About The Project
The Karnataka Integrated Urban Water Management Investment Program (the Program) aims to institutionalize mechanisms in the urban context that contribute to managing increasingly scarce water resources in a holistic and sustainable manner. Investment support will be provided to modernize and expand urban water supply and sanitation (UWSS) while strengthening relevant institutions to enhance efficiency, productivity and sustainability in water use. Innovations such as public-private partnership (PPP) will also be explored and implemented. The Program will specifically seek to support 'greening' and inclusiveness agendas, as it targets assistance to more fragile environments increasingly affected by water resource degradation, and often located in Karnataka's more economically lagging regions.
Job Description
(Input is Intermittent )

i. In close coordination with the Team Leader, prepare (a) a tariff methodology for subsequent implementation by ULBs (the exercise shall clearly lay down economic and social tariff goals, levels of service, parameters for rate setting and rate design, legal and revenue requirements), (b) discuss possible structures and associated recommendations, (c) address customers rights for failure to deliver service standards for water and sewerage services, (d) as well as penalties for late payment/damages.



ii.             Assist GOK conduct consultations and approvals necessary to introduce such volumetric tariff framework.
iii.             In respect of tariff setting, coordinate and guide the Municipal Reforms Cell in the development of a module to be rolled out to ULBs across Karnataka.
iv.            Assist KUIDFC / GOK establishing and operationalizing the Water Council, providing advice in respect of authority, functions, and tasks as a precursor regulatory body, institutional and organizational structure and their relationship with government organisations and the judiciary.
v.            Prepare a proposal for staffing, sourcing of technical advice and work plan
Qualification & Experience
Graduate degree in Economics from a recognized university with five years of relevant experience.
·         Skills to evaluate urban infrastructure investments, and helping ULBs to examine  and use a range of options for water regulation
·         Experience to advice and train staff in municipal finance, project finance and resource mobilization, public private partnerships, etc.
