Brief on the Organization:

The Public Health Foundation of India (PHFI) is working towards building a healthier India.
It is helping to address the limited institutional and systems capacity in India by strengthening education and training, advancing research and technology and facilitating policy and practice in the area of Public Health. PHFI is headquartered in New Delhi with national presence through its constituent units of regional Indian Institutes of Public Health (IIPHs) and Centres of Applied Research in core public health themes. The Foundation, established in 2006 as a public private initiative, is governed by an independent board comprising of senior government officials, eminent Indian and International academic and leaders, civil society representatives and corporate leaders. Project Brief: 
PHFI is seeking a high calibre Vice President (Finance & Resources/Planning) to provide leadership to its Finance function and stewardship for its resources. While the portfolio will have Finance as a core responsibility, other functions will be added in the portfolio based on the individual’s profile. The heads of the respective functions will report to the VP (Finance & Planning/Resources).

The VP will report to the President and serve as a key member of senior management team that includes Directors of IIPHs, Division Heads, Heads of Centres of Research, and other members. The VP will be responsible for stewardship of financial assets and resources of PHFI, development of the organisation’s financial strategy and ensuring that financial & operational resources are effectively and efficiently deployed to support the growth and financial sustainability of the Foundation.

Deliverables:
• Lead the overall financial planning, budgeting and funding processes in support of the strategy and vision articulated by the President & the Board of PHFI
• Provide oversight and strategic direction to the range of finance functions/roles (including Financial Accounting, Reporting and Compliances, Grant Accounting and Reporting, Procurement, Risk Management and Internal Controls, Institutional (campus) projects funding, Treasury) to support the overall plans of the Foundation, and similarly and as relevant for other functions included in the portfolio
• Build and organise a strong Finance team, based on appropriate separation and delegation of duties, with high intra unit coordination and collaboration with other units in PHFI family
• Establish appropriate systems (including ERP implementation), policies and procedures, continually improve and adopt best practices, and ensure effective integration across the Foundation’s constituent units
• Ensure that the Foundation operates within the provisions of its charter, statutes and applicable legislation framework, and drive the Risk Management Framework with ongoing assessment of external environment and implications on financial operations
• Support the Board Finance & Investment Committee and the Audit Committee, serve on Internal Committees (Finance, Campus)and drive special initiatives in finance
• Lead other administrative units, as may be included in the portfolio of responsibilities
• Represent the Foundation externally as required, and maintain appropriate networks
• Discharge any other operational or administrative functions as may be assigned by the President or the Board.

Qualification, Experience & Skills: 
• The ideal candidate to accomplish this role will be a senior and seasoned professional with 20 to 25 years of leadership experience either in the public or private sector, development sector or in academic institutions. Proven track record in similar roles financial leadership of large organisation preferably multi segment organisations.
• The candidate should be a Chartered Accountant/Management Accountant. Degree in Law or Management/Business Administration will be an added advantage.
• Given PHFI’s structure and broad range of activities, the ability to work collaboratively with groups from diverse backgrounds along with good communication and sound decision making, will be important personal qualities for success in the role.
• A track record of overseeing multiple administrative areas, familiarity with IT and ERP systems, and a passion for public service will be an advantage.

Salary:
Salary will commensurate with qualifications and experience and fitment of the incumbent as per the selection process.
