innovation and pioneering;
(6) Willingness to travel for about 10 days a month;
(7) Sense of balance and ability to work under pressure.

COMPENSATION OFFERED:
Gross compensation for the
position shall be attractive. The offer made to the selected candidate shall be
commensurate with qualifications, experience and salary history.

Delhi/NCR. (Note:
The incumbent shall be required to work from home, for at least six months
initially.)
